This document provides information about match requirements for HUD homeless program funding. It defines match as actual cash or in-kind resources contributed to the grant. HUD requires applicants to provide match equal to 25% of the total grant amount minus leasing costs, to address needs of households experiencing homelessness. Acceptable match contributions include funds from other sources, the value of property/equipment/services, and must be for eligible costs like supportive services, operating costs, rental assistance, and used within the contract year. Projects must keep detailed records of all match provided.

provide only a portion of the resources needed to successfully address the needs of
homeless families and individuals. HUD requires applicants to use supplemental resources,
including state and local appropriated funds, to address needs of households experiencing
homelessness.
