6. PETROLEUM AND THE TRANSPORTATION CRISIS
• Coal emits more CO2 than any other fossil fuel when it’s burned. It’s also
the main source of fuel for electricity worldwide, and in the United States it
accounts for 83 percent of greenhouse gas emissions in the electric power
sector (Center for Biological Diversity, 2019).
NATURAL GAS: NOT AS “CLEAN” AS IT PRETENDS
• Natural gas is general emits about half the CO2 of coal when
burned, is often dubbed the “cleanest” of the fossil fuel
triumvirate. However, in absolute terms it’s still a huge
contributor to global warming-causing emissions, and its
contribution is expected to grow(Center for Biological
Diversity, 2019).
• Burning petroleum emits about three-fourths as much
CO2 as burning coal, and oil’s role as the established
fuel for transportation globally, it’s neck-and-neck with
coal in the race to become the leading greenhouse gas
producer(Center for Biological Diversity, 2019).

10. JAMES M. INHOFE
MAJORITY MEMBER AND CHAIRMAN
OF THE SENATE COMMITTEE ON
ENVIRONMENT AND PUBLIC WORKS
In his speech at the “Crossroads III: Energy and Climate Policy Summit,” put on
by the Heritage Foundation and Texas Public Policy Foundation, Inhofe declared:
“One of the smartest things the other side did is when they got rid of, they quit
talking about, global warming and started talking about climate change. Don’t get
caught in that trap. I’ve had to say this on the senate floor many times: That climate
is changing. I mean, look at archaeologically, spiritually, scientifically.
Climate always changes. Don’t put yourself in a category where they disqualify you
for that reason.” (James M. Inhofe,2016)

“In other words, is there any experiment or observation that can
distinguish what is man caused climate change and what is
simply just natural climate?

does not necessarily mean that you think that it is rapid or

Myron Ebell
THE DIRECTOR OF ENERGY
AND ENVIRONMENT AT THE
COMPETITIVE ENTERPRISE
INSTITUTE (CEI)
“There has been a little bit of warming … but it’s been very
modest and well within the range for natural variability,
and whether it’s caused by human beings or not, it’s
nothing to worry about it (Achieve Today, 2007).”
“If global warming turns out to be a problem, which I
doubt, it won't be solved by making ourselves poorer
through energy rationing.” “It will be solved through
building resiliency and capability into society and through
long-term technological innovation and transformation.
(Thin Air, New York Times, 2003).”

13. CONCLUSION
13
Fossil fuels (coal, oil, gas) have, and continue to, play a dominant
role in global energy systems. Fossil energy was a fundamental
driver of the industrial revolution, and the technological, social,
economic and development progress. Energy has played a strongly
positive role in global change.
However, fossil fuels also have negative impacts, being the
dominant source of local air pollution and emitter of carbon
dioxide (CO2) and other greenhouse gases. The world must
therefore balance the role of energy in social and economic
development with the need to decarbonize, reduce our reliance on
fossil fuels, and transition towards lower-carbon energy sources.

Editor's Notes
Fossil fuels are made of hydrocarbons produced millions of years ago
We use fossil fuels daily.
Climate change effects are interrelated. The Earth is getting warmer because people are burning fossil fuels that causes harmful fumes such as greenhouse gasses to be emitted. Every living this relates to each other because climate change is a global issue.
Greenhouse gas emissions from fossil fuels
Emission factors of fossil fuels
Fossil fuels can have short-term (in the form of local air pollution) and long-term (in the form of climatic change) environmental impacts. Fossil fuels - being the dominant source of global energy production - are a key source of carbon dioxide (CO2).
However, fossil fuels can vary significantly in their relative emissions of CO2 per unit energy. To compare these differences, we use a metric called a 'carbon dioxide emissions factor' - which is shown for various fossil fuel sources in the chart below. This is measured as the quantity of CO2 emitted (in kilograms) per unit of energy produced (in megawatt-hours). These factors are defined by the Intergovernmental Panel on Climate Change (IPCC), and are applied across global and national accounts of greenhouse gas emissions.5
Although there can be notable differences in emissions factors between different types of a given fuel (for example, differences in coal types), there are some more general trends in the relative emissions between coal, oil and gas. Typically coal produces the most CO2 per unit energy, followed by oil (which is about one-third lower than coal), and natural gas (which can produce around half the emissions of coal).
As a result, coal is often termed the most polluting of the fossil fuels. Several countries - the largest example being the United States - have therefore achieved carbon dioxide reductions in recent years by substituting coal production in its energy supply with natural gas.
