The Cyber Defence East Africa Summit 2015 (CDEA2015) is the third annual cyber security conference organized by Norway Registers Development East Africa Ltd from August 11-13, 2015 in Dar es Salaam, Tanzania. The conference will discuss topics such as incident response, digital forensics, and mobile/ATM security solutions. 16. AMB. OMBENI SEFUE
The Chief Secretary of the United Republic of Tanzania
Ombeni Yohana SEFUE was sworn in as Chief Secretary of
the Government of the United Republic of Tanzania on 31st
December 2011. As Chief Secretary, he is Secretary to the
Cabinet and Head of the Public Service.
Before that, Ambassador Sefue served as Ambassador and
Permanent Representative of the United Republic of
Tanzania to the United Nations in New York, Ambassador to
the United States of America in Washington D.C, and High
Commissioner (Ambassador) to Canada as Counsellor in the
Embassy of Tanzania in Stockholm, Sweden. He also served
in other various positions, including vice chairman of the
Board of Partnership to Cut Hunger and Poverty in Africa
based in Washington DC, USA and Board Member Emeritus
of the Partnership.
17. PROF. JOHN NKOMA
The Director General Tanzania Communication Regulatory
Authority
Professor John S. Nkoma is currently the Director General of
the Tanzania Communications Regulatory Authority (TCRA)
since 2004. As Chief Executive Officer of TCRA, he is charged
with the co-ordination of activities of the Authority which
include the regulation of telecommunications, broadcasting,
postal services; management of the radio frequency
spectrum; management of electronic and other Information
and Communications Technologies (ICTs).He has BSc degree
in Physics and Mathematics from the University of Dar es
Salaam, Tanzania, MSc and PhD degrees in Physics from the
University of Essex, UK. Before joining TCRA Prof. Nkoma
worked both in University of Dar es salaam and later
university of Botswana where gained 25 year of experience
as lecturer and researcher.

Dr. Vilius Benetis is a senior consultant, focusing on cyber
security, IT infrastructure audit and optimization of IT
infrastructure architecture.
Dr. Benetis is a researcher, a promoter of Critical Security
Controls for Effective Cyber Defense with 20 years of
experience in the IT sector and 10 years of experience in IT
project management, IT audit and IT consultancy. Vilius has
graduated from Kaunas University of Technology, as well as
from Danish Technical University in BSc in Computer
Science, MSc and PhD in Teletraffic Engineering. He has
extensive experience in corporate environment (Motorola, CA
technologies, Dell), where he was supporting IT services and
managing project sales and implementation.
