Mr. Ben Arikpo is a Sociologist, specialising in Governance and Public Service Reforms,
Organisation Development, Human Resources Management, Business Coaching and
Mentoring, community development and capacity building with over 20 years experience
working across Southern, East and West Africa. Since gaining his MSc in Industrial Sociology
(Specialisation in Human Resources) from the University of Calabar, he has worked with
academic, civil society/NGO, Government (from Local to State), community and private sector
organisations in Africa, demonstrating an ability to communicate and negotiate with a wide
range of stakeholders at all levels. He has an excellent understanding of the social, economic
and political situation in Africa, including the needs of and opportunities for the public sector
and institutional reforms.
• Over 20 years professional experience in public service reforms and management in
Africa ranging from design, implementation, monitoring and evaluation of
programmes and projects on behalf of the British Department for International
Development (DFID), German Technical Cooperation (GTZ) United States Agency for
International Development (USAID) and the European Union (EU).
• 15 years leading a team of national and international staff and Associate Consultants
as Chief Executive Officer of Akada Konsults Ltd. Assignments undertaken in this
respect include public service reforms, human resources systems development
designs, workload analysis for the public service, job descriptions development and
performance management systems design, Human Resources Management
including implementation of personnel payroll component of Integrated Personnel &
Payroll Information System (IPPIS).
• Excellent knowledge and experience of the workings of the NOA administration and
management including policy formulation, public finance management, budget
transparency initiatives in Africa. Currently leading a team over 80 national and
international consultants in implementing policy and strategy, planning, monitoring
