connect people and businesses to each other and the world. They are
essential to a healthy economy, our military and the visitor industry. Our
airports must be frst-class facilities that are points of pride for visitors
and kama'āina. Our harbors must be modernized to lower the cost of
goods to our residents and businesses. Our highways must be improved
to connect our communities and sustain the growth of our economy.
We have long-standing Airport Modernization Plans, Harbor
Modernization Plans and a backlog of millions of federal dollars to spend
on highways.
Congresswoman Hanabusa will prioritize putting these plans and dollars

2. The Hawaii Department of Transportation (HDOT) is pleased to announce
the Airports Division’s bond rating was upgraded by S&P Global Ratings
(S&P) to AA- from A+ in advance of its upcoming bond issuance.
S&P recognized the strength of management as a key credit strength,
noting that the Airports Division has: “Very strong management and
governance, with management generally achieving or exceeding fnancial
and operational goals, detailed fnancial projections, an experienced and
deep management team, and generally well-defned project plans and
targets with prudent risk mitigation.” The rating agency cited the Airport
System's monopoly on commercial air travel, high passenger activity
levels, and strong fnancial performance.
“We're making excellent progress with our Airport Modernization
Program, and this second bond rating upgrade comes at just the right
moment. This action supports lower borrowing costs as we continue to
expand and modernize airport facilities to meet demand and grow our
economy,” said Gov. David Ige.
The Airports Division was recognized for its continued eforts to
implement its capital plan. According to S&P: “Several major capital
projects are planned or underway that are aimed at modernizing the
facilities, increasing system capacity, enhancing revenue, and improving
passengers’ overall experience.”
The Airports Division held a ground-breaking recently in May for the
Mauka Concourse Program at Daniel K. Inouye International Airport,
which will add up to 11 gates and 280,000 square feet of terminal space.
3. The Division is completing a new rental car facility at the Kahului Airport
in the coming months; constructing another rental car facility in
Honolulu; implementing energy efciency projects throughout the
System; and continuing to improve its terminal spaces with new and
expanded duty-free, retail, and dining concession spaces. HDOT's
Airports Division has also taken steps to expand air service by working to
accommodate the addition of Southwest Airlines to the Hawaii market,
opening Ellison Onizuka International Airport at Keahole as the state’s
second international Port of Entry, and adding System capacity to
support larger aircraft such as the A380 that can hold up to 520
passengers per fight.
S&P added that “Management has historically operated in a fscally
prudent manner, budgeting conservatively, maintaining strong cash
reserves, and modernizing and enhancing terminal facilities. The CIP,
supported by the airlines, is demand-driven and modular, and the
commission has several measures in place to mitigate construction risk.”
The credit rating increase was announced prior to the Airports Division’s
2018 revenue bond issuance, which is anticipated to raise approximately
$400 million for capital needs of the Airports System over the next two
years. The Airports capital program will fund projects necessary to
maintain, preserve, and expand air service facilities across the state.

In a continuing efort to be environmentally friendly the Hawaii
Department of Transportation (HDOT) will install 4,260 new solar
modules on the 7th foor of the Terminal 1 parking garage (formerly the
Interisland Terminal).
4. The solar modules are anticipated to generate 2 MW-DC/1.6 MW-AC,
which is enough energy to power more than 328 homes (based on a full
operational day of sunshine). Over the life of the project the total energy
saved could power more than 175,000 homes. The solar energy will be
used at the airport facility and will reduce the overall electricity bill by
nearly half.
“There is so much to like about this improvement project. It's good for
the environment, it will save the state money and it provides covered
parking at the airport,” said Governor David Y. Ige. “This is another step
forward in my administration’s continuing mission to meet Hawaii’s
sustainability goals.”
The solar modules will be installed on the roof level of the Terminal 1
parking garage above a new carport, which will also add shaded parking
for vehicles, when complete. The project aligns with Governor David Ige
and the State of Hawaii's goal to be 100 percent renewable energy by
2045.
Overall, the contract with Johnson Controls Inc. will generate more than
$600 million in guaranteed cost savings over the 20-year life of the
contract at Hawaii’s airports, which began in 2014. It is the largest single
state Energy Savings Performance Contract in the nation.
Construction is scheduled to be continuous from August 20 through
November 16, 2018. For safety purposes, 344 parking stalls on the roof
of Terminal 1 will not be available during the renovations. Signs have
been posted to alert passengers of the restricted parking during this
scheduled construction.
The vehicle and pedestrian bridges from the Terminal 1 parking garage
to the International parking garage will remain open for customers to
access additional parking stalls.
5. HDOT will continue the energy saving improvements in early 2019 when
work is anticipated to begin on the roof level of the Terminal 2 parking
garage (formerly the Overseas Terminal) for the installation of another
solar canopy, which will create more sustainable energy and provide
covered parking.
The construction activities will not impact fight schedules or airline
operations.
In total at Hawaii's airports, HDOT and Johnson Controls are completing
more than 900 individual conservation measures, replacing nearly 98,000
light fxtures with high-efciency light-emitting diode (LED) technology
and energy efcient lighting, upgrading ventilation and air-conditioning
systems and installing more than 21,000 solar photovoltaic panels. The
$207 million investment is fnanced from guaranteed energy savings, not
taxpayer funding.

The Hawaii Department of Transportation (HDOT) Airports Division is
proud to be working in partnership with DFS and global restaurateur
HMSHost on more than $69 million worth of improvements at the Daniel
K. Inouye International Airport (HNL) designed to add more retail and
restaurant space and enhance the overall customer/passenger
experience. Construction began in 2016 and included nearly $30 million
in improvements to the Central Concourse and more than $39 million in
total tenant improvements throughout the airport.
6. The renovation project was themed around the Hawaiian value of
hospitality, Ho'okipa, with the goal of providing travelers a pleasant
journey that embodies the Spirit of Aloha. More than 17,600 square feet
of retail space was added and improved access and upgrades were made
to the Japanese and Chinese Cultural Gardens.
“This public private partnership is a win for both sides because the State
of Hawaii and taxpayers didn’t pay for the improvements. HMSHost and
DFS were able to add more space while generating more revenue for the
State,” said Governor David Y. Ige. “We thank HMSHost and DFS for
funding the renovations and upgrades and their commitment to better
serving the needs of our residents and the growing number of travelers to
Hawaii.”

The Terminal 2 Central Concourse sees approximately half of the
airport's annual 20 million passengers. Extensive upgrades to the
infrastructure include enclosing TSA checkpoint 3 and installing air
conditioning, a new roof, foor tile and lighting throughout the concourse.
The walkway was expanded an additional 30 feet and extends over the
Cultural Gardens providing more space for retail and customer
movements. More than 17,600 square feet of retail space was added to
the Central Concourse, which brings more options for customers and
more revenue opportunities for the state.
DFS opened new duty free specialty boutiques for spirits, wine & tobacco
and watches & jewelry, along with international favorites Prada, Burberry
and Hermes. The concourse also features a new beauty store, Kate
Spade, Coach and in partnership with the DBE, BKKM (formerly Tiare
Enterprises), a From Hawai'i With Love food and gift emporium featuring
the best in locally sourced items. In all, DFS renovated 27 Duty-Free and
Duty-Paid stores throughout the Central, Ewa, and Diamond Head
concourses.
HMSHost opened The Local, an original full-service and grab-and-go food
concept that uses the freshest ingredients from local farms to create a
menu highlighting the region with culinary creations.
The Chinese and Japanese gardens located in Terminal 2, which were
originally built in 1962, were renovated with upgrades to the aging water
features, pavilions and landscaping. Pieces from local artist Satoru Abe
can now be found amongst the koi and native plant life.
8. Improved access and new elevators allow visitors easy access to a bit of
serenity before their trip.
In a separate project, HDOT has completed modernization improvements
in the Ewa Concourse which included refurbishing the restrooms with a
modern new look. Additional improvements included expanding the
interior areas for more air-conditioned space. Old chandeliers and
lighting fxtures were removed and new ceiling panels and decorative
etched glass were installed.
