Sabah once a rich, progressive, peaceful, self-governing
(autonomous) nation within the Federation of Malaysia is
today a messed up country with numerous negative titles –
a subservient 12th State/colony of Malaya, BN’s fixed
deposit, the poorest State in Malaysia, haven for illegal
immigrants, etc, etc.
This mess began with Mahathir’s premiership which was
highlighted by UMNO’s entry into Sabah in1990/91.
Earlier, the Berjaya Government was already credited for
bending and accommodating the wishes of Kuala Lumpur
(KL). Led by Harris Salleh, the then Berjaya Government
encouraged KL to get its way into Sabah and eroded the
vital parts of our heritage – the oil surrender agreement
was signed by Harris, immigration control was loosened,
the education and health ministries were abolished, JPJ
was federalized, the status of Sabah as a “Negara” in the
State Constitution was changed to “Negeri” and Project IC
was envisaged as a long term plan to take-over the State
Government from PBS by changing the demography of
Sabah.
Today, twenty-one years after the rule of UMNO, the fruits
of their labour are clear for all of us to see –loss of Sabah’s
autonomy, loss of our oil resources and State revenues, a
subservient divided and ruled Sabah flooded with illegal
immigrants who can vote in elections and a very insecure
local population reeling from a military invasion by the
“Sultan of Sulu” group many of whom were found to be
UMNO members holding Malaysian ICs!

Sabahans cannot just standby, watch and let things
happen! We can no longer tolerate this mess which will
destroy our nation and our future! We, Sabahans, must
do something. We must wake up and act! Participate!
Berjuang! We have to save this nation! We have to save
Sabah, our home, our future! We can no longer rely on
others to solve our problems. We have to shoulder this
responsibility ourselves!
Kalau bukan kita, SIAPA LAGI? Kalau bukan sekarang,
BILA LAGI! INI KALI LAH!
This election will see three groups competing.
How should the people/Sabahans vote?
While it is always better to work together, we, Sabahans,
must realize that we can no longer depend, rely or trust
others to solve problems for us. This is because others
may have no interest in solving our problems. Their
WHO CAN BEST ADDRESS THESE PROBLEMS?

agenda is not our agenda, our priority may not be their
priority.
UMNO / BN
UMNO/ BN’s interest is to serve their party’s interest.
Their agenda is to retain political power so that they
(UMNO/BN) can continue to colonize Sabah, collect our
revenues, exploit our oil resources and keep Sabahans
under their control for Malaya’s/UMNO’s benefits. They
created our problems to keep us dependent on them. Do
you want this to continue…NO! So kick UMNO/BN out!
PKR / PR
PKR/PR’s first priority is to get to Putrajaya and replace
UMNO/BN. It may have some good intentions but at the
end of the day its priority is to promote and protect its
political interest.
PKR/PR’s political interest is to take-over Sabah from
Umno and continue Malaya’s dominance and agenda of
ensuring Sabah remains under Malaya’s control so that
PKR/PR can control and continue to exploit Sabah’s
revenues, oil resources etc.
In order to do this, Sabah will have to remain the 12th
subservient State of Malaya (note: Buku Jingga proposes
to restore the autonomy of Sabah in accordance with the
Federal Constitution – meaning status quo as 1 of 13
states).
Oil rights will remain under their control and ownership.
Surely, Sabah will continue to be Malaya’s colony unless
we, Sabahans, do something to free ourselves from their
control.

Therefore, we have to ensure that STAR/UBA wins and
forms the State Government in order to address all of the
above problems and challenges.
Sabah is our home, we must take it
back from UMNO/BN but ensure we do not
lose it to PR
It is in our interest to solve our own
problems because they affect us
We do not want one Penjajah to be
replaced by another Penjajah while Sabah
continue to suffer
We must take responsibility of our own
home, our own State.
STAR / UBA can do this because Sabah and Sarawak are
now in the best position to leverage themselves as “Kuasa
Penentu / Kingmakers”.
Like in the 2008 general election, Peninsula will be divided
between Umno/BN and PKR/PR. This PRU-13 will most
likely yielda very similar outcome in the Peninsula.
Therefore, Sabah/Sarawak will most likely decide who will
win in the battle for Putrajaya - That is why STAR/UBA’s
role is crucial in this coming election.
STAR/UBA must capitalize and leverage on this golden
opportunity. There is no better time than NOW in this
election !
STAR / UBA offers a very good Reform Agenda for the
people of Sabah.

STAR/UBA, therefore, proposes the following Manifesto to
bring Sabah out of the current quagmire and move
forward into a new level of advancement and
empowerment.
1. POLITICAL AND CONSTITUTIONAL
REFORMS (Borneo Agenda 1)
We want our rights back as a Nation within a
Federation. The Malaysia Agreement 1963, the 20-
Points and the IGC recommendations must be
implemented and complied with, by insisting on the

re-activation of the Inter-Governmental Committee
(IGC) as a compliance mechanism. (Janji Mesti Di
Tepati). We want a New Constitution for Malaysia as
recommended by the Cobbold Commission.
STAR is prepared to go to court (and ICJ) or the
United Nations if this is not complied with.
1.1 Administrative and Institutional
Reforms
To restore Sabah’s status as a Nation within a
Federated Nation, Sabah will be upgraded and
regionalized into internal States based on the old
Residency boundaries :-

1.2 Creation of Internal States/
Pengwilayahan
These internal States or Provinces will be equal to
the States in Peninsula Malaysia. Sabah is NOT
equal to Perlis, Sabah is equal to Malaya. Keningau
district alone is bigger than Pulau Pinang, Malacca
and Perlis combined!
The mechanism for managing these internal States
is being worked out but organizationally presented
in Figure 3.
The benefits of such reforms will be tremendous -
politically, commercially, socially and psychologically.
There will be more jobs, more and speedier
development, more funds/allocations and more
business opportunities. Most important, more State
security.

1.3 Creation of New Portfolio -
Ministry of Homeland Security
(Agenda Borneo 6)
In view of what happened recently in Lahad Datu with
regards to our security as well as the BN Government’s
failure to manage immigration and the unwarranted
increase in citizenship, STAR proposes to create a
HOMELAND SECURITY MINISTRY.
The Sabah Homeland Security Ministry shall be responsible
for the following policies and functions:-
State Security
State Immigration
Foreign Labour
Sabah’s Interest in National
Registration/Citizenship
State Police; Border Scouts and
the Police Field Force
Sabah IC
We can no longer depend wholly on the Federal Government
/Malaya to run national security because they are
motivated by Agenda Malaya as proven by “Project IC” and
the over-presence of illegal immigrants (PTI).
1.4 Sabah Identification Card
An effective way of resolving and cleaning up the
dubious IC and protect Sabah citizens is to issue a
Sabah IC to genuine Sabah citizens.
A Sabah IC will identify and differentiate Sabahans
from other Malaysians. This is important because
State immigration is the responsibility of the Sabah
Government. A Federal citizen does not mean that

such a person is a Sabah citizen and cannot stay in
Sabah beyond 3 months without a work permit. The
Sabah immigration can also deny the entry of other
Malaysians who are not Sabah citizens. Hence, the
importance of a Sabah IC. STAR also supports the re-
issuance of NEW MYKad which recognizes the three
regional components of Malaysia:
 ‘A’ for Malaya
 ‘H’ for Sabah
 ‘K’ for Sarawak
The institution of the Native Court will be invoked to
play an important role in the issuance of the Sabah IC.
1.5 RCI on “Project IC” must be
completed
STAR supports the establishment of the Royal
Commission of Inquiry (RCI) on the unusual increase
in Sabah’s population in connection with the so called
“Project IC/Mahathir” that has padded up the Electoral
Rolls but will not be satisfied until the job is completed
to the satisfaction of Sabahans.
STAR will ensure that those found guilty and
responsible will be punished according to the laws of
Malaysia.
1.6 Reinstate Sabah Ministries of
Education and Health
STAR/UBA is also considering into the possibility of
reviving the Education and Health Ministries to ensure
better health and education facilities and services for
the people of Sabah.

2. ECONOMIC REFORMS AND 1-COUNTRY
2-SYSTEMS (1C2S) (Borneo Agenda 4)
Sabah needs to
develop its rich
economic potentials
which has, so far,
remained untapped.
The BN Government
has failed to
transform Sabah’s
rich natural recources
into tangible benefits
in terms of greater
income for the State
and employment for
its people. STAR,
therefore, proposes to
bring about economic
reforms through the following:-
2.1 1-Country 2-Systems (1C2S)
We want Sabah to be exempted from the Cabotage
Policy as it chokes Sabah’s economy by increasing
costs of Foreign Direct Investments (FDIs) and
consumer goods as well as turns Sabah’s geographical
advantage into a trade disadvantage.
To ensure Malaysia benefits from Sabah’s strategic
location in relation to the Markets (ASEAN, China,
Japan, the Americas, Australia, etc.), STAR proposes
the concept of the 1-Country 2-Systems (1C2S) which

means giving Sabah and Sarawak greater freedom or
special autonomy on international trade and shipping
because of our strategic geographical position which
would otherwise become a geographical disadvantage if
lumped together with the Peninsula.
Such an autonomy would be consistent with
Sabah/Sarawak’s political autonomy and rights as
stipulated in the 20-Points, the IGC Report and the
Malaysia Agreement. This 1C2S would necessarily
means that not all policies applied in the Peninsula are
applicable to the Borneo States or vice versa.
2.2 Industrialization of Sabah
Despite Sabah’s rich natural resources – oil and gas;
palm oil, rubber, forest, marine and other agriculture
resources, Sabah’s economy has remained at the
primary level. STAR, therefore, proposes to
industrialize Sabah’s economy by giving priority on the
following :-
(a)providing appropriate incentives to install and
establish processing factories into end-products of :-
 oil palm
 rubber
 fruits
 main resource / food
 wood, etc.
(b) encouraging the development of SMI, through
appropriate incentives (loans, infrastructures, tax
incentives etc.)
(c) Providing incentives and the environment to develop
Bio-Technology and high-end Bio-tech products.

2.3 Human Capital Development
(a) Upgrading the Timbang Mengaris Agriculture
Institute into a full fledged Agro–Forestry
University.
(b) By establishing more vocational and technical
schools to produce more high-tech and IT-savvy
technicians.
(c) By establishing Rural Economic Development
Institute (REDI) to train the rural population to
be employable and productive.
2.4 Rural Economic Development
(Borneo Agenda 5)
Since UMNO/BN cheated PBS out of power in 1994,
Sabah has become the poorest State in Malaysia
(World Bank Report 2010). 40% of Malaysia’s poor are
in Sabah and Labuan. These are Sabah’s dependent
population who have become political hostages to the
BN Government. Despite millions of ringgit spent on
various programs there is little impact on the poor.
STAR proposes to solve these problems by addressing
the fundamental causes of poverty and through the
introduction of Enabling Mechanisms. STAR will also
review the current development policies and programs
and introduce the following :-
(a) Rural Micro-Business System (RMBS)
STAR will establish a Rural Micro-Business
System (RMBS) as an Enabling Mechanism that
will bring the economy to the people and

transform the rural economy into a productive,
vibrant, connected and income generating
integral part of Sabah’s economy. All the
individual dots of the rural economy will be
connected into an organized system.
(b) Native Land Foundation (NLF)
A Foundation that will protect Native Rights and
extend credit facilities to Native Titles Holders to
develop their land commercially.
(c) Upgrade rural roads and transportation
systems
(d) Establish storage facilities, manufacturing
and marketing systems under the RMBS
(e) Improve Internet Access by extending free
WiFi to rural areas
2.5 Infrastructure Development
(a) Upgrade roads linking districts, towns and
villages;
(b) Build a Railway System from Tenom to Keningau
to Sook/ Nabawan/ Tawau/ Semporna/ Lahad
Datu/ Sandakan/ Beluran/ Kudat/ Kota Belud
/Kota Kinabalu. Such a Railway System will
facilitate development through the main mass
movement of goods and people;
(c) An inland port to be established in
Keningau/Tenom.
2.6 Monorail
To facilitate economic development/urbanisation and
ease traffic congestion, STAR propose to build a
monorail linking Kota Kinabalu city to major centres

(eg: to 1 Borneo / UMS/ KKIP/ Karambunai/ Nexus,
Shangrila Dalit/Likas Hospital/Donggongon/ Putatan/
Museum /Queen Elizabeth Hospital/ Airports etc.)
All the above will create economic vibrancy, generate
new employment and business opportunities and
eradicate poverty etc.
2.7 Social Reforms
Sabahans have been subjected to a divide and rule
regime for a very long time. We have also been
categorized as ‘lain-lain’ in many national application
forms.

Henceforth, we shall identify ourselves as “Sabahans”
as a generic racial identity/national identity equivalent
to ‘Malay, Chinese and Indian….’
This is to forge unity among ourselves in Sabah when
dealing with others outside of Sabah.
Sabahans, in turn, shall be categorized as natives or
non-natives to protect the indigenous rights of the
natives. All races will be treated equally. So
Sabahans shall be called “Bangsa Sabah” or Sabahans”
but free to maintain their ancestry or ‘keturunan’.
2.8 Social Benefits
In order to assist the less fortunate members of society
and families, STAR will implement the following social
benefits:-
RM1,000 grant for new births of genuine
Sabahans
Free pre-school/primary education/
secondary school
Increased Grants for Chinese, mission
schools and non-national type schools
RM1,000 educational (one-off) grant/
assistance for University/college students
Free medical services for rural communities
Assistance for senior citizens aged 65 and
above and widows of RM500 per month
Unemployed housewives allowance of
RM300 per month
OKU RM300.00 per month
Single mother allowance RM300 per month
Housing for the poor
Rural hostels for school children

Increased grants for NGOs, cultural
organizations and religious bodies with
periodical review
The above social benefits will be financed from
improved oil and State revenues (as per 4 below).
2.8 Floor Price and Buffer Stock for
Rubber
In view of the large fluctuations of the rubber prices in
Sabah, STAR proposes to assist smallholders by
guaranteeing a floor price of cup lump RM4/kilo and
rubber sheets RM5/kilo.
2.9 Amanah Ladang Rakyat Sabah
(ALRS)
A new benefit scheme will be introduced to replace
Amanah Rakyat Sabah (ARS) by converting 200,000
acres of Yayasan Sabah (YS) land into oil palm and
rubber plantations to be managed by YS/ICSB. The
benefits of which will be re-distributed back to every
genuine adult Sabahans in the form of annual cash
payments.
LAND REFORMS, NCR AND NATIVE
RIGHTS (Agenda Borneo 6)
STAR/UBA is aware of the problems affecting Native
Rights, Land Alienation and Administration in
Sabah. STAR, therefore, proposes the following:-

3.1 Policy (a) NCR foremost and Sabah Land for
Sabahans first
(b) 30% Land Policy for Native Land
Foundation
(c) N.T. conditions to be relaxed and
free from restriction for land use
3.2 Land Tribunal to be established to resolve
land disputes and overlapping claims
3.3 Native Land Foundation to be established to
protect Native Lands Rights and develop and
commercialize unproductive native lands.
Also, to assist N.T. holders to develop their
land.
3.4 Sabah Land and NCR Commission
Will also be established to ensure all land
policies, laws and procedures are complied
with.

3.5 Reorganization and Regionalization of Land
Administration.
The Land and Surveys Department will be
reorganized and decision-making will be
regionalized according to the new internal State
Boundaries. Native Community Leaders,
including Native Chiefs or Ketua Kampong will
have some roles to play in land applications.
3.6 Each regional office will be headed by a
Director. Wherever necessary the relevant land
ordinance will be reviewed, updated and
amended.
3.7 Communal titles will be reviewed and if
necessary stopped or replaced.
3.8 Land will only be leased to federal government
and agencies with ownership retained by Sabah.
OIL AND STATE REVENUES
(Agenda Borneo 7)
In 2011 and 2012, Sabah “lost” about RM79 billion in
oil and state revenues to Petronas and the Federal
government and only received RM941.25 million for oil
in 2012):-

The State revenues did not include other revenues
collected from Sabah like road tax, immigration,
foreign labour levies and by other federal departments.

STAR will seek a fairer and more equitable distribution
of the oil and state revenues.
Firstly, Sabah’s oil and gas resources belong to all
Sabahans. It is legally not right and is morally wrong
for the late Tun Abdul Razak to sign away Sabah’s oil
and gas resources to Petronas on 27.03.1975 and for
Datuk Harris Salleh to sign and accept 5% cash
payment from Petronas for Sabah’s oil and gas
resources and at the same time to waive entitlement to
oil royalties.
STAR’s Masterplan on Sabah’s oil and gas involves 3
strategies:-
seek the best terms for Sabah’s oil resources
including the restoration of Sabah’s oil and gas
ownership rights
overall development of an oil and gas industry
in Sabah and the utilization of the oil and gas
resources for Sabah and Sabahans first
preservation and investment of the oil revenue
for the well-being of Sabahans and for the
future generations.
The Master plan will also see the establishment of:-
SABAH PETROLEUM ADVISORY COUNCIL
which will assist to formulate a NEW SABAH OIL
AND GAS POLICY and to advise on and oversee
the planning and policies for Sabah’s oil and
gas resources including licensing of the oil and
gas industry in Sabah to be under State control
and not Federal control;

PETROSABAH CORPORATION which will
spearhead the development of the oil and gas
industry in Sabah, where possible, Sabah’s oil
and gas resources will be used for its oil and
gas industry and related industries as well as
for other local industries with priority utilization
in Sabah;
PETROSABAH WEALTH FUND which will be
entrusted to invest Sabah’s oil and gas
revenues for the future generations and NOT
wholly used in the annual State Budget as
currently practised by the Government.
Secondly, under Point 11 of the 20-Points, “Sabah
shall have control of its own finance, development funds
and tariffs”. The current situation of the Federal
government taking 100% is no longer acceptable. The
time has come for Sabah to be given an equitable
portion of the State revenues collected by the Federal
government and STAR will seek to have this
implemented.
In this regard, Sabah must receive at least 40% of the
Net Revenue collected by the Federal Government from
Sabah as per Tenth Schedule, Part IV, Section 2(1) of
the Federal Constitution.
4.1 Develop Marine Resources and Potentials
Sabah has yet to fully develop its Marine
Resources and Potentials. STAR proposes to
develop / expand its fishing industry including:-
(a) Large scale Sea Weed farming
(b) Fish production and industry
(c) Prawn farming

(d) Shipping and Boat industry
(e) Water sports and leisure
4.2 Development of downstream Agro-based
Industries
Sabah has oil palm, cocoa and fruits but has yet
to produce end products and consumer products
from these raw materials. STAR will ensure that
enabling mechanisms are emplaced to make them
possible.
The development of these industries through the
establishment of new factories will generate more
employment opportunities for our growing
population.
4.3 Cultural and Adventure Tourism
Tourism and agriculture are the mainstay of the
Sabah economy in addition to oil. STAR proposes
to enhance the development of these industries
especially tourism by :-
(a) introducing new Tourism incentives;
(b) improving roads and other infrastructures and
services;
(c) introducing more tourism products, a Cultural
Tourism and a North Borneo Cultural Village;
(d) Encouraging the development of Adventure
Tourism;
(e) Introducing Borneo SAFARI and Borneo
Cultural troupes and Borneo Indigenous
Sports;

(f) STAR Government will ensure that Sabah
Tourism Body can stand by itself to license
and promote Sabah Tourism.
YOUTH AND GENERATION-Y
Youths are a key part of the future of Sabah. STAR
encourages the active participation of youths in all
aspects of development. STAR, therefore, proposes to
put in place the following for the Generation-Y.
5.1 An accessible educational fund to all youths in
the form of scholarships and loans, medical and
insurance;
5.2 A minimum of 5 acres agricultural land scheme
to Sabahan youth upon attaining the age of 21;
5.3 Participation of young graduates in a new
program called Rural Micro-Business System
(RMBS) to eradicate poverty by creating income
and improved income earning capacity of the
rural population;
5.4 By upgrading existing training institutions to
full-fledged universities or Institutes. Example:
Timbang Mengaris Agriculture Institute, etc.;
5.5 By creating more Vocational and Technical
Colleges;
5.6 By creating a world class Gen-Y Leadership
Institute for the transformation of youths;
5.7 Rewarding young people for Creativity, Ingenuity
and Scientific discoveries;
5.8 Re-introducing the concept of “People
Development” to promote self-reliance and
employment;

5.9 By introducing an ongoing Youth Forum as a
platform for Gen-Y to engage with the Leaders of
Government;
5.10 By introducing a Centre called “Young Traders
Market” (YTM) where youths can congregate,
participate and do business and earn money in
their spare time or if they are unemployed or on
vacation. (This concept will be explained later).
WOMEN EMPOWERMENT
Women in Sabah comprise about 50% of the general
population and yet play a disproportionate role in
leadership, management and professional and a
demonstrative role in our society. STAR wishes to
correct this imbalance by proposing the following :-
6.1 Increase the participation of women at all levels
of employment from 3% to 30% (public sector,
private sector, legal, administrative, decision
making, legislative, policy making, etc.).
BORNEONIZATION AND FEDERAL
ROLE FOR SABAH/SARAWAK
(Agenda Borneo 2)
Under Point 8 of the 20-Points, “Borneonization of the
public services should proceed as quickly as possible”.
The fear expressed by the late Tun Fuad Stephens
when he said:-
“We are joining Malaysia as individual states, and
want the Borneo territories to get together, so that

when we talk with Malaya, it will be as equal
partners and not as vassals…, and if we join Malaya
now, the people who will come and take most of the
top jobs will be Malayan… the new expatriates.”
is coming back to haunt us as the Federal government
is putting Malayans to head more than 85% of federal
departments and agencies in Sabah as well as most of
the senior positions, leaving Sabahans in low ranking
jobs.
STAR will undertake:-
To implement the Borneonisation process;
Prioritization of Sabahans with 70% natives in
the Sabah public service;
Equitable representation of Sabahans in the
federal government especially ministerial and
an increase of senatorial appointments;
Equitable roles and emplacement of Sabahans
in diplomatic and foreign administration service;
Equitable representation of Sabahans in federal
agencies and government-linked corporations.
In addition, STAR will seek the restoration of 35% of
Parliamentary seats to be given back to Sabah and

FAIR AND BALANCED DEVELOPMENT
(Agenda Borneo 5)
At present most development funds are channeled to
Peninsula rather than Sabah and Sarawak where more
development are needed in the ratio of 9:1. STAR will
ensure a more balance development focus by

increasing development funds for Sabah out of our
increasing revenues and oil resources.
(a) Building more roads and upgrading;
infrastructure and facilities and amenities;
(b) Building railway links /MRT from West coast to
Keningau, Tawau, Sandakan etc.;
(c) Water supply through Micro and Mini-hydro
Projects, etc.;
(d) Building monorails linking the west coast urban
and suburban (eg: KK/Penampang/Putatan/
UMS/Airport, etc).
(e) Inland port in Keningau/Tenom.
This GE-13 will be a referendum;
whether Sabahans want to continue to be
ruled and “colonized” by Umno/Malaya;
whether they want to be free and autonomous;
whether Sabahans want others to decide for
them or they want to make their own decisions.
Sabahans have made many mistakes over the last 50
years. It is time we realize, learn and correct these
mistakes. It is time to get back what we have lost.
No one will do it for us. We have to do it ourselves!

(9) Adopt good sustainable agricultural and
environmental practices
(10) Introduce Sabah Flying Ambulance (FAS) service to
bring health and dental services to the remote rural
and island communities of Sabah
(11) To encourage the further development of the down-
stream processing of Sabah’s oil and gas to create
value added products and badly needed jobs for the
people of Sabah
(12) To re-invigorate the development of forest plantations
to supply wood to the local furniture industries and
for the export market
(13) To encourage the added-value down-stream
processing of our oil palm products and to create jobs
for the people of Sabah
(14) To improve all communication infrastructure
connecting all the major towns of Sabah – roads,
bridges, ferry services and railroad
(15) To ensure the implementation of the Borneonisation
policy in all Federal Departments and Agencies in
Sabah, where all posts are to be filled by qualified
Sabahans
(16) To give financial aids to poor single mothers and
Sabahans (elderly, OKU, non-working housewives)
(17) Culture and Religious integration
(18) More government assistances/policies shall be
established to cope with burdens of the people and
open opportunities

UNDERSTANDING
MALAYA AGENDA vs BORNEO AGENDA
The Agenda Malaya is to take full charge over Sabah
and to seize control of her revenue, oil and wealth
whereas Agenda Borneo is to safeguard the rights,
autonomy, interests and wealth of Sabah/Sarawak.
Malaya Agenda conflicts with Agenda Borneo. Only the
Borneo Agenda can prioritize the interests of Sabah
and Sarawak. If we, Sabahans, do not prioritize the
interests of Sabah, we cannot rely on outsiders or local
proxies and stooges of outsiders who follow the
instructions of the outsiders to safeguard the interests
of Sabah.

Petronas/Malaya
Genuine Sabahans shall become ‘transients’
in their own lands
The majority Sabahans shall become poorer
and poorer
Sabah shall remain ‘Fixed Deposit’ of BN
Sabah will continue to be colonized by Malaya
Bottom line, Malaya Agenda may become permanent if
the people remain ignorant, timid and weak.
It is very clear that Sabahans must reclaim their rights.
PRU-13 is probably the last chance for Sabahans. It is
in our hands as Sabahans and we need to unite to get
rid of the Umno/BN government in Putrajaya and in
Sabah. We do not have any other option if we wish to
build a new Sabah for our children and their children.

Let’s stop the downward spiral of Sabah, prevent
further damage to our beloved Sabah and prevent our
beloved Sabah from being taken away from us genuine
Sabahans by the evil political forces from across the
South China Sea. We need to do what is right and not
stand idle anymore and we owe it to the future of our
children and their children lest we wish to be blamed
in the future for failing to stand up and reclaim our
and their rights.
A vote for Barisan Nasional, a vote for any Barisan
Nasional components will mean a vote for Umno and
Malayan backdoor colonialism over Sabah and the
continuation of the rape and pillage of Sabah’s oil and
gas and wealth and other rich resources.
No matter how painful it is to NOT VOTE for Barisan
Nasional and its local components, even if it means not
supporting your siblings and your cousins or relatives,
we need to for the sake of Sabah and our children and
their children.

  • 2. 2 Sabah once a rich, progressive, peaceful, self-governing (autonomous) nation within the Federation of Malaysia is today a messed up country with numerous negative titles – a subservient 12th State/colony of Malaya, BN’s fixed deposit, the poorest State in Malaysia, haven for illegal immigrants, etc, etc. This mess began with Mahathir’s premiership which was highlighted by UMNO’s entry into Sabah in1990/91. Earlier, the Berjaya Government was already credited for bending and accommodating the wishes of Kuala Lumpur (KL). Led by Harris Salleh, the then Berjaya Government encouraged KL to get its way into Sabah and eroded the vital parts of our heritage – the oil surrender agreement was signed by Harris, immigration control was loosened, the education and health ministries were abolished, JPJ was federalized, the status of Sabah as a “Negara” in the State Constitution was changed to “Negeri” and Project IC was envisaged as a long term plan to take-over the State Government from PBS by changing the demography of Sabah. Today, twenty-one years after the rule of UMNO, the fruits of their labour are clear for all of us to see –loss of Sabah’s autonomy, loss of our oil resources and State revenues, a subservient divided and ruled Sabah flooded with illegal immigrants who can vote in elections and a very insecure local population reeling from a military invasion by the “Sultan of Sulu” group many of whom were found to be UMNO members holding Malaysian ICs!
  • 3. 3 Sabahans cannot just standby, watch and let things happen! We can no longer tolerate this mess which will destroy our nation and our future! We, Sabahans, must do something. We must wake up and act! Participate! Berjuang! We have to save this nation! We have to save Sabah, our home, our future! We can no longer rely on others to solve our problems. We have to shoulder this responsibility ourselves! Kalau bukan kita, SIAPA LAGI? Kalau bukan sekarang, BILA LAGI! INI KALI LAH! This election will see three groups competing. How should the people/Sabahans vote? While it is always better to work together, we, Sabahans, must realize that we can no longer depend, rely or trust others to solve problems for us. This is because others may have no interest in solving our problems. Their WHO CAN BEST ADDRESS THESE PROBLEMS?
  • 4. 4 agenda is not our agenda, our priority may not be their priority. UMNO / BN UMNO/ BN’s interest is to serve their party’s interest. Their agenda is to retain political power so that they (UMNO/BN) can continue to colonize Sabah, collect our revenues, exploit our oil resources and keep Sabahans under their control for Malaya’s/UMNO’s benefits. They created our problems to keep us dependent on them. Do you want this to continue…NO! So kick UMNO/BN out! PKR / PR PKR/PR’s first priority is to get to Putrajaya and replace UMNO/BN. It may have some good intentions but at the end of the day its priority is to promote and protect its political interest. PKR/PR’s political interest is to take-over Sabah from Umno and continue Malaya’s dominance and agenda of ensuring Sabah remains under Malaya’s control so that PKR/PR can control and continue to exploit Sabah’s revenues, oil resources etc. In order to do this, Sabah will have to remain the 12th subservient State of Malaya (note: Buku Jingga proposes to restore the autonomy of Sabah in accordance with the Federal Constitution – meaning status quo as 1 of 13 states). Oil rights will remain under their control and ownership. Surely, Sabah will continue to be Malaya’s colony unless we, Sabahans, do something to free ourselves from their control.
  • 5. 5 Therefore, we have to ensure that STAR/UBA wins and forms the State Government in order to address all of the above problems and challenges. Sabah is our home, we must take it back from UMNO/BN but ensure we do not lose it to PR It is in our interest to solve our own problems because they affect us We do not want one Penjajah to be replaced by another Penjajah while Sabah continue to suffer We must take responsibility of our own home, our own State. STAR / UBA can do this because Sabah and Sarawak are now in the best position to leverage themselves as “Kuasa Penentu / Kingmakers”. Like in the 2008 general election, Peninsula will be divided between Umno/BN and PKR/PR. This PRU-13 will most likely yielda very similar outcome in the Peninsula. Therefore, Sabah/Sarawak will most likely decide who will win in the battle for Putrajaya - That is why STAR/UBA’s role is crucial in this coming election. STAR/UBA must capitalize and leverage on this golden opportunity. There is no better time than NOW in this election ! STAR / UBA offers a very good Reform Agenda for the people of Sabah.
  • 6. 6 STAR/UBA, therefore, proposes the following Manifesto to bring Sabah out of the current quagmire and move forward into a new level of advancement and empowerment. 1. POLITICAL AND CONSTITUTIONAL REFORMS (Borneo Agenda 1) We want our rights back as a Nation within a Federation. The Malaysia Agreement 1963, the 20- Points and the IGC recommendations must be implemented and complied with, by insisting on the PUTERAJAYA BORNEO AGENDA SABAH SARAWAK 56 Seats PR 80 Seats BN 86 Seats AGENDA BORNEO AND STAR REFORMS BASIS FOR SOLUTIONS Figure 1 : Sabah / Sarawak as “Kingmakers”
  • 7. 7 re-activation of the Inter-Governmental Committee (IGC) as a compliance mechanism. (Janji Mesti Di Tepati). We want a New Constitution for Malaysia as recommended by the Cobbold Commission. STAR is prepared to go to court (and ICJ) or the United Nations if this is not complied with. 1.1 Administrative and Institutional Reforms To restore Sabah’s status as a Nation within a Federated Nation, Sabah will be upgraded and regionalized into internal States based on the old Residency boundaries :- Figure 2: Map of Sabah and New Internal States 1.Pantai Barat (KINABALU) 2.Kudat (MARUDU) 3.Sandakan (KINABATANGAN) 4.Tawau (SEGAMA) 5.Keningau (TRUSMADI) 6.Labuan (LABUAN)
  • 8. 8 1.2 Creation of Internal States/ Pengwilayahan These internal States or Provinces will be equal to the States in Peninsula Malaysia. Sabah is NOT equal to Perlis, Sabah is equal to Malaya. Keningau district alone is bigger than Pulau Pinang, Malacca and Perlis combined! The mechanism for managing these internal States is being worked out but organizationally presented in Figure 3. The benefits of such reforms will be tremendous - politically, commercially, socially and psychologically. There will be more jobs, more and speedier development, more funds/allocations and more business opportunities. Most important, more State security.   • 9. 9 1.3 Creation of New Portfolio - Ministry of Homeland Security (Agenda Borneo 6) In view of what happened recently in Lahad Datu with regards to our security as well as the BN Government’s failure to manage immigration and the unwarranted increase in citizenship, STAR proposes to create a HOMELAND SECURITY MINISTRY. The Sabah Homeland Security Ministry shall be responsible for the following policies and functions:- State Security State Immigration Foreign Labour Sabah’s Interest in National Registration/Citizenship State Police; Border Scouts and the Police Field Force Sabah IC We can no longer depend wholly on the Federal Government /Malaya to run national security because they are motivated by Agenda Malaya as proven by “Project IC” and the over-presence of illegal immigrants (PTI). 1.4 Sabah Identification Card An effective way of resolving and cleaning up the dubious IC and protect Sabah citizens is to issue a Sabah IC to genuine Sabah citizens. A Sabah IC will identify and differentiate Sabahans from other Malaysians. This is important because State immigration is the responsibility of the Sabah Government. A Federal citizen does not mean that
  • 10. 10 such a person is a Sabah citizen and cannot stay in Sabah beyond 3 months without a work permit. The Sabah immigration can also deny the entry of other Malaysians who are not Sabah citizens. Hence, the importance of a Sabah IC. STAR also supports the re- issuance of NEW MYKad which recognizes the three regional components of Malaysia:  ‘A’ for Malaya  ‘H’ for Sabah  ‘K’ for Sarawak The institution of the Native Court will be invoked to play an important role in the issuance of the Sabah IC. 1.5 RCI on “Project IC” must be completed STAR supports the establishment of the Royal Commission of Inquiry (RCI) on the unusual increase in Sabah’s population in connection with the so called “Project IC/Mahathir” that has padded up the Electoral Rolls but will not be satisfied until the job is completed to the satisfaction of Sabahans. STAR will ensure that those found guilty and responsible will be punished according to the laws of Malaysia. 1.6 Reinstate Sabah Ministries of Education and Health STAR/UBA is also considering into the possibility of reviving the Education and Health Ministries to ensure better health and education facilities and services for the people of Sabah.
  • 11. 11 2. ECONOMIC REFORMS AND 1-COUNTRY 2-SYSTEMS (1C2S) (Borneo Agenda 4) Sabah needs to develop its rich economic potentials which has, so far, remained untapped. The BN Government has failed to transform Sabah’s rich natural recources into tangible benefits in terms of greater income for the State and employment for its people. STAR, therefore, proposes to bring about economic reforms through the following:- 2.1 1-Country 2-Systems (1C2S) We want Sabah to be exempted from the Cabotage Policy as it chokes Sabah’s economy by increasing costs of Foreign Direct Investments (FDIs) and consumer goods as well as turns Sabah’s geographical advantage into a trade disadvantage. To ensure Malaysia benefits from Sabah’s strategic location in relation to the Markets (ASEAN, China, Japan, the Americas, Australia, etc.), STAR proposes the concept of the 1-Country 2-Systems (1C2S) which
  • 12. 12 means giving Sabah and Sarawak greater freedom or special autonomy on international trade and shipping because of our strategic geographical position which would otherwise become a geographical disadvantage if lumped together with the Peninsula. Such an autonomy would be consistent with Sabah/Sarawak’s political autonomy and rights as stipulated in the 20-Points, the IGC Report and the Malaysia Agreement. This 1C2S would necessarily means that not all policies applied in the Peninsula are applicable to the Borneo States or vice versa. 2.2 Industrialization of Sabah Despite Sabah’s rich natural resources – oil and gas; palm oil, rubber, forest, marine and other agriculture resources, Sabah’s economy has remained at the primary level. STAR, therefore, proposes to industrialize Sabah’s economy by giving priority on the following :- (a)providing appropriate incentives to install and establish processing factories into end-products of :-  oil palm  rubber  fruits  main resource / food  wood, etc. (b) encouraging the development of SMI, through appropriate incentives (loans, infrastructures, tax incentives etc.) (c) Providing incentives and the environment to develop Bio-Technology and high-end Bio-tech products.
  • 13. 13 2.3 Human Capital Development (a) Upgrading the Timbang Mengaris Agriculture Institute into a full fledged Agro–Forestry University. (b) By establishing more vocational and technical schools to produce more high-tech and IT-savvy technicians. (c) By establishing Rural Economic Development Institute (REDI) to train the rural population to be employable and productive. 2.4 Rural Economic Development (Borneo Agenda 5) Since UMNO/BN cheated PBS out of power in 1994, Sabah has become the poorest State in Malaysia (World Bank Report 2010). 40% of Malaysia’s poor are in Sabah and Labuan. These are Sabah’s dependent population who have become political hostages to the BN Government. Despite millions of ringgit spent on various programs there is little impact on the poor. STAR proposes to solve these problems by addressing the fundamental causes of poverty and through the introduction of Enabling Mechanisms. STAR will also review the current development policies and programs and introduce the following :- (a) Rural Micro-Business System (RMBS) STAR will establish a Rural Micro-Business System (RMBS) as an Enabling Mechanism that will bring the economy to the people and
  • 14. 14 transform the rural economy into a productive, vibrant, connected and income generating integral part of Sabah’s economy. All the individual dots of the rural economy will be connected into an organized system. (b) Native Land Foundation (NLF) A Foundation that will protect Native Rights and extend credit facilities to Native Titles Holders to develop their land commercially. (c) Upgrade rural roads and transportation systems (d) Establish storage facilities, manufacturing and marketing systems under the RMBS (e) Improve Internet Access by extending free WiFi to rural areas 2.5 Infrastructure Development (a) Upgrade roads linking districts, towns and villages; (b) Build a Railway System from Tenom to Keningau to Sook/ Nabawan/ Tawau/ Semporna/ Lahad Datu/ Sandakan/ Beluran/ Kudat/ Kota Belud /Kota Kinabalu. Such a Railway System will facilitate development through the main mass movement of goods and people; (c) An inland port to be established in Keningau/Tenom. 2.6 Monorail To facilitate economic development/urbanisation and ease traffic congestion, STAR propose to build a monorail linking Kota Kinabalu city to major centres
  • 15. 15 (eg: to 1 Borneo / UMS/ KKIP/ Karambunai/ Nexus, Shangrila Dalit/Likas Hospital/Donggongon/ Putatan/ Museum /Queen Elizabeth Hospital/ Airports etc.) All the above will create economic vibrancy, generate new employment and business opportunities and eradicate poverty etc. 2.7 Social Reforms Sabahans have been subjected to a divide and rule regime for a very long time. We have also been categorized as ‘lain-lain’ in many national application forms. Figure 5: New Monorail System
  • 16. 16 Henceforth, we shall identify ourselves as “Sabahans” as a generic racial identity/national identity equivalent to ‘Malay, Chinese and Indian….’ This is to forge unity among ourselves in Sabah when dealing with others outside of Sabah. Sabahans, in turn, shall be categorized as natives or non-natives to protect the indigenous rights of the natives. All races will be treated equally. So Sabahans shall be called “Bangsa Sabah” or Sabahans” but free to maintain their ancestry or ‘keturunan’. 2.8 Social Benefits In order to assist the less fortunate members of society and families, STAR will implement the following social benefits:- RM1,000 grant for new births of genuine Sabahans Free pre-school/primary education/ secondary school Increased Grants for Chinese, mission schools and non-national type schools RM1,000 educational (one-off) grant/ assistance for University/college students Free medical services for rural communities Assistance for senior citizens aged 65 and above and widows of RM500 per month Unemployed housewives allowance of RM300 per month OKU RM300.00 per month Single mother allowance RM300 per month Housing for the poor Rural hostels for school children
  • 17. 17 Increased grants for NGOs, cultural organizations and religious bodies with periodical review The above social benefits will be financed from improved oil and State revenues (as per 4 below). 2.8 Floor Price and Buffer Stock for Rubber In view of the large fluctuations of the rubber prices in Sabah, STAR proposes to assist smallholders by guaranteeing a floor price of cup lump RM4/kilo and rubber sheets RM5/kilo. 2.9 Amanah Ladang Rakyat Sabah (ALRS) A new benefit scheme will be introduced to replace Amanah Rakyat Sabah (ARS) by converting 200,000 acres of Yayasan Sabah (YS) land into oil palm and rubber plantations to be managed by YS/ICSB. The benefits of which will be re-distributed back to every genuine adult Sabahans in the form of annual cash payments. LAND REFORMS, NCR AND NATIVE RIGHTS (Agenda Borneo 6) STAR/UBA is aware of the problems affecting Native Rights, Land Alienation and Administration in Sabah. STAR, therefore, proposes the following:-
  • 18. 18 3.1 Policy (a) NCR foremost and Sabah Land for Sabahans first (b) 30% Land Policy for Native Land Foundation (c) N.T. conditions to be relaxed and free from restriction for land use 3.2 Land Tribunal to be established to resolve land disputes and overlapping claims 3.3 Native Land Foundation to be established to protect Native Lands Rights and develop and commercialize unproductive native lands. Also, to assist N.T. holders to develop their land. 3.4 Sabah Land and NCR Commission Will also be established to ensure all land policies, laws and procedures are complied with.   • 19. 19 3.5 Reorganization and Regionalization of Land Administration. The Land and Surveys Department will be reorganized and decision-making will be regionalized according to the new internal State Boundaries. Native Community Leaders, including Native Chiefs or Ketua Kampong will have some roles to play in land applications. 3.6 Each regional office will be headed by a Director. Wherever necessary the relevant land ordinance will be reviewed, updated and amended. 3.7 Communal titles will be reviewed and if necessary stopped or replaced. 3.8 Land will only be leased to federal government and agencies with ownership retained by Sabah. OIL AND STATE REVENUES (Agenda Borneo 7) In 2011 and 2012, Sabah “lost” about RM79 billion in oil and state revenues to Petronas and the Federal government and only received RM941.25 million for oil in 2012):- Revenue 2011 2012 Oil RM 14.7 billion RM 17.88 billion State RM 22.7 billion RM 24.00 billion RM 37.4billion RM 41.88 billion The State revenues did not include other revenues collected from Sabah like road tax, immigration, foreign labour levies and by other federal departments.
  • 20. 20 STAR will seek a fairer and more equitable distribution of the oil and state revenues. Firstly, Sabah’s oil and gas resources belong to all Sabahans. It is legally not right and is morally wrong for the late Tun Abdul Razak to sign away Sabah’s oil and gas resources to Petronas on 27.03.1975 and for Datuk Harris Salleh to sign and accept 5% cash payment from Petronas for Sabah’s oil and gas resources and at the same time to waive entitlement to oil royalties. STAR’s Masterplan on Sabah’s oil and gas involves 3 strategies:- seek the best terms for Sabah’s oil resources including the restoration of Sabah’s oil and gas ownership rights overall development of an oil and gas industry in Sabah and the utilization of the oil and gas resources for Sabah and Sabahans first preservation and investment of the oil revenue for the well-being of Sabahans and for the future generations. The Master plan will also see the establishment of:- SABAH PETROLEUM ADVISORY COUNCIL which will assist to formulate a NEW SABAH OIL AND GAS POLICY and to advise on and oversee the planning and policies for Sabah’s oil and gas resources including licensing of the oil and gas industry in Sabah to be under State control and not Federal control;
  • 21. 21 PETROSABAH CORPORATION which will spearhead the development of the oil and gas industry in Sabah, where possible, Sabah’s oil and gas resources will be used for its oil and gas industry and related industries as well as for other local industries with priority utilization in Sabah; PETROSABAH WEALTH FUND which will be entrusted to invest Sabah’s oil and gas revenues for the future generations and NOT wholly used in the annual State Budget as currently practised by the Government. Secondly, under Point 11 of the 20-Points, “Sabah shall have control of its own finance, development funds and tariffs”. The current situation of the Federal government taking 100% is no longer acceptable. The time has come for Sabah to be given an equitable portion of the State revenues collected by the Federal government and STAR will seek to have this implemented. In this regard, Sabah must receive at least 40% of the Net Revenue collected by the Federal Government from Sabah as per Tenth Schedule, Part IV, Section 2(1) of the Federal Constitution. 4.1 Develop Marine Resources and Potentials Sabah has yet to fully develop its Marine Resources and Potentials. STAR proposes to develop / expand its fishing industry including:- (a) Large scale Sea Weed farming (b) Fish production and industry (c) Prawn farming
  • 22. 22 (d) Shipping and Boat industry (e) Water sports and leisure 4.2 Development of downstream Agro-based Industries Sabah has oil palm, cocoa and fruits but has yet to produce end products and consumer products from these raw materials. STAR will ensure that enabling mechanisms are emplaced to make them possible. The development of these industries through the establishment of new factories will generate more employment opportunities for our growing population. 4.3 Cultural and Adventure Tourism Tourism and agriculture are the mainstay of the Sabah economy in addition to oil. STAR proposes to enhance the development of these industries especially tourism by :- (a) introducing new Tourism incentives; (b) improving roads and other infrastructures and services; (c) introducing more tourism products, a Cultural Tourism and a North Borneo Cultural Village; (d) Encouraging the development of Adventure Tourism; (e) Introducing Borneo SAFARI and Borneo Cultural troupes and Borneo Indigenous Sports;
  • 23. 23 (f) STAR Government will ensure that Sabah Tourism Body can stand by itself to license and promote Sabah Tourism. YOUTH AND GENERATION-Y Youths are a key part of the future of Sabah. STAR encourages the active participation of youths in all aspects of development. STAR, therefore, proposes to put in place the following for the Generation-Y. 5.1 An accessible educational fund to all youths in the form of scholarships and loans, medical and insurance; 5.2 A minimum of 5 acres agricultural land scheme to Sabahan youth upon attaining the age of 21; 5.3 Participation of young graduates in a new program called Rural Micro-Business System (RMBS) to eradicate poverty by creating income and improved income earning capacity of the rural population; 5.4 By upgrading existing training institutions to full-fledged universities or Institutes. Example: Timbang Mengaris Agriculture Institute, etc.; 5.5 By creating more Vocational and Technical Colleges; 5.6 By creating a world class Gen-Y Leadership Institute for the transformation of youths; 5.7 Rewarding young people for Creativity, Ingenuity and Scientific discoveries; 5.8 Re-introducing the concept of “People Development” to promote self-reliance and employment;
  • 24. 24 5.9 By introducing an ongoing Youth Forum as a platform for Gen-Y to engage with the Leaders of Government; 5.10 By introducing a Centre called “Young Traders Market” (YTM) where youths can congregate, participate and do business and earn money in their spare time or if they are unemployed or on vacation. (This concept will be explained later). WOMEN EMPOWERMENT Women in Sabah comprise about 50% of the general population and yet play a disproportionate role in leadership, management and professional and a demonstrative role in our society. STAR wishes to correct this imbalance by proposing the following :- 6.1 Increase the participation of women at all levels of employment from 3% to 30% (public sector, private sector, legal, administrative, decision making, legislative, policy making, etc.). BORNEONIZATION AND FEDERAL ROLE FOR SABAH/SARAWAK (Agenda Borneo 2) Under Point 8 of the 20-Points, “Borneonization of the public services should proceed as quickly as possible”. The fear expressed by the late Tun Fuad Stephens when he said:- “We are joining Malaysia as individual states, and want the Borneo territories to get together, so that
  • 25. 25 when we talk with Malaya, it will be as equal partners and not as vassals…, and if we join Malaya now, the people who will come and take most of the top jobs will be Malayan… the new expatriates.” is coming back to haunt us as the Federal government is putting Malayans to head more than 85% of federal departments and agencies in Sabah as well as most of the senior positions, leaving Sabahans in low ranking jobs. STAR will undertake:- To implement the Borneonisation process; Prioritization of Sabahans with 70% natives in the Sabah public service; Equitable representation of Sabahans in the federal government especially ministerial and an increase of senatorial appointments; Equitable roles and emplacement of Sabahans in diplomatic and foreign administration service; Equitable representation of Sabahans in federal agencies and government-linked corporations. In addition, STAR will seek the restoration of 35% of Parliamentary seats to be given back to Sabah and Sarawak. This will ensure that the rights of the State are not eroded by Constitutional amendments. FAIR AND BALANCED DEVELOPMENT (Agenda Borneo 5) At present most development funds are channeled to Peninsula rather than Sabah and Sarawak where more development are needed in the ratio of 9:1. STAR will ensure a more balance development focus by
  • 26. 26 increasing development funds for Sabah out of our increasing revenues and oil resources. (a) Building more roads and upgrading; infrastructure and facilities and amenities; (b) Building railway links /MRT from West coast to Keningau, Tawau, Sandakan etc.; (c) Water supply through Micro and Mini-hydro Projects, etc.; (d) Building monorails linking the west coast urban and suburban (eg: KK/Penampang/Putatan/ UMS/Airport, etc). (e) Inland port in Keningau/Tenom. This GE-13 will be a referendum; whether Sabahans want to continue to be ruled and “colonized” by Umno/Malaya; whether they want to be free and autonomous; whether Sabahans want others to decide for them or they want to make their own decisions. Sabahans have made many mistakes over the last 50 years. It is time we realize, learn and correct these mistakes. It is time to get back what we have lost. No one will do it for us.   • 28. 28 YEAR 2-4 WITH STAR/UBA (1) Improve Power/Ellectricity and Water Supplies (2) Implement State reforms - TYT, PM, Parliament, etc. (3) Administrative reforms – Territory/Region Governor (4) Upgrading local institutes to University status (upgrading of local institutions of further learning) (5) Review of Felda land (failure to honour for locals), FELCRA and RISDA in Sabah (6) Review SEDIA, Agropolitan and MESEJ projects (7) Build more well designed Quality affordable housing schemes – rural, semi-urban and urban (8) Improve rural sanitation (9) Adopt good sustainable agricultural and environmental practices (10) Introduce Sabah Flying Ambulance (FAS) service to bring health and dental services to the remote rural and island communities of Sabah (11) To encourage the further development of the down- stream processing of Sabah’s oil and gas to create value added products and badly needed jobs for the people of Sabah (12) To re-invigorate the development of forest plantations to supply wood to the local furniture industries and for the export market (13) To encourage the added-value down-stream processing of our oil palm products and to create jobs for the people of Sabah (14) To improve all communication infrastructure connecting all the major towns of Sabah – roads, bridges, ferry services and railroad (15) To ensure the implementation of the Borneonisation policy in all Federal Departments and Agencies in Sabah, where all posts are to be filled by qualified Sabahans (16) To give financial aids to poor single mothers and Sabahans (elderly, OKU, non-working housewives) (17) Culture and Religious integration (18) More government assistances/policies shall be established to cope with burdens of the people and open opportunities
  • 29. 29 UNDERSTANDING MALAYA AGENDA vs BORNEO AGENDA The Agenda Malaya is to take full charge over Sabah and to seize control of her revenue, oil and wealth whereas Agenda Borneo is to safeguard the rights, autonomy, interests and wealth of Sabah/Sarawak. Malaya Agenda conflicts with Agenda Borneo. Only the Borneo Agenda can prioritize the interests of Sabah and Sarawak. If we, Sabahans, do not prioritize the interests of Sabah, we cannot rely on outsiders or local proxies and stooges of outsiders who follow the instructions of the outsiders to safeguard the interests of Sabah.   • 30. 30 IF BN/UMNO REMAINS IN POWER, A BLEAK FUTURE LIES AHEAD OF SABAH. HOW SO? Sabah will continue to lose Bleak Future Rights of Autonomy denied Our revenue, taxes enjoyed by Malaya Revenue from Oil and Gas swallowed by Petronas/Malaya Genuine Sabahans shall become ‘transients’ in their own lands The majority Sabahans shall become poorer and poorer Sabah shall remain ‘Fixed Deposit’ of BN Sabah will continue to be colonized by Malaya Bottom line, Malaya Agenda may become permanent if the people remain ignorant, timid and weak. It is very clear that Sabahans must reclaim their rights. PRU-13 is probably the last chance for Sabahans. It is in our hands as Sabahans and we need to unite to get rid of the Umno/BN government in Putrajaya and in Sabah. We do not have any other option if we wish to build a new Sabah for our children and their children. THE TIME FOR ALL PATRIOTIC SABAHANS TO RISE AND LEAD HAS ARRIVED ONLY STAR CAN SAVE US FROM THE ABOVE AND ENSURE A BRIGHT AND POSITIVE FUTURE, AND TO BE FREE FROM COLONIALISM

Let’s stop the downward spiral of Sabah, prevent further damage to our beloved Sabah and prevent our beloved Sabah from being taken away from us genuine Sabahans by the evil political forces from across the South China Sea. We need to do what is right and not stand idle anymore and we owe it to the future of our children and their children lest we wish to be blamed in the future for failing to stand up and reclaim our and their rights. A vote for Barisan Nasional, a vote for any Barisan Nasional components will mean a vote for Umno and Malayan backdoor colonialism over Sabah and the continuation of the rape and pillage of Sabah’s oil and gas and wealth and other rich resources. No matter how painful it is to NOT VOTE for Barisan Nasional and its local components, even if it means not supporting your siblings and your cousins or relatives, we need to for the sake of Sabah and our children and their children. UNITY IS DUTY THE PROMISE OF THE FUTURE OF SABAH A BETTER SABAH FOR ALL
