Summary
Mr. Nader Yama is an experienced public administration and governance expert. He has served the people of
Afghanistan for the last 17 years in a number of different capacities with the United Nations, Afghanistan
National Development Strategy, the Human Rights Commission, different ministries in the Afghan
government and for the past six years worked with Independent Directorate for Local Governance - IDLG.
He has recently assigned as Minister Counselor of Afghanistan Embassy in Ottawa. But in his recent position
with IDLG, he was an Acting Minister and Deputy Minister for Policy and Technical. In his recent position, Mr.
Yama managed an organization with over 20000 employees, 34 Governors' Offices, 379 District Governors'
Offices, 156 Municipalities and 34 Provincial Council Offices. He was responsible throughout Afghanistan for
the improvement of overall governance, enable local stability and facilitate service delivery at the local level
through provision of policy guidance, strengthening local institutions, and implement key public sector
reforms. He works closely with the President and Cabinet colleagues in an extremely challenging
environment.
Apart from his professional career, Mr. Nader Yama is a well known figure, both by the current politicians and
the new generation of leaders in arisen. He was a key member of the Cabinet and National Security Council.
He is seen as a professional technocrat, constructive and positive thinker and someone who delivers. He is
well recognized by superiors in the Unity Government and has a great deal of reputation in the international
community as the result of his efforts and partnership with Embassies and Development Agencies, as well as
NATO-RS Mission in Afghanistan.
In addition, he has extensive experience in conflict, stabilization, peace-building and state-building with long
years of working experience in these fields. He has specific expertise in enabling a conducive environment for
women and youth empowerment, and promoting partnerships between the state and non-state actors such
as civil society and privet sector, an effective model for to state-building, democracy and socio-economic
development at the local level.
Mr. Yama is also extremely active in supporting civil society both in Afghanistan and the wider region. He
established a network of responsible citizens to help build a responsive society called The “Hamdeli Network”
launching of festivals with participation of 20,000 citizens to promoting culture of peace. His other
engagements outside the government are:
 Chairman of the ALEF Young Leaders Network in Afghanistan
 Member of Steering Committee for “Tawanmandi” supporting civil society program funded by UK,
Sweden, Swiss, and Denmark
 Member of the Stability Institute – USA – contributing with issuing articles and advice on stability
support initiatives and approaches.
 Member of Strategic Guidance Group for N-Peace – Network of Peace Builders across the Asia
Pacific
 Member of Advisory Panel to UNDP National Human Development Report on Afghanistan
 Member of Advisory Board for ACTA, a network to fight against corruption in Afghanistan
 Member of LOGIN network across the Asia focusing on support to decentralization and good local
governance – 10 countries across the South-Asia.
 Member of Afghanistan Integrity and Corporate Governance to support business integrity and
promotion
 Member of the Board for Afghanistan Environment Watch Organization
 Member of the Asia Society Young Leader, a network of Young leaders with 900 members across the

SNG part of the Governance Cluster, manage PRT issues and contributed
to the OMID Operational Plan development, and responsible for cross-

Position: Policy Analyst and Team Coordinator
Responsibilities:
Manage PAD team in overall delivery of policy support to the MoEc;
Assist the ministry officials in its strategies and studies within the ANDS
framework on how better improve the country’s macro-level socio-
economic development, provide technical recommendations, enhance
policy functions of the ministry and support structuring of ICCD, make it
operational and mobilize resources.
