I bring the experience of seven years as a safety manager, coordinator, and trainer for a Part 46
regulated facility and mine site to the table. I have headed over 100 MSHA/CalOSHA
inspections, from their site arrival to the final contestment where I have averaged over a 35%
reduction in final citation costs. I will be the liaison between you and MSHA, from start to

2. Lehigh SW Cement Safety Manager
Redding California 04/2009 to 06/2014
Managed Safety Culture through all aspects of an operational cement plant. Safeguarded
compliance in a dual regulatory environment (MSHA and Cal OSHA) along with
management of explosives through ATF. This included development of internal safety
policies as well as implementation of corporate safety /health policies and procedures.
As a qualified Part 46 MSHA instructor, provided all required MSHA Annual and New
Miner training. Performed routine audits of the plant safety environment, and
spearheaded audit teams during MSHA, ATF, and OSHA regulatory inspections.
Generated legal contestments of regulatory citations, from issuance through
representation of the issue in court as a pro per litigant for the company. In one instance,
reduced a proposed $50,000 fine to $2,000 penalty through aggressive pursual of facts
and conditions overlooked by the inspector and unaccounted for during the assessment.
Through diligent work, have been able to maintain a 35% reduction of penalties without
having to take the cases fully to court.
Created and piloted an Access-based training database to track and document all safety
relevant training material and other required regulatory documentation. Implemented
task training modules, tailgate safety training material and other needed materials for
facility use to meet complex regulatory requirements.
Managed Workers Compensation injuries and issues generated at plant level through
system, from first injury to final return to work. Liaisoned with all involved parties to
coordinate efforts and benefits to achieve cost and time to return goals. Drove WC costs
from $960,000/year to under $10,000 in one year through an aggressive total WC process
restructuring.
In 2013, Redding Cement went 470 days without a lost time injury, the first time in
thirteen years the plant exceeded a single year without an LTI.
Managed the plant labor crew of up to 15 Union employees; and managed the contractual
labor crew of up to 12 temporary employees.
3. Lehigh SW Cement Safety Coordinator
Redding California 02/2007 to 4/2009:
Conducted weekly mock MSHA/Cal OSHA inspections/audits. Managed tracking of
issues to management through abatement process. Prepped plant and staff through such
endeavors in preparation for semiannual compliance inspections.
Performed required Industrial Hygiene testing for compliance with regulations.
Maintained contractor training information database.
Chaired the Joint Union/Management Safety Committee

Redding California 04/2003 to 02/2007:
Starting as a plant laborer, I undertook additional responsibilities towards career
advancement as soon as possible. I began advancing my skill set through operation of all
small mobile equipment, as well as Cardox (explosive) operations and plant processes.
Advanced to Relief Plant Operator and Control Room Operator, where I was responsible
for the daily operation of the plant production. This included responsibility for the
crushing, blending, grinding, and burning of the raw rock/materials towards the formation
of clinker, as well as the final grinding and transferring of the finished product to the
Shipping Department, all while maintaining strict compliance with internal quality
controls and external regulatory controls with regards to environmental pollution. In
addition, duties of the position included frequent liaison with incoming vendors and
personnel, as well as non-operational public inquiries regarding plant operation and
environmental impact.
Worked as plant electrician apprentice, qualified trained and competent with standard
voltage 480 systems; have experience with systems up to 4160. Well versed in relay
logic and associated troubleshooting of system operations.
