When
Originally known as the Association of Structural Fire Protection Contractors and Manufacturers (ASFPCM), the association was formed in 1975
Who is the Association for Specialist Fire Protection?

Why
In recognition of a need to bring together passive fire protection (PFP) manufacturers, contractors and testing/certification bodies to encourage, develop and give guidance on essential standards in PFP.

To better reflect the diversity of the work then being undertaken in the fields of fire stopping, fire resisting ducting, fire dampers, fire resisting partitions and other elements used for compartmentation

•European product standards (hEN) – prepared in CEN
•European Technical Assessments – (ETAs) – prepared by an Approval Body against a European Assessment Document (EAD) (only where no hEN exists)

European product standards (hEN)
•Acknowledged by the European Commission as being one used in the CE marking process
•is termed a ‘harmonised’ EN (hEN)
•Is given this status by announcement in the EU Official Journal (OJEU)

What’s in hENs and EADs?

Role of third party bodies (AVCP)
•Assessment & Verification of Constancy of Performance (AVCP)
•The level of AVCP depends upon the essential requirements, the product and its end use
•There are five systems of AVCP:
–System 1 – All controlled by Notified Certification Body or Technical Approval Body
–System 3 – Used for less critical products than system 1
–System 4 – Used for less critical products than system 3

What level is Attestation of Conformity set at for each product?
•Fire resistance - mainly System 1
•Reaction to fire - either System 1, 3 or 4, decided by…

*products/ materials for which a clearly identifiable stage in the production process results in an improvement of the reaction to fire classification (e.g. an addition of fire retardants or a limiting of organic material)

•CPR is directly applicable in all Member States
•CPR came into force June 2013
•CE marking mandatory if product is covered by a hEN
•CE marking still voluntary if product covered by an EAD
•So….

The date at which CE marking becomes mandatory is determine by the product standard and principally the date that the product standard is published either as an EAD or as a hEN

What you need to do – 1
•Determine if your product is covered by a harmonised product standard (hEN) or an European Assessment Document (EAD)
•Determine the status of the hEN or ETAG. Is it published or still in development? Many are still being drafted
•Determine how many of your products can be grouped together into families
•Approach a Notified Body (for products covered by a hEN) or an Technical Approval Body (TAB) for products covered by an ETAG/EAD)

•If the products is AVCP system 3 then:
–Organise the testing with a Notified Body (test lab)
–Make a Declaration of Performance
–CE mark your product accordingly
•If the products is AVCP system 1 then:
–Notified Certification Body (for hEN products) or a Technical Approval Body (TAB for EAD products) will organise the testing and issue a Certificate of Conformity.
–Make a Declaration of Performance
–CE mark your product accordingly.

A most important step is:
•Choose a good Notified Test/Certification Body or Technical Approval Body (TAB).
•For Notified test laboratories, look for those who are members of EGOLF (European organisation for fire testing, inspection and certification)
•For Notified certification bodies and Notified test laboratories, ask if they regularly participate in the Group of Notified Bodies Fire Sector Group (they should).

Final points
•There is a lot of misinformation about CE marking
•Some stakeholders claim CE marking is mandatory, when it is not yet so for many products
•Some stakeholders will claim that it is not mandatory, when it is
•Some manufacturers will voluntarily CE mark their products to get an advantage in the market. If enough do so then it may become de facto mandatory
•It will take some years before it becomes the norm throughout the construction industry
•The ASFP will always be around for guidance!
