CJA 235 Module 3 Assignment 2 LASA 1 Patrol
Allocation Decisions

Assignment 2: LASA 1: Patrol Allocation Decisions
A major challenge for any police administrator is to determine how to
allocate the limited resources of the police department to meet the law
enforcement needs of the community being served. There is no facet of
policing that better demonstrates this challenge than the patrol function.
An administrator must not only assess the purpose and capability of the
patrol function within the department, but also determine what the patrol
will look like in the community, and when and where it will do so.
Everyone would like to see a cop drive down their street from time to
time. But does everyone need a cop in their neighborhood? What
purpose and interests are being served by having patrol officers in one
area of town instead of another? Does it make sense to saturate some
areas with coverage, even if other areas will go unpatrolled? These are
the real choices confronting police chiefs and sheriffs today.
Instructions:
3. In this assignment, assume the role of an assistant chief in the Centervale
Police Department (CPD). The police chief has asked you to develop a
position paper to reflect a patrol strategy for the department which will
best serve the needs of Centervale. The chief wants you to consider
everything you know about the effectiveness of preventive patrol,
directed patrol, broken windows theory, notions of fairness and equity,
and other considerations you deem important.
Here are some basic facts about Centervale that will help guide your
patrol strategy:
Centervale is a fairly large, suburban, working class community near a
major American city. Your police department includes 100 patrol
officers.
50% of the population lives north of the railroad tracks; 50% lives south
of the railroad tracks.
80% of the crime occurs north of the railroad tracks; 20% occurs south
of the tracks.
20% of the tax base can be found north of the railroad tracks; 80% is
south of the tracks (that is, most of the money paying for town services
is generated in the south).
Crime rates in town go up significantly at night; however, the population
of the town goes up significantly during the day (due to an influx of
reverse commuters and vibrant retail activity).
On average, it takes ten minutes for an officer to arrive to a call when
dispatched from the south side of town to the north, or vice versa;
however, on average it takes only five minutes to arrive to a call when
the officer is already on the correct side of the tracks for the call.
4. What You Need to Do . . .
Write a 3-4 page position paper for the chief's consideration which
outlines your belief as to how patrol resources should be allocated in
Centervale. In other words, where and when would you place your patrol
officers in the community?
Further, justify your approach based on current research and existing
literature about preventive and directed patrol, notions of fairness and
equity, the importance of response times, and any other considerations
you deem important.
In any case, cite at least two additional sources of information beyond
the assigned readings. Feel free to make additional assumptions about
conditions within Centervale that are not presented in the assignment
(for example, the type of crime that is prevalent in the city). However, if
you do so, make sure you state those assumptions up front in your
assignment as a note to the instructor.
Assignment Criteria:
In your paper, be sure to demonstrate:
An understanding of current research regarding police patrol functions
The meaning of preventive patrol, directed patrol, broken windows,
and/or other patrol models
An understanding of competing legitimate interests within the
community and a rational approach toward reconciling these interests
despite limited resources
Clear, concise writing which reflects critical thinking skills

CJA 235 Module 4 Assignment 2 Fusion Centers
as a Law Enforcement Tool

Assignment 2: Library Research—Fusion Centers as a Law Enforcement
Tool
Since the terrorist attacks against the United States on September 11,
2001, there has been a real push in local law enforcement agencies—
especially large ones—to incorporate intelligence-led policing
techniques.
A part of that strategy has been the creation of fusion centers in all fifty
states intended to facilitate the sharing of police intelligence information
between federal, state, and local agencies. Consider the Lambert (2010)
article, "Intelligence-Led Policing in a Fusion Center" and the "US
Government Accountability Office (GAO) Report on Fusion Centers" in
the Webliography.
6. The creation of fusion centers and their operations have not been without
controversy. Many civil libertarians have expressed concern that instead
of focusing only on real threats, fusion centers encourage the
government's suspicion toward law-abiding citizens and groups that are
suspected of potential hostility toward government.
Tasks:
Write a 2- to 3-page paper. In the paper:
Take a definitive stand, with explanations, for or against the use of
fusion centers as a local law enforcement tool.
Discuss how these centers may be abused to violate citizen rights.
Explain the difference between the cooperation that occurs through
fusion centers and that through other kinds of multiagency activities,
such as task forces and joint investigations.
Identify and discuss the possible steps or policies to minimize concerns
that some have raised about potential abuses.
Feel free to do additional research on the topic of fusion centers, beyond
the reading that has been assigned to further improve your paper.

7. CJA 235 Module 5 Assignment 1 LASA 2 Policy,
Lawsuits and the Mitigation Plan

Assignment 1: LASA 2: Policy, Lawsuits, and the Mitigation Plan
It is important for those who have an interest in the criminal justice
system or in law enforcement to learn about some of the challenges
working in a litigious society can create. Criminal justice agencies have
developed methods to reduce the chances of incurring lawsuits against
their officers and departments. You will glean valuable insight and learn
how to begin developing clear, concise, and substantive communication
necessary for criminal justice and law enforcement officers.
In this LASA, you will create a 15–20 slide PowerPoint presentation and
write your script from the perspective of one of the following roles in
Centervale: an internal affairs investigator, compliance officer, or
similar official seeking to mitigate and improve the department by
reducing the number of legal actions filed against the department. You
have been asked to do this presentation in response to the following
scenario:
It is common to see groups of youths hanging around various locations
in Centervale. A group of mischievous juveniles hang out at a 24 hour
Burger Joint on Tenth Street on a fairly regular basis and often get into
8. Saturday night scuffles with other groups of juveniles, which require the
police to respond to clear the area. The owner of the Burger Joint has
become increasingly concerned about a drastic decrease in sales;
however, he continued to look the other way until the scuffles escalated
into full-blown fights that involved weapons, such as knives or brass
knuckles.
Recently, the owner of the Burger Joint called 911 in a panic because he
thought he heard gunshots fired from the parking lot area during a
scuffle. Officers from the Centervale Police Department (CPD) arrived
on the scene to find several youths involved in a physical fight provoked
by a verbal attack, but there were no visible signs of weapons. Officer
Jack Newbie just completed Taser training at the Centervale Police
Academy. Officer Newbie believes carrying a "non-lethal" alternative to
a firearm is beneficial for law enforcement officers.
Officer Newbie and his partner proceeded with caution when attempting
to break-up the fight at the Burger Joint because reports of weapons
involvement can create very dangerous situations for officers as they
approach. Sam White, 15 years old, who was not actively involved in the
physical aspect of the scuffle, tried to flee from the scene. Officer
Newbie did not give verbal commands before firing his Taser at White
as he fled. The Taser's 50,000-volt of electric shock caused White to go
into cardiac arrest upon impact, but he was revived on the way to
Centervale Memorial hospital. White's girlfriend, Rosey Green, a small-
framed female, who was visibly showing signs of pregnancy, was
distraught and angry over White's condition. Green jumped onto Officer
Newbie's back, bit him on the neck and punched him in the ear. Officer
Newbie's partner, Officer Joe Flash, Tased Green during the assault.
Later that evening Green had a miscarriage and lost her baby. Green and
9. her parents are now suing the CPD for use of excessive force against a
minor.
Instructions:
The information from your Power Point Presentation will be used by the
CPD to add or change policies and to make high-level executive polices
to reduce lawsuits.
The following information must be included in your presentation:
Based on your research of the history and your research of issues
surrounding liability in policing today, did Officer Newbie's handling of
the situation with White and Green create a liability or potential lawsuit
situation for the CPD? Evaluate how the use of force was applied in this
situation with regard to White's attempt to flee the scene and Green's
physical assault of Officer Newbie and suggest a new policy based on
your evaluation in your presentation.
The CPD's current use-of-force policy states that the amount of force
any officer may use against any individual may be one degree greater
than the amount of force being applied by any individual against any
officer. Compare and contrast CPD's use-of-force policy with the facts
of the Green Case. In your presentation, explain how Green's behavior,
the facts of the case (i.e., dispatch: fight with weapons), and Officer
Newbie's response align or misalign with the terms of the policy.
Create a mitigation action plan (MAP) that contains three
recommendations supported by the findings of current empirical
research that might help to reduce the number of lawsuits that could be
potentially filed against the CPD.
Does the definition of a frivolous lawsuit apply to the situation with
Officer Newbie and his handling of the White Case? Analyze and
10. discuss how a potential lawsuit filed by White against the CPD might be
perceived by the court and how the CPD might mediate or litigate a
lawsuit of this nature.
