City of Perth Parking (CPP) Organisation Statement
CPP VISION
“To be the number one choice for parking within the City of Perth by encouraging
innovation and balancing our commercial obligations with our community service
and environmental responsibilities”
City of Parking (CPP) is owned and managed by the City of Perth Council and is responsible
for on-street parking revenue management and off-street car park facilities, financial control,
operations and maintenance. CPP is unique in that it runs on a quasi-commercial basis;
requiring a carefully balanced mix of serving the community whilst remaining the largest
income generator for the City of Perth. With an annual turnover of $72 million, CPP provide a
first class level of service for our 10 million annual customers.
Over the last year, City of Perth Parking have been involved in many exciting and innovative
projects, including the redevelopment of Goderich St car park, which will showcase the latest
in License Plate Recognition (LPR) and provide a ticketless payment alternative. CPP have
also developed a unique parking app for use on mobile devices, which has made parking in
the city easier for customers. The application includes a unique ‘real time bay availability’
feature, which is the first of its kind in Australia and helps customers to spend less time in
their cars by telling them exactly how many parking bays are available in each of our car
parks, while also reducing traffic congestion and CO2 emissions The app was recently
recognised by the Parking Association of Australia, who awarded it the Innovation Award for
Excellence.
CPP strive to continually provide enhancements and business improvements to ensure that
our services are of the highest standard; competitively priced, user friendly, safe and secure.
Our many business improvements and achievements continue to contribute to the vision of
the City of Perth as a whole.
Our Commitment to the Environment
CPP cares about the environment and ensures that whenever possible, all activities are
refined to reduce environmental impact. We support energy, water and electrical
sustainability. Initiatives such as parking facilities for electric vehicles, ticketless parking, tree
planting contributions that off-set carbon emissions and utilising solar energy to power
parking meters are just a few ways we live and breathe sustainability.
The Elder Street car park; one of CPP's newest facilities, showcases an array of
environmentally friendly features that set a bold new standard in green car park design.
Features include: solar panels, rain water harvesting, automatic CO2 monitoring, natural
ventilation, low energy lighting and electric vehicle charging facilities. Elder Street car park
has been set as the benchmark for all CPP car parks. In time, the technologies will be rolled
out to the rest of the car parks.
The City of Perth is the first local authority in Australia to commit to a climate change initiative
in the form of carbon sequestration by planting and maintaining 170,000 trees for a 40 year
production life funded from fees paid by parking customers. A further 85,000 trees are to be
planted in 2013; demonstrating the City’s commitment to reducing atmospheric carbon.
The ‘greener place to park’ positioning is what we believe the future of parking should be
about.
Customer Service
City of Perth Parking strives to provide top class levels of customer service. We often receive
compliments from parking patrons and use feedback to improve our service. The satisfaction
of our customers is at the forefront of our decision making processes.
Our Team
At OSP, staff are the biggest asset to our business. Demonstrating a proactive and positive
attitude, our staff work in an open and collaborative manner and with a commitment to
innovation and progressive technology to provide customers with a first rate parking
experience.
Our Future
City of Perth Parking is committed to innovative ways of improving the parking experience for
our consumers. We actively seek feedback from our customers and incorporate this into our
plans and design ambitions. As the needs of our customers continue to change and grow, we
will seek ways of improving so that they get the best parking technology and service we can

City of Perth Parking (CPP) Mobile Parking App
OVERVIEW
Launched in January 2012, the CPP mobile app is a unique and innovative application for iPhone,
iPad and Android devices. It is designed in line with the CPP vision; to place customer and
environmental needs at the forefront of what we do.
The application works hand in hand with the CPP website www.cityofperthparking.com.au to provide
customers with up-to-date parking information, including car park location details, a car parking timer
and maps, all at the touch of a button. It enables visitors and commuters to quickly and efficently find
an available car park space in the city; helping them spend less time in their car while also reducing
traffic congestion and CO2 emissions.
The app is the first of its kind in Australia to provide drivers with a 'real-time bay availability' feature;
showing exactly how many spaces are available in CPP car parks in real time. Another stand-out
feature is its ability to link with a device's GPS to navigate customers directly to the car park of their
choice. The app not only saves time and effort but also reduces congestion and carbon emissions
caused by drivers searching for spaces.
The app was created in response to the growing use of mobile technology, ongoing concern over
global warming and an ever increasing population. Over 70% of the developed world now has a
mobile or smart phone and CPP have designed a pioneering product tailored to enhance the parking
experience for our customers, whilst reducing vehicle gas emissions. The app is available for
download from the CPP website and is accessible anytime, anywhere; providing a new level of
flexibility.
The mobile app project was completed on time and within budget and we are continuously looking at
innovative ways of improving it so our consumers get the best technology we can provide them with.

Description of a Specific Program
INNOVATION
The CPP mobile app is a unique and cutting edge application for
mobile devices, designed in line with the CPP vision:
"To be the number one choice for parking within the City of Perth by
encouraging innovation and balancing our commercial obligations
with our community service and environmental responsibilities."
CPP's aim was to produce a pioneering parking product that utilised
state of the art technology, was easy to use, had a positive impact on
the environment, was more than just an information source and
placed customers in the 'driving seat' of their parking experience. The
outcome was a product that stood out from all others and exceeded
the needs of the market. Perth Lord Mayor, Lisa Scaffidi summed up
the achievement:
"It enables people to park faster and smarter by allowing them to view which car parks are
nearby to their destination and how many bays are available in real-time…helping you
spend less time in your car while also reducing traffic congestion.”
CPP have responded to the challenge of providing efficient parking for a growing number of
residents and visitors whilst reducing our impact on the environment. What separates the
CPP mobile app from other parking apps are its unique elements, including real time parking
bay availability, making it an Australian first!
Real Time Bay Availability
The app provides customers with a unique ‘real-time bay availability’ feature, which is the
first of its kind in Australia. This new feature helps visitors and commuters plan for their
parking more efficiently by allowing them to view exactly how many bays are available, in
real time, across 11 of CPP’s major car parks. When clicking onto a car park name, tabs
with photos, rates and opening hours also appear. By using this feature, consumers can
pre-plan their parking location more efficiently, and can actively make a choice about where
to park in the City. This also means that less time is spent in vehicles trying to find a parking
space, also reducing traffic congestion and CO2 emissions.
Car park locator/GPS Connectivity
Another innovative feature is the app's ability to link with a device's GPS to navigate
customers directly to the car park of their choice. The app uses GPS technology to plan a
route and find a car park closest to the customer’s city destination. It also allows users to
pinpoint their current location and then displays nearest car parks with directions using
online maps. This feature helps people get to where they need to go easily and on time,
while reducing traffic congestion and fuel wastage.
Also utilising GPS functionality, the 'Locate your Car' feature allows patrons to enter their
location within a CPP car park on their smart phone once parked. On returning to their car,
they can select the ‘find my car’ button on the CPP app and it will give them directions back
to their car, even telling them what floor in the car park they parked on.
The CPP Parking App is a must have for anyone who works, visits or shops in the city. The
app is available for download from the CPP website and is accessible anytime, anywhere;
providing a new level of flexibility for CPP customers. With continued positive feedback from
an ever-growing number of users, the application is a proud achievement for City of Perth
Parking. It is the most downloaded navigation app of its kind in Australia, with over 19,000
downloads so far.
ADAPTABILITY
City of Perth Parking is committed to innovative ways of making the parking experience
better for consumers, whilst reducing the impact of the parking industry on the environment.
The CPP mobile parking app is constantly evolving and there is always potential for it to be
developed further. We actively seek feedback from app users and incorporate this into our
design ambitions. As the needs of our customers continue to change and grow, we will seek
ways of improving so that they get the best technology and service we can provide them
with.
CPP regularly meet with the developers of the mobile app; 'Inhouse', to discuss
opportunities to further improve and develop the app. We are currently investigating the
possibility of implementing an online reservation system and providing bay availability for
each floor at our Elder St car park to further enhance our service. We are also developing
our software to make the app compatible with iPhone 5 and mobile Windows 8 operating
systems. It is our aim to make the product as easily to access as possible.
The app can be recreated and adapted for other local authorities wishing to provide their
customers with the same level of service delivered by CPP. Various other authorities, both
locally and nationally, have contacted CPP to enquire about the app and the possibility of
using similar technology in their own areas. This reflects the success of the project within
the industry and how the CPP mobile app is the new benchmark in technology for parking.
The app has received great feedback from a range of different stakeholders, particularly
organisations who hold events in the City. City of Perth Parking work cooperatively with a
range of event organisers and venues in the City to promote both their events and CPP car
parks. The CPP mobile app has the potential to positively impact upon a range of different
events by making the parking experience for customers travelling to and from venues
efficient, stress-free and more environmentally friendly. The app advertises events in the city
and provides information, including details of car parks nearby the venue. Customers can
plan their journeys in advance and make use of both the GPS navigation and real time bay
availability features of the app to make their journey a smooth one.
An example of such reciprocity is the working relationship between CPP and Artrage. CPP
work closely with Artrage, who use our Roe St car park to host a daily rooftop movie event
during summer months. The mobile app advertises the event and provides directions to the
venue, encouraging Artrage customers to attend the event. Artrage have praised the mobile
app and the benefits it brings to their business. There is potential for more businesses to
work in conjunction with CPP to help visitors reach their services and contribute to the
overall vibrancy of the city.
CPP have raised the bar in environmentally friendly parking technology and hope that our
innovation will become the benchmark in parking standards.
FUNCTIONALITY AND PERFORMANCE
The CPP mobile parking app has succeeded in its objective to make parking in the city
easier for customers, while also helping the environment and contributing to the economic
and social vibrancy of Perth. The user-friendly app takes the stress out of finding a parking
space in a busy city and provides customers with greater choice about where to park and
how much to pay. Visiting the city is made easier and drivers are more likely to return to
Perth after a successful parking experience.
The app provides customer service, environmental, financial and social benefits for its
users. Features include:
Real Time Bay Availability
On the bay availability page, 11 of our top car parks are listed with full addresses and the
exact number of parking bays available in real time, allowing customers to pre-plan their
parking location and journey more efficiently. This means less time is spent in the car driving
round looking for a parking bay; reducing stress, traffic congestion and CO2 emissions.
Car park locator/map
The car park locator uses GPS technology to find a car park closest to the consumers’ city
destination or their current location, plan a route and link with satellite navigation to provide
directions. Nearest car parks are displayed with directions using interactive maps.
Car parking timer
Parking expiry time can be set at a swipe of a finger. This feature can be used for on and off
street parking and the parking meter alarm ensures customers are notified when their
parking is about to expire, therefore reducing the likelihood of a fine.
Locate your car GPS feature
This function allows the visitor to enter their location within a CPP car park on their smart
phone once parked. On returning to their car, they can select the ‘find my car’ button on the
CPP app and it will provide directions back to their car in the car park, even telling them
what floor they parked on.
Up to date parking information, promotions and discounts
The news page gives visitors and commuters up to date information on news and events in
the city that may affect their journey to a CPP car park. The promotions page tells users
about the benefits of using a parking card and navigates to the website page with full
information.
Contact CPP page
The contact page provides contact details, a link to the CPP website and a 'call CPP' which
dials the CPP Customer Service line directly when pressed.
SUSTAINABILITY STATEMENT
City of Perth Parking strives to balance our community and environmental responsibilities
with our commercial obligations in all areas of the business. When developing the mobile
app, our main objective was to provide visitors and commuters with up to date information
on bay availability within the city and reduce Co2 emissions.
The project not only helped us to provide a first class service for our customers but also
reduced the impact of parking on the environment.
By taking the hassle out of parking in the City for visitors, commuters and shoppers, the
CPP mobile app encourages tourism, culture and city vibrancy. More people parking means
more shoppers, more people attending events and more people doing business, which all
ultimately contribute to the economic prosperity of the City. A large percentage of the annual
$66 million income made by CPP is reinvested in City of Perth initiatives and projects,
meaning that the CPP mobile app contributes to the City's economy in a range of different
ways.
There are many direct economic savings for customers using the mobile app, including
being able to save money by being aware of the various pricing scales at different car parks.
Information about CPP car park locations and parking fees at all of our car parks is readily
available on the app; providing customers with a choice about where to park and how much
to pay. Users of the app can also stay up to date with special City of Perth parking
information, discounts and promotions.
One of the most beneficial aspects of using the app is the time saved in looking for a parking
space. The CPP mobile app links with a device's GPS to navigate our customers directly to
a car park of their choice, while the real time bay availability feature shows the exact number
of available parking spaces, meaning an end to getting lost or driving round and round in
search of that elusive last space. For our business customers, we understand that 'Time is
money' and every minute spent looking for a parking space is a minute wasted. The CPP
mobile app helps people get to where they need to go easily and on time, while reducing
traffic congestion and fuel wastage. The app's impact on reducing congestion also means
less traffic circulation and a decrease in both CO2 emissions and road maintenance
required
Customers are also able to set their parking expiry time at the swipe of a finger using the car
parking timer functionality. This feature can be used for on and off street parking and
ensures customers are notified when their parking is about to expire using an alarm
reminder. This function is very popular, as it reduces the likelihood of customers returning
late to their cars and receiving a fine.
The mobile application project was completed both on time and within budget. The City
originally looked into placing way-finding signs at the main entrances to the City to assist
drivers in finding car parking spaces, however this not the most environmentally friendly
option. By developing the mobile app, the City is delivering first class technology to our
customers whilst reducing the impact of transport on the environment.

Initiatives such as parking facilities for electric vehicles, ticketless parking, tree planting contributions that off-set carbon emissions and utilising solar energy to power parking meters are just a few ways we live and breathe sustainability. The Elder Street car park; one of CPP's newest facilities, showcases an array of environmentally friendly features that set a bold new standard in green car park design. Features include: solar panels, rain water harvesting, automatic CO2 monitoring, natural ventilation, low energy lighting and electric vehicle charging facilities. Elder Street car park has been set as the benchmark for all CPP car parks. In time, the technologies will be rolled out to the rest of the car parks. The City of Perth is the first local authority in Australia to commit to a climate change initiative in the form of carbon sequestration by planting and maintaining 170,000 trees for a 40 year production life funded from fees paid by parking customers. A further 85,000 trees are to be planted in 2013; demonstrating the City’s commitment to reducing atmospheric carbon. The ‘greener place to park’ positioning is what we believe the future of parking should be about. Customer Service City of Perth Parking strives to provide top class levels of customer service. We often receive compliments from parking patrons and use feedback to improve our service. The satisfaction of our customers is at the forefront of our decision making processes. • 5. City of Perth Parking (CPP) Mobile Parking App OVERVIEW Launched in January 2012, the CPP mobile app is a unique and innovative application for iPhone, iPad and Android devices. It is designed in line with the CPP vision; to place customer and environmental needs at the forefront of what we do. The application works hand in hand with the CPP website www.cityofperthparking.com.au to provide customers with up-to-date parking information, including car park location details, a car parking timer and maps, all at the touch of a button. It enables visitors and commuters to quickly and efficently find an available car park space in the city; helping them spend less time in their car while also reducing traffic congestion and CO2 emissions. The app is the first of its kind in Australia to provide drivers with a 'real-time bay availability' feature; showing exactly how many spaces are available in CPP car parks in real time. Another stand-out feature is its ability to link with a device's GPS to navigate customers directly to the car park of their choice. The app not only saves time and effort but also reduces congestion and carbon emissions caused by drivers searching for spaces. The app was created in response to the growing use of mobile technology, ongoing concern over global warming and an ever increasing population. Over 70% of the developed world now has a mobile or smart phone and CPP have designed a pioneering product tailored to enhance the parking experience for our customers, whilst reducing vehicle gas emissions. The app is available for download from the CPP website and is accessible anytime, anywhere; providing a new level of flexibility. The mobile app project was completed on time and within budget and we are continuously looking at innovative ways of improving it so our consumers get the best technology we can provide them with. • 6. INNOVATION The CPP mobile app is a unique and cutting edge application for mobile devices, designed in line with the CPP vision: "To be the number one choice for parking within the City of Perth by encouraging innovation and balancing our commercial obligations with our community service and environmental responsibilities." CPP's aim was to produce a pioneering parking product that utilised state of the art technology, was easy to use, had a positive impact on the environment, was more than just an information source and placed customers in the 'driving seat' of their parking experience. The outcome was a product that stood out from all others and exceeded the needs of the market. Perth Lord Mayor, Lisa Scaffidi summed up the achievement: "It enables people to park faster and smarter by allowing them to view which car parks are nearby to their destination and how many bays are available in real-time…helping you spend less time in your car while also reducing traffic congestion.” CPP have responded to the challenge of providing efficient parking for a growing number of residents and visitors whilst reducing our impact on the environment. What separates the CPP mobile app from other parking apps are its unique elements, including real time parking bay availability, making it an Australian first! Real Time Bay Availability The app provides customers with a unique ‘real-time bay availability’ feature, which is the first of its kind in Australia. This new feature helps visitors and commuters plan for their parking more efficiently by allowing them to view exactly how many bays are available, in real time, across 11 of CPP’s major car parks. When clicking onto a car park name, tabs with photos, rates and opening hours also appear. By using this feature, consumers can pre-plan their parking location more efficiently, and can actively make a choice about where to park in the City. This also means that less time is spent in vehicles trying to find a parking space, also reducing traffic congestion and CO2 emissions. Car park locator/GPS Connectivity Another innovative feature is the app's ability to link with a device's GPS to navigate customers directly to the car park of their choice. The app uses GPS technology to plan a route and find a car park closest to the customer’s city destination. It also allows users to pinpoint their current location and then displays nearest car parks with directions using online maps. This feature helps people get to where they need to go easily and on time, while reducing traffic congestion and fuel wastage. Also utilising GPS functionality, the 'Locate your Car' feature allows patrons to enter their location within a CPP car park on their smart phone once parked. On returning to their car, they can select the ‘find my car’ button on the CPP app and it will give them directions back to their car, even telling them what floor in the car park they parked on. The CPP Parking App is a must have for anyone who works, visits or shops in the city. The app is available for download from the CPP website and is accessible anytime, anywhere; providing a new level of flexibility for CPP customers. With continued positive feedback from an ever-growing number of users, the application is a proud achievement for City of Perth Parking. It is the most downloaded navigation app of its kind in Australia, with over 19,000 downloads so far.
  • 7. ADAPTABILITY City of Perth Parking is committed to innovative ways of making the parking experience better for consumers, whilst reducing the impact of the parking industry on the environment. The CPP mobile parking app is constantly evolving and there is always potential for it to be developed further. We actively seek feedback from app users and incorporate this into our design ambitions. As the needs of our customers continue to change and grow, we will seek ways of improving so that they get the best technology and service we can provide them with. CPP regularly meet with the developers of the mobile app; 'Inhouse', to discuss opportunities to further improve and develop the app. We are currently investigating the possibility of implementing an online reservation system and providing bay availability for each floor at our Elder St car park to further enhance our service. We are also developing our software to make the app compatible with iPhone 5 and mobile Windows 8 operating systems. It is our aim to make the product as easily to access as possible. The app can be recreated and adapted for other local authorities wishing to provide their customers with the same level of service delivered by CPP. Various other authorities, both locally and nationally, have contacted CPP to enquire about the app and the possibility of using similar technology in their own areas. This reflects the success of the project within the industry and how the CPP mobile app is the new benchmark in technology for parking. The app has received great feedback from a range of different stakeholders, particularly organisations who hold events in the City. City of Perth Parking work cooperatively with a range of event organisers and venues in the City to promote both their events and CPP car parks. The CPP mobile app has the potential to positively impact upon a range of different events by making the parking experience for customers travelling to and from venues efficient, stress-free and more environmentally friendly. The app advertises events in the city and provides information, including details of car parks nearby the venue. Customers can plan their journeys in advance and make use of both the GPS navigation and real time bay availability features of the app to make their journey a smooth one. An example of such reciprocity is the working relationship between CPP and Artrage. CPP work closely with Artrage, who use our Roe St car park to host a daily rooftop movie event during summer months. The mobile app advertises the event and provides directions to the venue, encouraging Artrage customers to attend the event. Artrage have praised the mobile app and the benefits it brings to their business. There is potential for more businesses to work in conjunction with CPP to help visitors reach their services and contribute to the overall vibrancy of the city. CPP have raised the bar in environmentally friendly parking technology and hope that our innovation will become the benchmark in parking standards.
  • 8. FUNCTIONALITY AND PERFORMANCE The CPP mobile parking app has succeeded in its objective to make parking in the city easier for customers, while also helping the environment and contributing to the economic and social vibrancy of Perth. The user-friendly app takes the stress out of finding a parking space in a busy city and provides customers with greater choice about where to park and how much to pay. Visiting the city is made easier and drivers are more likely to return to Perth after a successful parking experience. The app provides customer service, environmental, financial and social benefits for its users. Features include: Real Time Bay Availability On the bay availability page, 11 of our top car parks are listed with full addresses and the exact number of parking bays available in real time, allowing customers to pre-plan their parking location and journey more efficiently. This means less time is spent in the car driving round looking for a parking bay; reducing stress, traffic congestion and CO2 emissions. Car park locator/map The car park locator uses GPS technology to find a car park closest to the consumers’ city destination or their current location, plan a route and link with satellite navigation to provide directions. Nearest car parks are displayed with directions using interactive maps. Car parking timer Parking expiry time can be set at a swipe of a finger. This feature can be used for on and off street parking and the parking meter alarm ensures customers are notified when their parking is about to expire, therefore reducing the likelihood of a fine. Locate your car GPS feature This function allows the visitor to enter their location within a CPP car park on their smart phone once parked. On returning to their car, they can select the ‘find my car’ button on the CPP app and it will provide directions back to their car in the car park, even telling them what floor they parked on. Up to date parking information, promotions and discounts The news page gives visitors and commuters up to date information on news and events in the city that may affect their journey to a CPP car park. The promotions page tells users about the benefits of using a parking card and navigates to the website page with full information. Contact CPP page The contact page provides contact details, a link to the CPP website and a 'call CPP' which dials the CPP Customer Service line directly when pressed.
  • 9. SUSTAINABILITY STATEMENT City of Perth Parking strives to balance our community and environmental responsibilities with our commercial obligations in all areas of the business. When developing the mobile app, our main objective was to provide visitors and commuters with up to date information on bay availability within the city and reduce Co2 emissions. The project not only helped us to provide a first class service for our customers but also reduced the impact of parking on the environment. By taking the hassle out of parking in the City for visitors, commuters and shoppers, the CPP mobile app encourages tourism, culture and city vibrancy. More people parking means more shoppers, more people attending events and more people doing business, which all ultimately contribute to the economic prosperity of the City. A large percentage of the annual $66 million income made by CPP is reinvested in City of Perth initiatives and projects, meaning that the CPP mobile app contributes to the City's economy in a range of different ways. There are many direct economic savings for customers using the mobile app, including being able to save money by being aware of the various pricing scales at different car parks. Information about CPP car park locations and parking fees at all of our car parks is readily available on the app; providing customers with a choice about where to park and how much to pay. Users of the app can also stay up to date with special City of Perth parking information, discounts and promotions. One of the most beneficial aspects of using the app is the time saved in looking for a parking space. The CPP mobile app links with a device's GPS to navigate our customers directly to a car park of their choice, while the real time bay availability feature shows the exact number of available parking spaces, meaning an end to getting lost or driving round and round in search of that elusive last space. For our business customers, we understand that 'Time is money' and every minute spent looking for a parking space is a minute wasted. The CPP mobile app helps people get to where they need to go easily and on time, while reducing traffic congestion and fuel wastage. The app's impact on reducing congestion also means less traffic circulation and a decrease in both CO2 emissions and road maintenance required Customers are also able to set their parking expiry time at the swipe of a finger using the car parking timer functionality. This feature can be used for on and off street parking and ensures customers are notified when their parking is about to expire using an alarm reminder. This function is very popular, as it reduces the likelihood of customers returning late to their cars and receiving a fine. The mobile application project was completed both on time and within budget. The City originally looked into placing way-finding signs at the main entrances to the City to assist drivers in finding car parking spaces, however this not the most environmentally friendly option. By developing the mobile app, the City is delivering first class technology to our customers whilst reducing the impact of transport on the environment.
