3. Chapter-1
Introduction: Ministry of Justice [ Primary Court ]
ThePrimary Court is a government institution as part of the Ministry of Justice. The Primary Court of
the institutions on the sub-divided by geographical boundaries. This court was established in the year
1979 and consists of the Director of the Court and seven sections are as follows: -
• Department of Management.
• Department of Finance.
• Department of lawsuits.
• Department of the sessions.
• Department of Advertising.
• Department of Estates.
• Department of Archive.
Divided the courts in the Judiciary Act to three types are as follows ( Primary Court - the Court of
Appeal – supreme Court). The Primary Court of the courts of first instance where the dispute shall be
submitted to them for the first time which is either composed of one judge or three judges (circle three)
and determine the Rules of Procedure the terms of reference circuit of the single judge or three judges
had the power law judicial method of formation of these courts.
Concerned with the trial court to decide cases unions and civil litigation and commercial arbitration and
litigation requests for personal status and labor and tax claims.
Primary Court follows a system of central management and the goal of establishing such a court is to
spread justice among the people.

Organizational structure
According to Andrew (2006) "The organizational structure is about arrangement of people and task
to need organization goals and objective".
As statn by Daftr (2000) "The organizational structure is roquird to any busine became it retune to
cordination across department".
"Organizational structure is the manner in which an organization divides its labour into specific
tasks and achieves coordination among these tasks. It broadly refers to how the organization’s
individuals and groups are put together or organized to accomplish work". (Johns,Saks2004).
"Organisation structure is the arrangement of people tasks to accomplish organisation goals.The
structure specifies who reports to whom and who does what. An organisation structure is similar to
the framework of a building or the skeleton of the body." (DuBrin,2000).
"An organizational structure that is free flowing, has few rules and regulation, encourages employee
teamwork, and decentralizes decision making to employees doing the job" (Richard L. Daft
2000)."Organisation structure allocates authority and responsibility and thereby, enables people to
know who is responsible for what and to whom in the organisation."(Mahajan2010).
Types of Organizational Structures :-
There are four types can be considered for analysis – Line,Staff,Project and Matrix. It must be noted
that the iaea of types of organisation serves little useful purpose. Terminology in this area is very
confused functional.
Line organisation :-
"Line organisation represnts authority based on a hierarchy.line organisation is prevalent in the state
and most large organisation".(Erskine,1991)
Line/Staff organisation :-
"Line/Staff organisation reflects the need for the specialist staffmember to a resouree so that line
management can do their jobs. Staff members have status, expertise and professionalism and
contribut to teamwork in a management group".(Erskine,1991)

5. Project organisation :-
"Project organisation is based on formina multidisciplinary team to complet a defined task.
Members are selected on the basis of expertise rather than rank and report to a project manager.This
form of organisation is often used to bring about rapid change in an organisation ".(Erskine,1991)
Matrix organisation :-
"Matrix organisation is a development of project organisation and is a sophisticated structure in
which each member relates to at least two strands ofauthority".(Erskine,1991)
Chapter 3 – Objectives
To study the organization structure of the court department of different sections.
To understand the skills and responsibility of different sections in the court.
To explorer the skills needed to perform these positions functions.

6. Chapter 4 - Findings
Through the organizational structure of the institution ( Primary Court ) it is clear that the structures
on the sub-divided by geographical boundaries. As we can see through the structure in question the
principle of decision-making related to power. Since this structure consists of a director ( Primary
Court ) and the seven sections as follows:
Department of Management.
Department of Finance.
Department lawsuits.
Section meetings.
The advertising section.
Department of Estates.
Department of Archive.
The role and work being done by the Director in the (lower Court) is as follows:
Managing Director is responsible for all the existing partitions in court. The work performed by the
Director is the (overall supervision of the court to provide the Ministry of Justice data and files per
month - to enable professionals in the ministry to check out the work of the Court - Supervision of
Dari to the security of the Court )
Where the Director considers the essential reference to the sections in the Court and the staff and
solve problems that fall from the reality of work and overcome the obstacles and difficulties for the
completion of all work accurately and proficiently, as well as overseeing the follow-up, training and
rehabilitation staff and by lifting a statement to the Ministry of Justice 'need every staff member of
such courses.
The role and the work performed by employees in departments in the (lower court) is as follows: -
First: - Department of Administrative Affairs:-
Head of department(Rashed Al Nuaimi). The work being done in this section ( Print all
correspondence Court - keeping tools and hardware and equipment, disbursement and maintenance
- Conduct an annual inventory and prepare on Kurds on furniture hardware Court).
Second: - Department of Finance: -
Headof Financial Department (Khaled Al Badi). And the work being done in this section (keeping
all the records and papers of Finance Court - meet the revenue court example [Fees - Fines -
guarantees secretariats] - Save secretariats of cash in the calculation of the Court - disbursement of
the amounts ordered by theCourt).

7. Third Department of proceedings: -
Head of lawsuits department(Abdullah AL. Ohshe) .The work being done in this section (to receive
the case sheets of various kinds and Kirha records - proof of what comes in cases of decisions and
judgments - judgments and decisions delivered Aledaúah).
Fourth Department of the meetings: -
Department Head of lawsuits sessions (Mohammad Al Nuaimi).The work being done in this
section (Preparation of a schedule for daily claims - Edit records of the meetings, "the statements of
parties the case" - the follow-up of experts on the case).
Fifth: The advertising section: -
Department Head of advertising(Faleh Al menai). The work being done in this section (delivery of
summons and wanted ads for Bamahmkh - Connect all the correspondence of the Tribunal).
VI: Department of Estates: -
Department Head of Estates(Jomaa Al Nuaimi). The work being done in this section (limited to the
heirs of the deceased "Media legitimate" - limited to the deceased's estate - Follow-up Affairs
orphans palace - permits marriage palace - Investment of funds of orphans ).
Seventh: Department of Archive: -
Head of Archive department(Nasser AL.Msmari). The work being done in this section (receiving
files lawsuit the court and saved as numbers and types and dates recorded each year alone - re-file the
claim and the police filed criminal cases to public prosecutors ).
Through the organizational structure of the institution (court of first instance) has its administrative
regulations of the Ministry of Justice. Since this institution is very under the Ministry of Justice and
follows a system of central management. The objective of the establishment of this institution is to
spread justice among the people.

seven employees working for the sevendepartments which is primary court as branch, so the

11. Chapter 5 - Conclusions
This project is based on the interview with court director showing that the court is very important
sector to control and achieve the justice among people.This organization follows a central system in
the management.As observation there is some shortage in number of the employees in
mostdepartmentand that causes delay completing task assigned on time,as recommendation to
increase number of employee in each section. Lack in employee skills in some section as suggestions
to build new section was found need to focuseson employee's skills and training courses are required.
Focus should be put on skills and training courses for employees.
