train the cooperatives on effective farm record keeping, farm budget development, good farm management

2. 2009 Volunteer Overseas Cooperative Assistance (ACDI/VOCA) Accra, Ghana, Developing a
Microfinance Scheme for Ghana National Association of Farmers & Fishermen (GNAFF) was sent as a
financial expert who would design a micro finance plan to manage, disburse and recoup funds that will be
loaned to its members. The long-term outlook they are seeking is to enhance the capacity of small-scale
farmers and fishermen for increased agricultural productivity and poverty reduction. To bring together
GNAFF members from all over the country, to be independent of the government and to develop their

2009 Volunteer Overseas Cooperative Assistance (ACDI/VOCA) Yerevan, Armenia
International Agricultural Credit Training. Sent to review agricultural lending practices in Armenia and
develop and deliver a practical Training of Trainer (ToT) course of agricultural lending. The ToT will build
capacity within select Mentor/Trainers of Credit Providers of credit Providers to conduct practical field-
based training in agricultural lending for their credit officers who are working with the Water To Market
Credit Program, Millennium challenge Account-Armenia.
2008 Volunteer Overseas Cooperative Assistance (ACDI/VOCA) Addis Ababa, Ethiopia.
Agricultural Credit Risk Management and Mitigation Strategies. Sent to aid the Cooperative Bank of
Oromia to assess the existing policies and procedures of the bank and to design a prudent agricultural
lending policy through introduction of proper lending and monitoring mechanism. A new agriculture loan
policy was written as a stand-alone and is to be inserted into their existing loan policy. To design and
present a one-day workshop covering Agricultural Credit Risk Management and Mitigation Strategies with
the view of introducing additional agricultural loan products..
2008 Volunteer Overseas Cooperative Assistance (ACDI/VOCA) Tanzania Africa, Sustainable
Environmental Management through Mariculture Activities (SEMMA) requested assistance to access the
capability of a micro-finance loan program and to develop an action plan for seaweed input financing
through local financial institutions. A Business Plan was written for the “Mikocheni Pilot Program” in the
Tanga region of Tanzania to secure financing for inputs. Working with USAID collateral for the loan was
supplied by USAID and the loan was secured by the villagers.
2007 International Executive Service Corps (IESC) Petoria South Africa. Milk Producers
Organization (MPO) requested an Agriculture Finance Specialist to develop strategy in electronic format
and to train-the-trainers on developing and assisting subsistence dairy/cattle farmers to become SMME or
emerging/developing commercial farmers. Mentoring selected subsistence farmers on developing banking
financial information “what your banker needs to know” to emerge to SMME status. Two month project

2007 Volunteer Overseas Cooperative Assistance (ACDI/VOCA) Kumi District, Eastern
Region, Uganda. Vision Teso Rural Development Organization (Vision TERUDO) requested technical
assistance in developing operational guidelines for running an efficient rural credit scheme. Develop the
capacity of VT staff and executives of farmer groups in management and saving culture among the targeted
rural poor farming communities and in two displaced persons camps in Northwest Uganda. Micro-finance
was taught to two groups in the Kumi District of Uganda.
2006 International Executive Service Corps (IESC) Tblisi, Georgia. “Train the Trainers”
Technical assistance was requested for two volunteers experts (1) SME Financing Expert; and (2)
Agricultural Financing Expert. The assignment to develop the skills and capacities of BFA to provide
quality seminars and training programs to (1) Financial institutions to increase their loan portfolio to the
small and medium sized enterprise (SME)and agricultural industry sectors. To develop skills, knowledge
and capacities and to offer quality-training programs/workshops to loan officers and potential SME and
agriculture borrowers in Tbilisi and rural regions of Georgia.
2005 International Executive Service Corps (IESC) Tblisi Georgia. Sent to participate in a
two-day workshop on small and medium size enterprise (SME) lending supported by the National Bank of
3. Georgia, Association of Banks of Georgia, and the Banking-Finance Academy of Georgia. One of two
volunteers who conducted training that centered on lending to the SME s and to Agribusiness. Event
launched with reception at the National Bank of Georgia. Workshop structured towards loan department
heads, branch level loan officers and managers, microfinance and central bank employees.
2005 Volunteer in Overseas Cooperative Assistance (ACDI/VOCA) Kenya
Kitale, Rift Valley Province, Kenya: SACCO Highway Cereals Marketing Savings and Credit Cooperative
requested help in management of a savings and credit organization, while addressing the basic requirements
of the formation and management of a savings and credit organization modeled on popular micro-finance
principles. The objectives of cash management, ratios, credit management, defaults, record and record
keeping, reserve for loan loss and ethics was addressed.
2004 Volunteer in Overseas Cooperative Assistance (ACDI/VOCA) Acre Brazil, OCB-Acre
had requested assistance of a volunteer consultant to improve their internal control mechanism, aid in
restructuring the organization, and provide the necessary training and general guidance for future
Presidents and members, as the potential to implement short-term and long-term growth strategies to build
five Credit Cooperatives in five regions.

Oblast Agricultural Consumer Credit Cooperative “Sholokhovsky and Kosharsky Farmer” requested help
in the concept of loan risk grading and loan loss reserves. Review their loan files, recommendations on
improving the loan filing system and credit portfolio risk analyis. Wrote policy for credit risk management
and loan policy and procedures policy. Hands on help to improve their loan administration system.
2003 Volunteer in Overseas Cooperative Assistance (ACDI/VOCA) Russia, Saratov Credit
Union “Gramen” Development of a business plan form and cash flow statements to be used by credit union
members. The cooperative requested a seminar be given to the coop. farmers in the Marx Rayon covering
development of business plans and cash flow statements. Management of the coop. was instructed in risk
management, preparation of cash flow statements, balance sheets and reserve for loan loss.

Cooperatives –Institutional Development. Ozinki Agricultural Consumer Credit Cooperative “Nadezhda”
Dergachi Agricultural Consumer Credit Cooperative “Steppe”. “Nadezhda cooperative requested help to
develop a system of risk management. Provided information on methods of credit portfolio risk analysis,
draft system of loan monitoring practices. Wrote policy for credit risk management, hands on training in
risk analysis, produced loan grading system, loan loss reserve, grading loans, privacy and ethics. “Steppe”
cooperative requested help to receive detailed training in the basics of credit. Help in loan file system, risk
management, balance sheet and cash flow analysis.
2002 Volunteer in Overseas Cooperative Assistance (VOCA) Ethiopia, Africa.
The purpose of this assignment was to enhance the capacity of cooperative promoters in Cooperative
Savings and Credit Development and improve their skills. The technical training included: Introduction to
Credit, Cost of Funds, Credit Risk Management, Calculation of Interest, Evaluating Credit Risks and
Minimizing Losses, Credit Collections, Savings, Uses of Limited Capital, Collateral and Significance of
Ratio Analysis. Trainees were from the regions of Benshangul Gumuz, Somali, Gambella, Afar and Addis
Ababa Regions of Ethiopia. Training took place in Nazareth, Ethiopia.
2001 International Executive Service Corps IESC /Zambia is utilizing a number of modalities
to assist the Mission “increasing rural incomes”. One modality is a pilot activity entitled “Livingstone
Business/Tourism Linkages Program” The goal of the program is to assist small and medium-sized
businesses to take advantage of real growth by providing quality products and services in a timely manner.
IESC Zambia has formed a working partnership with the Livingstone District Business Association (DBA-
Live). Was sent as an agriculture expert and banker to work with CARE International to teach basic
business and crop budgets. Established an accounting system and procedures for the Kazangula Milk
collection station, worked with the DBA as a mentor, the Livingstone Prison and the Sinde artesian well to
secure investors to bottle the water for tourists. Total clients numbered forty seven farmers and small

Loan Policy, Lending Procedures Policy, Collateral Policy, and formed an agriculture loan committee and
agenda, to assist Maksat Bank management to improve the effectiveness of Maksat’s branch credit
operations.

Saratov and Moscow Russia, Louis Berger International, Inc. Russian Business Volunteers Program.
Business Planning Project. Training of farm-borrowers of Saratov Ooblast who cooperate with Louis
Berger International, Inc. under the MOFSA project. Review business plans, visit farms, meet local
directors and provide practical recommendations on project implementation for attracting financial
resources. Wrote Loan Policy, Procedure, Evaluation of Collateral, Sample Budgets, and suggestions to
protect the Rural Credit Operational Development Funds which will loan money to Mutual Credit
Cooperatives.

Skopje, Macedonia-Open Society Institute, (Soros Foundation) and Export & Credit Bank A.D. Requested
an expert in agricultural lending to assist with the evaluation of the Credit Program for Private Agriculture-
status of the loan portfolio, assist in future loan officer training, evaluate the funds operations and advise on
possible changes.
1995 Volunteer in Overseas Cooperative Assistance (VOCA).
Braila, Romania, Braila Credit Assistance - Provided training and assistance in agriculture lending to the
staff of the Small and Medium Enterprises Development Center. Loan Officer of the Development Bank,
and owners of 3-4 private agribusinesses seeking loans. Wrote and developed structure and policy for the
Braila Social Loan Fund. Assisted in the preparation and execution of feasibility studies, business plans,
and the loan application process.

Farmer to Farm Project: The Agency for Cooperative Development International (ACDI) requested help to
train personnel in three (3) Banks in Northern Poland. Subject matter included, "Marketing for
Cooperative Banks", "Human Resources Management" and "Roles of Responsibilities of Cooperative Bank
Council Members". Santok Cooperative Bank, Zlotniki Kujawskie Bank and Aleksandrow Kujawski
Bank.
5. 1994 Volunteer in Overseas Cooperative Assistance (VOCA).
The Government of Latvia created the Agriculture Finance Company to channel a World Bank credit line
to farmers. Sent to work directly with the head of the credit department, to be a mentor in banking finance,
training, and human resource development. Worked for, and reported to, the World Bank in Washington
D.C.
1993 Volunteer in Overseas Cooperative Assistance (VOCA).
Sent as a farm manager and bank financial officer to work with the first (1st) Private Association of farmers
in the Iasi area of Romania. Duties for this project were to work with the banks to secure credit for this
first Private Association of land owners.

Sent as the team finance officer to help two collective farms form a capitalistic cooperative at Velke
Pavolivice and Strachotin, Czechoslovakia. Advised the cooperatives on measures to be taken to better the
