 Southern Province Rural Economic Advancement Project
($25 Million) March 2006- December 2009:
Key Activities: Reviewed implementation progress of
infrastructure sub-projects of local government roads,
construction of markets under local authorities, construction of
rural bridges; reviewed the implementation of safeguard policies
for the affected people; reviewed construction progress of local
authorities’ buildings, pre-schools, and other construction
activities; advised project staff and supervision consultants on
improvement of project performance, and budget allocation;
reviewed income generating activities and private sector
investments in agriculture-based enterprises; reviewed the
performance of credit facilities for micro, small, and medium-sized
enterprises (SMEs) with development banks; Reviewed the
progress of the devolution of responsibility for planning and
implementation to provincial and local governments; performance
review of training programs for local authority members and key
staff on financial management, administration, and maintenance
of assets; reviewed the performance of the capacity development
of the selected local authorities in the Southern Province.
 Conflict Affected Region Emergency Project ($150 Million),
September 2010 – February 2013.
Key Activities: Reviewed implementation progress of
infrastructure sub-projects of irrigation tank rehabilitation, building
construction of Divisional Secretariats and District Secretariats;
performance of irrigation tanks’ de-silting program with farmer
organizations; providing instruction to project staff and
supervision consultants on improvement of project performance;
reviewing of project and safeguard monitoring reports
 Post-Conflict Emergency Assistance for Livelihood
Restoration of Resettled Internally Displaced People in the
North Project February 2010 – December 2013
Key Activities: reviewed the progress of restoration of livelihood
of resettled internally displaced people (IDP) in the north;
performance review of the income-earning opportunities under
the project. Reviewed the progress of the rehabilitation and

maintenance of field irrigation canals (FICs) and rural access
roads (RARs) by rural communities, progress review of training
program for 2,000 IDP in agriculture-related subjects focused on
improving productivity and access to markets including value-
addition methods; and promoted saving habits among IDP,
leading to investment in sustainable ventures, including income-
generating activities.
 Improvement of Rural Access Roads and Livelihood
Development for the Poor Project, January 2008 – June
2011:
Reviewed rehabilitation and/or improvement of 200 km of rural
access roads by the selected poor communities in Rathnapura,
Badulla, and Monaragala Districts, reviewed performance of
providing direct income opportunities for rural poor families;
reviewed and guided for self-employment training program up to
2,000 unemployed family members; approval of contract
awarding and training programs.
 Public Works Restoration and Rehabilitation of Line
Drainage System of Tsunami-Affected Local Government
Roads project, September 2005 – December 2016
Key Activities: implemented the livelihood support program for
tsunami affected people in north and east by providing temporally
income opportunities for them.
 North East Community Restoration and Development
Project ($25 million), March 2001- December 2002.
Key Activities: reviewed and approved subproject proposals for
various sector including water supply, local roads, schools, health
centers; reviewed the contract evaluation documents and
approved awarding of contracts; conduced discussion with
affected poor communities and advise to project staff to identify
project proposals; advised the project staff and supervision
consultants to resolve implementation issues with administration
staff in North and East.

Responsible for overall portfolio management for Sri Lanka

Mission Leader for the ADB Country Portfolio Review
Missions (CPRM) in 1999, 2000, 2001 and 2002, Sri Lanka.
The specific objectives of the CPRM were: assessment
of the performance of the portfolio based on analysis of key
performance indicators and information gathered during the
review of individual projects with higher level government staff;
identification of possible loan savings for project scope changes;
identification of major generic and cross sectorial issues affecting
project implementation and review Government procedures and
policies for portfolio performance; review of the Government’s
capacity to implement projects
REGIONAL
COOPERATION
Coordinating all regional activities in the region as the ADB focal
point in Sri Lanka; conducted discussion with the Government

officers to promote regional projects in South Asia; participated
workshops and working group meetings on regional activities
under South Asia Sub-regional Economic Cooperation and South
Asian Association of Regional Cooperation and provided inputs
for project proposals.
