4. Constitutional Provision
Article 139 (3) of the Constitution of Islamic
Republic of Pakistan provides:
“The provincial government shall also
make rules for the allocation and transaction
of its business.”

Rules of Business were notified on 11-3-2011
Consist of eight parts
Parts are divided into 50 Rules
Seven schedules are included in it
Earlier Rules of Business of 1974 were
repealed 5

Allocation of Business
Secretariat consists of several departments
(first Schedule)
Organization of Department
A department is headed by Minister, Secretary
and such officials as Govt. may notify

7. Functions of Chief Minister
Head of the Cabinet
Coordinates all policy matters
Performs constitutional functions
Informs the Governor of legislative proposals
Communicates to Governor regarding decisions of
Cabinet
May constitute and vary a department
May transfer any matter from one department to another
May call for any case from any department
Urgent / Exceptional Circumstance
May give direction without prior permission to the Cabinet 7
8. Functions of Minister
Responsible for conduct of policy and
business of his department
Submits cases to CM under these Rules
Conducts Assembly Business relating to his
department
Consults the CM in important political,
economic and administrative matters 8
9. Functions of Chief Secretary
Head of Secretariat
Secretary to the Cabinet
Chairman of Secretaries Committee
Responsible for all matters affecting public
tranquility
Coordinates and supervises the activities of all
departments
May call for any case from any department
All cases submitted to CM shall be routed back
through CS

10. Functions of Secretary
Official Head of his department
Responsible for efficient administration and discipline
and conduct of business of his department
Keeps his Minister informed of the business of his
department
Assists the Minister in formulation of policy of his
department
Executes the sanctioned policies
With the approval of Minister, submits proposal for
legislation to the cabinet
Keeps the CS informed of important cases disposed
of by him

12. Legislation
Official Bills and Amendments
The concerned department shall submit the
proposed legislation to L&PA Dpt for giving it a
legal shape
Non Official bills and Amendment
On receiving it from the Assembly Secretariat
the concerned department shall consult all
stakeholders get advise from Law Dpt
Ordinances
The L&PA Dpt shall promulgate an ordinance,
place it before the Assembly for its approval

Schedule
Punjab Business Rules 2011 consist of 7 Schedules
1st schedule covers list of departments including attached
departments, Autonomous Bodies & Companies
2nd schedule deals with distribution of work among the
departments
3rd schedule consist of 2 parts, Part-A deals with the cases
requiring orders of governor and the Part-B deals with
cases to be submitted to the Governor for information
4th schedule describes the cases relating to appointments
promotions, postings and transfers requiring approval of
C.M
5th schedule outlines, authorities competent to make
transfer to and from the secretariat
6th schedule narrates tenure of different posts
7th schedule consists of 2 parts, Part-A address cases
requiring approval of CM, whereas the Part-B is related to
cases to be submitted to the CM for information
