year's recipient is Zelphine Smith,
a second-year teacher atRivelon
Elementary School. She has an
EMD Self-Contained Class.
The chapter also awards a
scholarship to a deserving high
school exceptional student who
will be furthering his or her edu-
cation beyond high school. The
scholarship recipient for the 1997-
98 school year is Hollie
Bookhardt. She is attending
North High School and plans to
attend Orangeburg-Calhoun Tech-
nical Collegein the fall.
The local chapter ofTri-County
Chapter 451 ofCEC holds its art
exhibit each year at the Princeof
Orange Mall. This year's exhibit
was held May 22-24, at the mall.
The art exhibit was sponsoredby
the Very Special Arts of South
Carolina. The artwork was done
by elementary schoolexceptional
students in the Tri-County area
who photographed scenes of na-
ture.

HONORS 1999-2000 DISTRICT TEACHER OF THE YEAR
AND OTHER CANDIDATES
On October 8,1999, Rosemary Keller, 1999-2000 Orangeburg County Consolidated School District Three Teacher of the Year, along
with other 1999-2000 teachers of the year withinthe district, was honored with an awards ceremony at the Holly Hill-RobertsHigh School
gymnasium.
Rosemary Keller, a teacher at Holly Hill-Roberts High School, received flowers, a $100 saving bond and a plaque, presented by Dr.
David Longshore, Jr., superintendent. The other teachers of the year also received a corsage/boutonniere, a $100 savings bond, and a
plaque from Dr. Longshore.
Zelphine Smith, representing Vance-Providence Elementary, was chosen alternate district teacher of the year. Other teachers of the
year are asfollows: Tracy C. Elmore,St.James-Gaillard Elementary; Mary S.Fogle, Elloree Elementary; BeverlyFolk, Holly Hill Middle; Paul
A. Gaddis, Elloree High; and Annie D. White, Holly Hill Elementary.
Kenneth Jenkins, teacher of the year selection committee chairman, presided over the program and greeted the guests. Melissa
Wright, 1998-1999 V-PE Teacher of the Year, delivered the inspiration; and Julia C. Lambert, 1998-1999 District Teacher of the Year,
gave a tribute to the teachers of the year. Musical selections were sung by Edna Holliday and Valerie Lawrence of SJ-GE and Peter
Felder, II, prinicipal of EHS. Ruby J. Johnson assisted Dr. David Longshore, Jr., in the presentations. After closing remarks by Dr.
Longshore, the teachers were congratulated by faculty, staff and visitors.
The 1999-2000 Teacher of the Year Selection Committee consisted of Frances Bowers, retired teacher; Ollie Boyd, director of federal
programs and staff development of Orangeburg County School District Four; Kenneth Jenkins, coordinator of special projects; Ruby J.
Johnson, coordinator of federal programs; Mary Logan, coordinator of gifted/talented and curriculum alignment; Vernette Martin,
coordinator of teacher support team and curriculum alignment; and Betty Shuler, retired teacher and school board member.

Zelphine Smith was a guest speaker at the SCSU 33rd annual Special Education
Conference on March 24, 2000. Ms. Smith spoke on the topic "How to Create Problem
Solvers for Life", and presented a session at the conference entitled "How to Make
Reading an Enjoyable Experience". Ms. Smith was also awarded a plaque for continued
success in the classroom.
Zelphine has worked with the BCO Hub by instructing the Center for Excellence in Math
and Science Education's Elementary Quantitative Literacy (EQL) course. The Center,
which is located at Clemson University, and the BCO Hub have worked together for the
last two years to offer the EQL course in this area. The BCO Hub congratulates Zell on
