E’ già trascorso un anno da…
Ho iniziato questa esperienza in Anasf e Fecif un anno fa. All’inizio le cose sono state veramente
complicate in quanto gli argomenti su cui essere informati in qualità di responsabile dell’area estero
sono molteplici. Negli ultimi mesi le mie energie si sono concentrate in particolar modo sulla
revisione della Mifid (Mifid II) a quattro anni dall’implementazione della stessa negli stati membri.
Ritengo questa direttiva fondamentale per chi esercita il nostro mestiere e per i nostri clienti. Tra le
varie proposte emendative presentate negli ultimi mesi dalle istituzioni europee, quella più
rappresentativa della realtà in cui opero è la tesi sostenuta da Markus Ferber. A tal proposito, nei
mesi scorsi, mi sono recata al Parlamento europeo per parlare di questo argomento con i
rappresentanti italiani ed esporre la posizione di Anasf e del Fecif in merito alla consulenza e alle
politiche di remunerazione.
Il consulente bancario e assicurativo in Europa deve svolgere la propria attività con un codice etico
rigoroso, a prescindere dalla modalità di prestazione del servizio (indipendente o meno).
Naturalmente il lavoro svolto deve essere retribuito in maniera onesta e soprattutto il consulente
deve informare il cliente dei costi che sosterrà per la prestazione.
La profilatura della tolleranza al rischio del cliente richiede da parte degli operatori una cura
approfondita che va aldilà della mera compilazione di un questionario. Spesso i clienti hanno
investimenti molto più rischiosi rispetto al loro profilo. Occorre informarli di ciò, istruirli sulle
conseguenze e periodicamente controllare gli investimenti sottoscritti per non esporre ulteriormente
il risparmiatore. Sono del parere che il profilo Mifid vada aggiornato annualmente, chiedendo al
cliente un appuntamento specifico in quanto, soprattutto in questa fase di crisi, le esigenze, gli
obiettivi, la tolleranza al rischio cambiano e, a volte, il risparmiatore non ne è consapevole.
Dalla mia esperienza lavorativa in questo settore, sono giunta alla considerazione che non conta
avere centinaia di prodotti da offrire ai propri clienti, anzi si crea solo confusione e si ingenera
l’idea di essere dei meri venditori.
Occorre avere prodotti di qualità che soddisfano appieno le varie esigenze dei risparmiatori,
seguendone il ciclo di vita, dall’infanzia alla vecchiaia, rispettandone il ceto sociale, l’età, la
composizione familiare etc.
Il mio sogno è che il mio mestiere assuma sempre più un ruolo sociale, ma ciò si può ottenere solo
lavorando duramente, non scendendo a compromessi, aiutando le persone ad accrescere la loro
cultura finanziaria. Naturalmente se anche la legislazione europea ci aiuterà il sogno un giorno
diventerà realtà.

complicated because the arguments on which to be informed as head of the foreign affairs are
many.
In recent months my energies were focused especially on the review of MiFID (MiFID II), who was
implemented four years ago in the member States. I think that this directive is fundamental for
people who practice our business and for our clients. Among the various amendment proposals
presented by the European institutions in recent months, the most representative of the reality in
which I work is the one suggested by Markus Ferber. In this regard, in recent months, I went to the
European Parliament to discuss this matter with italian representatives and I expose the position of
Fecif and ANASF about financial advice and remuneration policies.
The banking and insurance advisor in Europe must do his business with a rigorous code of ethics,
regardless of how the service is provided (whether independent or not). Of course the work must be
paid in an honest way and above all, the advisor must inform the client of the costs that he will
support for the provision of the service.
The profile of the risk tolerance of the client requires from operators a depth cure that goes beyond
the mere filling in of a questionnaire. Clients often have far riskier investments than their profile.
The advisor should inform them of this, teach them about the consequences and periodically
monitor the investments purchased in order to avoid further exposures. I am of the opinion that the
MiFID profile should be updated annually, asking the client a specific appointment because,
especially in this time of crisis, the needs, objectives, risk tolerance change and, at times, the
investor is not aware of it.
In my working experience in this sector, I come to the consideration that it isn’t important to have
hundreds of products to offer to their clients, rather it only creates confusion and engenders the idea
that the advisor is only a mere vendor.
It is necessary to have quality products that satisfy the various needs of investors, following the
cycle of life, from childhood to old age, while respecting their social class, age, family composition,
etc..
My dream is that my job takes more of a social role, but this can be achieved only by working hard,
without compromise, helping people to improve their financial literacy. Of course, if European
legislation help us, the dream will become a reality one day.
