ROLE OF REGULATORYBODIES
It is usually a non-profit organization of and for the professionals that built the interest of an
individual who is engaged in that particular profession. It provides membership that serves as a
legal document main role is to develop and monitor professional education, to establish code of
ethics and maintain the standards of profession.
Main Roles of RegulatoryBodies:
 To ensure the public’s rights to quality health care services.
 To support and assist professional members.
 Set and enforce standards of nursing practices.
 Monitor and enforce standards of nursing education.
 Monitor standards of nursing practice
 Set the requirement for registration of nursing professionals.
 Licensing of nurses.
MAJOR R EGULATORY BODIES:
1. Indian Nursing Council (INC)
2. State Nurses Registration Council (SNRC)
3. International Council for Nursing (ICN)
REGULATORY BODIES
INDIAN NURSING COUNCIL (INC):
INC is national regulatory body for nurses and nurse education in India. INC is an autonomous
body under the Government Of India, Ministry Of Health and Family Welfare, that was
ordinance by the Central Government under section3(1) of the INC Act 1947 of parliament in
order to establish a uniform standards of training for nurses, midwives and health visitors. The
INC was constituted in 1949.
OBJECTIVES:
1. To establish and monitor a uniform standard of nursing education for nurses midwife,
Auxiliary Nurse-Midwives and health visitors by doing inspection of the institutions.
2. To recognize the qualifications under section 10(2) (4) of the Indian Nursing Council
Act, 1947 for the purpose of registration and employment in India and abroad.
3. To give approval for registration to Indian and Foreign Nurses possessing foreign
qualification under section 11(2) (a) of the Indian Nursing Council Act, 1947.
4. To prescribe the syllabus & regulations for nursing programs.
5. Power to withdraw the recognition of qualification under section 14 of the Act in case the
institution fails to maintain its standards under Section 14 (1)(b) that an institution
recognized by a State Council for the training of nurses, midwives, auxiliary nurse
midwives or health visitors does not satisfy the requirements of the Council.
6. To advise the State Nursing Councils, Examining Boards, State Governments and Central
Government in various important items regarding Nursing Education in the Country.
ORGANIZATION:
FUNCTIONS OF INC:-
The Indian Nursing Council is the supreme governing body of nurses in India. It performs a
number of varied functions to uplift and establish uniform standards of nursing education.
1) PRESCRIBING OF SYLLABI: Purpose of nursing education is to prepare nurses who
will function as a members of the health team beginning with competencies for first level
position in both hospital and community. The programmes are developed according to
the health needs of the country, the community and the individual and it will serve as a
basis for the advanced study and specialization. The council has prescribed curricula for
various courses of nursing. Curricula are available for ANM, GNM, B.SC, M.SC and M
phil. Diploma in public health nursing and short term courses. The syllabi of a particular
course contain minimum requirements for the recognition of the programme and laid
specifications about:

 Teaching staff and their qualifications, additional staff, external lectures, physical
facilities, clinical facilities and hostel facilities.

 Training progrmmes:
 Year wise distribution of weeks, days and hours of training.
 Total time (hours) requirement.
 Field experience requirements in hours as per subject to be taught.
 Maintenance of records for each student.
 Scheme of examination.
2) IMPLEMENTATION OF SYLLABUS.
3)INSPECTION OF EXAMINATION CENTER AND SCHOOL OF NURSING: The
executive committee appoints inspectors from among members of the council or otherwise to
inspect any institution and to attend examinations held .Inspectors report to the executive
committee on the suitability of the institution for purpose of training and adequacy of training.
INSPECTIONS
 First inspection: first inspection is conducted on receipt of the proposal received from
the institute to start any nursing program prescribed by INC.
 Inspection for enhancement of seats: Indian Nursing council conducts inspection of the
institution once the institution is found suitable by Indian Nursing Council and on receipt
of the fees and the proposal for enhancement of seats.
 Periodic inspections: Indian Nursing Council conducts periodic inspections of the
institution after 3 years. Once the institution is found suitable by Indian Nursing Council
to monitor the standard of nursing education and the adherence of the norms prescribed
by INC. institutions are required to pay annual fees every year.
 Re-inspections: re-inspections are conducted for those institutions, which are found
unsuitable by INC. the institutions and the government are informed about the
deficiencies and advised to improve them. Once the institution takes necessary steps to
rectify the deficiencies, institution should submit the compliance report with
documentary proof of the deficiencies pointed out and re- inspection fees.
4) MAINTAINANCE OF REGISTERS: The INC maintains registers of nurses, midwives, and
GNM and health visitors. It is the duty of the secretary of the council to keep the registers in
accordance and revise them from time to time.
COMMITTEES UNDER INC
1. Executive Committee: To deliberate on the issues related to maintenance of standards of
nursing programs.
2. Nursing Education Committee: To deliberate the issues and polices matters concerning
the nursing education.
3. Equivalence Committee: To deliberate on the issues of recognition of foreign
qualifications. This is essential for the purpose of registrations under the INC Act 1947.
4. Finance Committee: This is the another important subcommittee of the council which
decides upon the matters pertaining to finance of the council in terms of budget,
expenditure, implementation of central govt. orders with respect to service conditions etc.
GUIDELINES FOR ESTABLISHMENT OF NEW NURSING SCHOOLS/COLLEGES IN
INDIA
 Any organization under the central government, state government, local body or a private
or public trust, mission, voluntary organization wishes to open a school of nursing,
should obtain the no objection/essentiality certificate from the state government.
 The Indian Nursing Council on receipt of the proposal from the institution to start nursing
programme, will undertake the first inspection to assess suitability with regard to physical
infrastructure, clinical facility and teaching faculty in order to start the programme.
 After obtaining the receipt of the permission to start the nursing programme from Indian
Nursing Council, the institution shall obtain the approval from the state nursing council
and examination board.
 Institution will admit the students only after taking approval of state nursing council and
examination board
INTERNATIONAL COUNCIL FOR NURSES (ICN)
The International Council of Nurses (ICN) is a federation of more than 130 national nurses
associations. It was founded I 1899 by Mrs. Bedford Fenwick. It is a non-political and self-
governing national nurses association.

OBJECTIVES:
1. To bring nurses organization together in a worldwide.
2. To advance the socio-economic status of nurses and the profession of nursing worldwide.
3. To provide mean through which the national associations can share their interest in the
promotion of health.
4. To assist national nurse association to improve the status of nurses within their
countries.
5. To influence global and domestic health policy.

ICN is governed by a 15-member board of director between meetings of CNR (including
President of ICN). Meeting of board members takes place2-3 times in a year and their term is
limited to four years.
GOVERNING BODY:
ICN is governed by one President and Three Vice-Presidents.
ELECTION OF PRESIDENT AND VICE-PRESIDENT:
1) The president is elected by the CNR and serves a four-year term of office.
2) The Vice-Presidents are elected from among the Board members. The highest vote –getter is
the First Vice-President, the second –highest vote –getter is the second Vice-President and the
third highest vote –getter is the third Vice- President.
CONFERENCES AND PROJECTS OF ICN:
1. The ICN hosts a quadrennial conference every four years in conjunction with the meeting
of CNR .The conference hosts a large number of professional practice workshops, poster
session, speaking events and plenary sessions.
2. ICN hosts other conferences on an as needed basis .Recent conferences have copied
topics such as international nurse migration issues, regulation of the profession of nurses,
rural nursing leadership issues ,advance practice issues ,and workplace environment.
3. The ICN sponsors International Nurses Day every 12th May. (Florence Nightingale’s
birthday.
4. The ICN is an official supporting organization of HIFA2015 (Health care information for
all by 2015)
THE ICN CODE OF ETHICS
The ICN code of ethics for nurses has 4 principal elements:
 Nurses and people
 Nurses and practice
 Nurses and profession
 Nurses and co-workers
NURSES AND PEOPLE
 The nurse’s primary responsibility is to people requiring nursing care.
 The nurse holds in confidence with society the personal information and uses
judgment in sharing this information.
 The nurse shares with society the responsibility for initiating and supporting
action to meet the health and social needs of the public in particular those of
vulnerable populations.
 The nurse also share the responsibility to sustain and protect the natural
environment from depletion, pollution, and destruction.
NURSES AND PRACTICE
 The nurse carries personal responsibility and accountability for nursing practice
and for maintaining competence by continual learning.
 The nurse at all time maintains standards of personal conduct which respect well
on the profession and enhance confidence
NURSES AND PROFESSION
 Nurses assume the major role in determining and implanting acceptable standards
of clinical practice, management and education.
 The nurse acting through the professional organization, participate in creating and
maintaining safe, equitable, social and economic working on condition in nursing.
NURSES AND COWORKERS
 The nurse sustain a collaborative and respectful relationship with co- workers in
nursing and other fields.
 The nurse takes appropriate action to safeguard individual, families and
communities when their health is endangered by a co- worker or any other person.
 The nurse takes appropriate action to support and guide co- workers to advance
ethical conduct.
STATE NURSES REGISTRATION COUNCIL (SNRC):
Introduction:
Registration in state nursing council is very necessary for every nurse. It is necessary to be
registered in order to function officially as a professional nurse. Registration councils are
functioning in all states of India and they are affiliated to INC.
A State Nurses Registration Council is the council that maintains a register of names of
professional nurses. These names are put into the Indian nurses register maintained by INC,
nurses, midwives and health visitors. All degree holding nurses must have to get the registration
in state council.
Functions:
 Recognize officially and inspect schools of nursing in the states
 Conduct examinations.
 Prescribe rules of conduct and take disciplinary action.
 Maintains registers of graduate nurses, nurses holding degrees in nursing, midwives,
auxiliary nurse midwives or multipurpose and health workers
U.P NURSING REGISTRATION COUNCIL
U.P. Nurses & Midwives Council is established by U.P. Act No. XV of 1934. U.P. Nurses &
Midwives Council is registered & recognized by Indian Nursing Council. The council is
authorized to do the Registration of Nurses, General Nurse & Midwives, Health Worker
(Female), B.Sc. Nursing & Auxiliary Nurse Midwives as per the schedule of Indian Nursing
Council.

  • 1. ROLE OF REGULATORYBODIES It is usually a non-profit organization of and for the professionals that built the interest of an individual who is engaged in that particular profession. It provides membership that serves as a legal document main role is to develop and monitor professional education, to establish code of ethics and maintain the standards of profession. Main Roles of RegulatoryBodies:  To ensure the public’s rights to quality health care services.  To support and assist professional members.  Set and enforce standards of nursing practices.  Monitor and enforce standards of nursing education.  Monitor standards of nursing practice  Set the requirement for registration of nursing professionals.  Licensing of nurses. MAJOR R EGULATORY BODIES: 1. Indian Nursing Council (INC) 2. State Nurses Registration Council (SNRC) 3. International Council for Nursing (ICN) REGULATORY BODIES INDIAN NURSING COUNCIL (INC): INC is national regulatory body for nurses and nurse education in India. INC is an autonomous body under the Government Of India, Ministry Of Health and Family Welfare, that was ordinance by the Central Government under section3(1) of the INC Act 1947 of parliament in order to establish a uniform standards of training for nurses, midwives and health visitors. The INC was constituted in 1949. OBJECTIVES: 1. To establish and monitor a uniform standard of nursing education for nurses midwife, Auxiliary Nurse-Midwives and health visitors by doing inspection of the institutions. 2. To recognize the qualifications under section 10(2) (4) of the Indian Nursing Council Act, 1947 for the purpose of registration and employment in India and abroad. 3. To give approval for registration to Indian and Foreign Nurses possessing foreign qualification under section 11(2) (a) of the Indian Nursing Council Act, 1947. 4. To prescribe the syllabus & regulations for nursing programs.

Power to withdraw the recognition of qualification under section 14 of the Act in case the institution fails to maintain its standards under Section 14 (1)(b) that an institution recognized by a State Council for the training of nurses, midwives, auxiliary nurse midwives or health visitors does not satisfy the requirements of the Council. 6. To advise the State Nursing Councils, Examining Boards, State Governments and Central Government in various important items regarding Nursing Education in the Country. ORGANIZATION: FUNCTIONS OF INC:- The Indian Nursing Council is the supreme governing body of nurses in India. It performs a number of varied functions to uplift and establish uniform standards of nursing education. 1) PRESCRIBING OF SYLLABI: Purpose of nursing education is to prepare nurses who will function as a members of the health team beginning with competencies for first level position in both hospital and community. The programmes are developed according to the health needs of the country, the community and the individual and it will serve as a basis for the advanced study and specialization. The council has prescribed curricula for various courses of nursing. Curricula are available for ANM, GNM, B.SC, M.SC and M phil. Diploma in public health nursing and short term courses.   • 3.  Teaching staff and their qualifications, additional staff, external lectures, physical facilities, clinical facilities and hostel facilities.  Students –terms and conditions of admission, health services, vacations and holidays.  Training progrmmes:  Year wise distribution of weeks, days and hours of training.  Total time (hours) requirement.  Field experience requirements in hours as per subject to be taught.  Maintenance of records for each student.  Scheme of examination. 2) IMPLEMENTATION OF SYLLABUS. 3)INSPECTION OF EXAMINATION CENTER AND SCHOOL OF NURSING: The executive committee appoints inspectors from among members of the council or otherwise to inspect any institution and to attend examinations held .Inspectors report to the executive committee on the suitability of the institution for purpose of training and adequacy of training. INSPECTIONS  First inspection: first inspection is conducted on receipt of the proposal received from the institute to start any nursing program prescribed by INC.  Inspection for enhancement of seats: Indian Nursing council conducts inspection of the institution once the institution is found suitable by Indian Nursing Council and on receipt of the fees and the proposal for enhancement of seats.  Periodic inspections: Indian Nursing Council conducts periodic inspections of the institution after 3 years. Once the institution is found suitable by Indian Nursing Council to monitor the standard of nursing education and the adherence of the norms prescribed by INC. institutions are required to pay annual fees every year.  Re-inspections: re-inspections are conducted for those institutions, which are found unsuitable by INC. the institutions and the government are informed about the deficiencies and advised to improve them. Once the institution takes necessary steps to rectify the deficiencies, institution should submit the compliance report with documentary proof of the deficiencies pointed out and re- inspection fees. 4) MAINTAINANCE OF REGISTERS: The INC maintains registers of nurses, midwives, and GNM and health visitors. It is the duty of the secretary of the council to keep the registers in accordance and revise them from time to time. COMMITTEES UNDER INC 1. Executive Committee: To deliberate on the issues related to maintenance of standards of nursing programs.
  • 4. 2. Nursing Education Committee: To deliberate the issues and polices matters concerning the nursing education. 3. Equivalence Committee: To deliberate on the issues of recognition of foreign qualifications. This is essential for the purpose of registrations under the INC Act 1947. 4. Finance Committee: This is the another important subcommittee of the council which decides upon the matters pertaining to finance of the council in terms of budget, expenditure, implementation of central govt. orders with respect to service conditions etc. GUIDELINES FOR ESTABLISHMENT OF NEW NURSING SCHOOLS/COLLEGES IN INDIA  Any organization under the central government, state government, local body or a private or public trust, mission, voluntary organization wishes to open a school of nursing, should obtain the no objection/essentiality certificate from the state government.  The Indian Nursing Council on receipt of the proposal from the institution to start nursing programme, will undertake the first inspection to assess suitability with regard to physical infrastructure, clinical facility and teaching faculty in order to start the programme.  After obtaining the receipt of the permission to start the nursing programme from Indian Nursing Council, the institution shall obtain the approval from the state nursing council and examination board.  Institution will admit the students only after taking approval of state nursing council and examination board INTERNATIONAL COUNCIL FOR NURSES (ICN) The International Council of Nurses (ICN) is a federation of more than 130 national nurses associations. It was founded I 1899 by Mrs. Bedford Fenwick. It is a non-political and self- governing national nurses association. Full name - International Council of Nurses Founded - 1899 Office location-Geneva, Switzerland Website- www.icn.ch OBJECTIVES: 1. To bring nurses organization together in a worldwide. 2. To advance the socio-economic status of nurses and the profession of nursing worldwide. 3. To provide mean through which the national associations can share their interest in the promotion of health.

ORGANISATION: Council of National Representative Select policy Admit members Select a board of director ICN is governed by a 15-member board of director between meetings of CNR (including President of ICN). Meeting of board members takes place2-3 times in a year and their term is limited to four years. GOVERNING BODY: ICN is governed by one President and Three Vice-Presidents. ELECTION OF PRESIDENT AND VICE-PRESIDENT: 1) The president is elected by the CNR and serves a four-year term of office. 2) The Vice-Presidents are elected from among the Board members. The highest vote –getter is the First Vice-President, the second –highest vote –getter is the second Vice-President and the third highest vote –getter is the third Vice- President. CONFERENCES AND PROJECTS OF ICN: 1. The ICN hosts a quadrennial conference every four years in conjunction with the meeting of CNR .The conference hosts a large number of professional practice workshops, poster session, speaking events and plenary sessions. 2. ICN hosts other conferences on an as needed basis .Recent conferences have copied topics such as international nurse migration issues, regulation of the profession of nurses, rural nursing leadership issues ,advance practice issues ,and workplace environment. 3. The ICN sponsors International Nurses Day every 12th May. (Florence Nightingale’s birthday. 4. The ICN is an official supporting organization of HIFA2015 (Health care information for all by 2015)

THE ICN CODE OF ETHICS The ICN code of ethics for nurses has 4 principal elements:  Nurses and people  Nurses and practice  Nurses and profession  Nurses and co-workers NURSES AND PEOPLE  The nurse’s primary responsibility is to people requiring nursing care.  The nurse holds in confidence with society the personal information and uses judgment in sharing this information.  The nurse shares with society the responsibility for initiating and supporting action to meet the health and social needs of the public in particular those of vulnerable populations.  The nurse also share the responsibility to sustain and protect the natural environment from depletion, pollution, and destruction. NURSES AND PRACTICE  The nurse carries personal responsibility and accountability for nursing practice and for maintaining competence by continual learning.  The nurse at all time maintains standards of personal conduct which respect well on the profession and enhance confidence NURSES AND PROFESSION  Nurses assume the major role in determining and implanting acceptable standards of clinical practice, management and education.  The nurse acting through the professional organization, participate in creating and maintaining safe, equitable, social and economic working on condition in nursing. NURSES AND COWORKERS  The nurse sustain a collaborative and respectful relationship with co- workers in nursing and other fields.  The nurse takes appropriate action to safeguard individual, families and communities when their health is endangered by a co- worker or any other person.  The nurse takes appropriate action to support and guide co- workers to advance ethical conduct. STATE NURSES REGISTRATION COUNCIL (SNRC): Introduction: Registration in state nursing council is very necessary for every nurse. It is necessary to be registered in order to function officially as a professional nurse. Registration councils are functioning in all states of India and they are affiliated to INC.
  • 7. A State Nurses Registration Council is the council that maintains a register of names of professional nurses. These names are put into the Indian nurses register maintained by INC, nurses, midwives and health visitors. All degree holding nurses must have to get the registration in state council. Functions:  Recognize officially and inspect schools of nursing in the states  Conduct examinations.  Prescribe rules of conduct and take disciplinary action.  Maintains registers of graduate nurses, nurses holding degrees in nursing, midwives, auxiliary nurse midwives or multipurpose and health workers U.P NURSING REGISTRATION COUNCIL U.P. Nurses & Midwives Council is established by U.P. Act No. XV of 1934. U.P. Nurses & Midwives Council is registered & recognized by Indian Nursing Council. The council is authorized to do the Registration of Nurses, General Nurse & Midwives, Health Worker (Female), B.Sc. Nursing & Auxiliary Nurse Midwives as per the schedule of Indian Nursing Council.
