2. PRINCIPLE POLICY
Principles of policy are the directive principles to achieve the cherished
goal. They are like the light house in the sea of good governance. They are
to keep the direction to the right goal. They are different and distinct from
the fundamental rights and also not of the same force yet they have a role
to see the on going process of constitutional life of a people in a
democratic set up.

3. PRINCIPLE POLICY
The principle of egalitarianism and justice is the foundation of the Islamic
body politics as justice is placed next to piety in Islam so that no one
could dare to transgress his limits as justice is considered life without
which welfare of citizen is impossible. Hence the golden principles of
justice remained succeeded in obliterating all differences of race, caste,
color, creed or birth for honor, as most righteous is most honorable in
Islam.

4. STEPS TO BE TAKEN TO ENABLE
ISLAMIC WAY OF LIFE
Enable Muslims to order their lives in accordance with Holy-
Quran and the Sunnah.
Learning Arabic
Promote observance of Islamic moral standards
Secure the proper organization of zakat, Auqaf and masques

5. STEPS TO BE TAKEN TO SECURING
THE WELL-BEING OF THE PEOPLE
Prevention of the concentration of wealth and means of production in the
hands of a few
Providing basic necessities of life
Reducing disparity of income
Provision of food, clothing, housing, education and medical relief for
citizens incapable of earing their livelihood to unemployment, sickness, or
similar reasons.

6. PROMOTION OF SOCIAL JUSTICE
Promotion of social justice by removing illiteracy
Providing of free and compulsory secondary education
Ensuring inexpensive and expeditious justice
Making provisions for securing just and humane conditions of work
Preventing prostitution, gambling alcoholic liquors, drugs etc.

7. DISCOURAGEMENT OF
PAROCHIAL, TRIBAL AND RACIAL
FELLING'S
Pakistan’s penal code (PPC) proscribes constitutional violations, and defines
penalties against perpetrators of such actions. Following are the examples
amongst many others:
Section 153(A) of the Pakistan penal code criminalizes promotion of
enmity between different groups, on the basis of race, religion, language,
caste or community or any other ground. Anyone found promoting such
differences, is liable to imprisonment and heavy fines.
Section 505 (2) of the Pakistan penal code criminalizes publication of
any material that may incite group differences.. May extend to seven
years and with fine

8. HAS THE STATE PARTY INTRODUCED SPECIAL MEASURES, BESIDES THOSE
RELATING TO THE EXERCISE OF RELIGION, TO ENSURE THAT ALL RACIAL OR
ETHNIC GROUPS ENJOY ALL HUMAN RIGHTS ON AN EQUAL FOOTING.
A number of special measures are in place for ensuring enjoyment of all
human rights on an equal footing to all. These special measures, inter-alia,
include:
Creation of ministry of human rights
Establishment of a ministry for minorities
National commission for minorities
Special welfare funds for minorities
Establishment of special human rights commission

9. BOND OF UNITY
Unity between Muslim countries and promotion of peace and
goodwill
Protection for all legitimate rights and interest of all non-
