project prepared an Operations & Maintenance Manual,
including Water Users’ Association Guidelines for the
target communities represented by Water Users’
Associations/ Krishak Vikas Associations that would
have technical, management, and business skills required
to improve the management of irrigation water and
enhance its equitable distribution to ensure application
of agreed operations and maintenance plans. It is a JICA
funded Project. Especially contributed to drafting
guidelines for setting-up Water Users’ Associations
under Himachal Pradesh Societies Registration Act,
2006 and compliance with relevant legal provisions.
Worked on Drafting & Finalization of Finance and
Accounting Rules, applicable for ULBs governed by the
Madhya Pradesh Municipal Corporation Act, 1956 and
the Madhya Pradesh Municipalities Act, 1961. It is a
DFID funded Project.
Particularly worked on legal compliances and
arrangement of the contents of the rules & regulations
to meet the legal requirements and interact
independently with client to finalize the Rules.
Carried out Public Finance Management Study (PFMS)
for Chhattisgarh Government under the State

Partnership Program with European Commission (EU)
to help the Directorate of Institutional Finance of the
Government of Chhattisgarh to identify gaps and
weaknesses in expenditure tracking for health and
education sectors, and help to move towards output
budgets in the medium term. The study covers donor
funded and government funded schemes and programs
of the Health and School Education Departments of the
Government of Chhattisgarh. The report is accepted
by the Government of Chhattisgarh and uploaded
on its website www.scert.cg.gov.in
Was member of the consulting team engaged in
development and preparation of PPP Training Content
& Curriculum Development and Training of Trainers
for Department of Economic Affairs, Ministry of
Finance, Govt. of India funded by the World Bank, and
was assigned to work on developing case studies as part
of the training materials.
Was responsible for the evaluation of bids received for
the six laning project of Hyderabad-Bangalore section of
NH-7- Upgradation, Operation and Maintenance of
Hyderabad-Bangalore section from km 534.722 to km
556.840 in the state of Karnataka through PPP on
DBFOT basis (Package No. NS -2/BOT/KNT-2).
Assisted NHAI for pre-bid queries for NH-7 on RFQ
stage. Bid Evaluation at RFP Stage as well as shortlist
the Concessionaire, legal vetting of Model Concession
Agreement and legal vetting of SPV Company.
Financial Analysis for 2 laning and 4 laning of National
Highway No-203, 17 and 83 on BOT basis.
(prepared various scenarios of financial analysis of the
above National Highway Projects)
Assisted NHAI regarding the Disbursement of Grant,
Performance Security as well as financial opinion on
shortfall in the Performance Security for National
Highway No. 21 and National Highway No 22.
