LEADERSHIP 
 Established and oversaw the administration of office goals, policies and procedures in a busy Congressional office 
 Managed all personnel matters including hiring, salary negotiations, and disciplinary decisions for a Representative’s DC, District, 
Veterans Affairs Committee, and Campaign staff; responsible for leading the team in balancing the day-to-day operations of the 
office with the Member’s legislative agenda and the demands of the Congressional District’s constituents 
 Brought order to confusion by providing clear guidance, direction and supervision to both civilian and military teams , and ensuring 
the articulation of all operational goals and performance expectations on an individual and team level 
 Served as City Manager of a 340 square mile military installation servicing a population of over 195,000 Soldiers, Family members, 
retirees and civilian employees 
 Interfaced and fostered relationships with nine local communities as well as regional, state and federal officials in order to 
effectively manage one of the state’s largest cities and to successfully plan and execute an infrastructure pro gram in excess of $181 
million ($239 million in FY12 dollars) 
 Co-chaired the Union/Management partnership program representing over 2,500 workers 
 Successfully integrated the efforts of twenty-three subcontractors from six different countries as part of my oversight of a $2.6 
billion dollar logistics, repair parts, facilities, maintenance, and training acquisition and development program during a two-year 
overseas deployment 
OPERATIONS / EXECUTION 
 Coordinated the activities of four House subcommittees that included twenty-six full committee administrative staff and twenty-two 
personal staff 
 Coordinated and supervised the effort of all employees including press and constituent services 
 Developed and directed the Congressional office budget of $1,408,762 
 Represented the Secretary of the Army in the U.S. House of Representatives 
 In managing one of the state of Texas’ largest cities, executed all infrastructure operations within my operational budget ; led 
reengineering efforts that generated $187.6 million in savings and efficiencies 
 Directed the professional development and career management of 28,000 Army combat officers; managed their career development, 
assignment equity, and schooling opportunities in conjunction with the needs of the service 
 Controlled assignment process for officers at accession through retirement for Combat Arms Division of Army Personnel 
Command 
 Managed all aspects of the training to wartime standards of a tank heavy task force consisting of four armored companies of f ifty-six 
Abrams tanks, as well as support and attached units 
 Commanded and assured the deployment readiness of over 1,500 Army combat Soldiers

POLITICAL / LEGISLATIVE 
 Integrated the activities of the Veterans’ Affairs Congressional Committee for the Chairman/Ranking Member with the Member’s 
Congressional office to address specific issues of importance to 26 million Veterans while also serving the Representative’s 600,000 
constituents in the 51st District of California 
 Assisted in the development of the Member’s legislative initiatives and approved specific strategies and tactics to execute the 
legislative agenda 
 Acted as the Member’s principle liaison with community, business and government personnel 
 Maintained liaison with 435 Members of Congress, their personal staffs and the House’s twenty permanent/select committees 
NATIONAL SECURITY 
 Served as senior escort to numerous Congressional Delegations on worldwide fact finding tours 
 Oversaw total package fielding of the Light Armored Vehicle to the Kingdom of Saudi Arabia, Saudi Arabian National Guard 
Modernization Program; interfaced daily with Saudi senior executive managers and members of the extended royal family 
monitoring the fielding program 
 Developed and evaluated doctrinally correct war-fighting skills for all tank and mechanized US forces in Europe 
 Focused on the General Defense Plans established to counter potential WARSAW Pact and Soviet threats to NATO forces in the 
Federal Republic of Germany
