Why produce a Climate Action Roadmap
• Required by the Climate Action Mandate for all public bodies other
than schools, local authorities and commercial semi-states
• More importantly, it is a living document which sets out how you will
deliver on your energy and greenhouse gas reduction targets

The 2030 Targets
• The greenhouse gas emissions reduction targets are ABSOLUTE targets,
from a 2016-18 baseline
• There are two 2030 greenhouse gas reduction targets
- thermal and transport emissions – 51% reduction
- Total – 51% reduction in thermal and transport emissions PLUS
electricity emissions reductions in line with the decarbonisation of the
grid
• Energy efficiency target is a RELATIVE target (from original baseline)
– 50% improvement by 2030
• The Gap to Target tool on M&R provides each organisation with their own
specific version of the targets
• Most important to focus on the thermal and transport emissions reductions

emission reduction per year if
starting from 2023
SEAI supports
• Partnership Support Managers are being assigned to public bodies
• First tasks are to help you understand the target, and populate the
Gap to Target tool.
• Advisor can help investigate opportunities, sense checking data,
assumptions and feasibility, and help you turn solutions in actions
for your roadmaps
• If more in-depth modelling of different decarbonisation pathways is
required, public bodies should request this through their PSM

The 2030 Targets • The greenhouse gas emissions reduction targets are ABSOLUTE targets, from a 2016-18 baseline • There are two 2030 greenhouse gas reduction targets - thermal and transport emissions – 51% reduction - Total – 51% reduction in thermal and transport emissions PLUS electricity emissions reductions in line with the decarbonisation of the grid • Energy efficiency target is a RELATIVE target (from original baseline) – 50% improvement by 2030 • The Gap to Target tool on M&R provides each organisation with their own specific version of the targets • Most important to focus on the thermal and transport emissions reductions 19 www.seai.ie

  3. Thank you Sorcha for that overview of policy I will just talk through the guidance, the targets and SEAI supports before handing over to Liam to take you through the gap to target tool

  5. 1 m Rather than by end of 2022, Add verbally .. By the public sector conference , have a good draft of the energy related decarbonisation parts of the plan
  6. 1.5 m Guidance published in October ,on Energy Link and on SEAI website Follows the climate action mandate closely. Our people Leadership and governance – this is a critical part of the - requires appointment of Climate and Sustainability Champion - Director level should be a different person from the EPO in most PBs unless very small - also requires creation of a green team Training and awareness - Changing ways of working – energy and environmental systems, digitising processes, green public procurement, resource use Buildings and transport – Display Energy Certificates, fossil fuel heating should not be installed after 2023 (will need design briefs and procurement procedures to be updated), making workplaces bicycle friendly, purchasing only zero emission vehicles where possible) Energy and carbon targets 80% of effort in producing this first roadmap should be focussed on energy and energy related GHG reduction# The majority of the rest of this session will be about this element of the roadmaps

We have not required a particular format for the climate action roadmaps, appreciating that some organisations have already been getting on with producing them and also the roadmap is for you, your leadership and your staff, so its best to go with the format that suits you. For smaller organisatoins, we have suggested you use the defined headings at the end of the guidance The key thing is it is focussed on

Thermal and transport emissions from public sector have been flat for many years, even while energy efficiency has improved.
