2. Take your package of Cuzco and Place it in the middle of the pot.

3. In one large pot sauté your roads, gold, Quipu, polytheism, food surplus, and tax system.

4. Season with the strong central government and leadership.

5. Let it simmer for one-hundred years.

6. Every 5 years or so add in one cup of conquered land.

7. At the end of the one-hundred years add the warriors.

8. Turn off heat and let stand for 20 years.
