OPERATION SANTA CLAUS KICK-OFF
The Operation Santa Claus Program kicked off its 99th
year in style at the James A. Farley Post Office with singing
performances by school children from PS 33 and of course,
a special appearance by Santa Claus.
Around 99 years ago, compassionate clerks at the New
York Post Office dug into their own pockets to purchase
food and toys for poor children whose letters addressed to
Santa Claus were going unanswered. Over the years, as
the amount of letters to Santa continued to increase, the
New York Post Office invited the public to participate in the
process of sponsoring letters and sending responses and
gifts to needy children and families. Thus Operation Santa
Claus was born.
Today, more than 75 cities participate in the Operation Santa program, accepting letters
from all over the world. But of course, New York City still receives the most letters by far.
Head-Elf, Pete Fontana, who is a Customer Relations Coordinator the rest of the
year, estimates his staff of 21 helper-elves will process 1.5 million Santa letters this year.
“I would say conservatively, corporations and the general public will sponsor about 40,000
of those letters,” said Fontana. “That’s more sponsors than every other Post Office in the
country combined.”
I also attended the Operation Santa kick-off and emphasized that there are many
ways to give. We get letters requesting video games, iPads, coats, gloves and money.
But whatever amount you feel comfortable giving, it will make a child’s Christmas that
much happier.
Santa Claus, who was a guest at the kick-off thanks to a collaborative effort with Macys,
impressed upon the youngsters in attendance that “The true spirit of Christmas is not
determined by what is under the tree, but what is in your heart.”

WASHINGTON — The Postal Service has teamed with one of the nation’s leading companies producing
decorative and commercial products to sell the 2011 White House Holiday Ornament at approximately 7,000
Post Offices across the country.
ChemArt of Lincoln, RI, has been the sole manufacturer of the annual White House Christmas ornament
since the program inception in 1981, and was given exclusive retail distribution rights by the White House
Historical Association. ChemArt and the association are proud to present the 36th ornament in the
association’s series, which recalls the administration of President Theodore Roosevelt, his wife Edith and the
couple’s young family when they called the White House home from 1901 until 1909.
“We anticipate that the ornament will be very popular — especially among collectors,” said Steven Mills,
manager, USPS Retail Products. “Our vast retail presence will enable the product to reach a broader audience
than ever before.”
The 2011 White House Holiday Christmas Ornament is now available at select Post Offices until Christmas Day for $24.99.
Also, under a licensing agreement, ChemArt will manufacture and sell holiday ornaments in 2012 to celebrate the 100th anniversary of the Postal
Service’s Letters to Santa program. In 2013, under the agreement, ChemArt will introduce licensed Holiday ornaments based on more than 50 years of
Postal Service holiday stamp images.
“All of the ornaments will be made in the USA and will be sold in Post Offices and commercial retail channels,” said Gary Thuro, manager, USPS
Licensing. “We are pleased to bring quality products to our customers and generate revenue for the Postal Service.”

I would like to thank the President for continuing to
acknowledge the enormous value of the United States Postal
Service to the nation’s commerce and communications. In
his budget proposal for FY 2013, The President continued
to recognize the urgent need for postal reform to ensure the
Postal Service’s future viability. The President has offered helpful
recommendations to stabilize the Postal Service’s financial crisis.
We look forward to working with the White House and Congress
on specific proposals that involve the Postal Service.
A self-supporting government enterprise, the U.S. Postal Service is the only delivery service
that reaches every address in the nation, 150 million residences, businesses and Post Office

WASHINGTON — The U.S. Postal Service celebrates the centennial of the gift
of more than 3,000 cherry blossom trees from the city of Tokyo to Washington,
DC, by dedicating the Cherry Blossom Centennial Forever stamps at the National Cherry Blossom Festival today.

REMINDS CUSTOMERS TO SHIP
RETURNS WITH USPS
After the holiday gift giving is over, thoughts
sometimes turn to gift returning. With a repeat airing of
its popular “Clown Ad,” the Postal Service is taking to the
airwaves to remind customers that USPS makes it simple
and convenient to return items, unwanted or otherwise.
In the 30-second spot, Al, the letter carrier, is on his
route when he encounters a family wondering how to
return an unwanted gift — an eerie clown doll. Al suggests
using a Priority Mail Flat Rate Box to return the gift and the
family agrees.
Customers might not know it, but they’re doing a “ROYO” — Return on Your Own
— when customers ship return products themselves without using a merchant-
provided returns label.
“We want them to think of the Postal Service,” says Gary Reblin, vice president,
Domestic Products. “Consumers have a choice — we want them
to choose USPS.”
During the post-holiday season, Reblin says USPS is well
positioned to attract more ROYO business with its lineup of USPS
returns options. Customers can pick from Priority Mail, First-Class
Mail Package and Ground Return services, and get tracking on
their packages.

Starting Jan. 22, the Postal Service’s customers will be able ship a box of any weight up to 70 lbs.
for overnight delivery anywhere in the country for one price. That’s when the Express Mail Flat Rate Box
debuts and new Shipping Services prices take effect.
The new box, priced at $39.95 for domestic mailing, will be available to customers who need overnight
service for items too large for an Express Mail Flat Rate Envelope.
“The introduction of the Express Mail Flat Rate Box leverages the success of our Priority Mail Flat
Rate advertising campaign and further positions the Postal Service as the best value in the shipping
business,” said Paul Vogel, president and chief Marketing/Sales officer.
Other Express Mail service changes include lower retail prices for half- and one-pound packages and commercial packages to local and
close-in areas. The new retail price for the Express Mail Flat Rate Envelope will be $18.95.
The overall price change for all Shipping Services is 4.6 percent, with Priority Mail prices increasing by an average of 3.1 percent and

become effective on Jan. 22 — the same day Postal Service Mailing Services prices take effect.
New domestic retail pricing for Priority Mail flat-rate products are:
• Small box: $5.35 • Medium box: $11.35 • Large box: $15.45
• Large APO/FPO/DPO box: $13.45 • Regular envelope: $5.15 • Legal-size and padded envelope: $5.30

usPs Proposes requirement for full-service iMb
The Postal Service is taking steps requiring
mailers to use Full-Service Intelligent Mail to qualify for
automation discounts beginning in January 2014. The
“Advance Notice of Implementation” appeared in the
April 20 Federal Register <https://www.federalregister.
gov/articles/2012/04/20/2012-9537/advance-notice-of-
implementation-of-full-service-intelligent-mail-required-for-
automation-prices>.
“With Full-Service, visibility into the flow of mail
throughout the postal network will be improved,” said
Product Information VP Jim Cochrane.
Cochrane said Full-Service also will improve service to mailers. “Full visibility in the
mail will benefit major mailers, small and medium businesses and consumers who
will be able to customize their mailings to create effective marketing campaigns and
improve their bottom line,” he said.
USPS is working with mailers, software providers and mail service companies to
help them make the transition to Full-Service. The Postal Service has created the
Intelligent Mail Small Business (IMsb) tool <https://gateway.usps.com/bcg/imsbTool.
htm> , which creates Intelligent Mail barcodes on outgoing mailings.
USPS also is testing “Mail Anywhere,” allowing mailers that make the transition to
Full-Service IMb to use the same permit to mail from any location in the country.

Legendary hIspanIc taLent honored on Forever stamp
U.S. Postal Service’s Distinguished Americans Stamp Series Inducts José Ferrer
NEW YORK — Today, multi-talented actor, director, writer, musician and producer José Ferrer’s life
andaccomplishments were commemorated on a First-Class Forever stamp by the U.S. Postal Service as part of its
Distinguished Americans stamp series. The stamps, available nationwide today, can be purchased online at usps.com/
shop, by calling 1-800-STAMP-24 or by visiting Post Offices.
The portrait featured on the stamp is an oil painting by Daniel Adel of Cold Spring, NY, based on a photograph of Ferrer
under the art direction of Antonio Alcala of Alexandria, VA, who designed the stamp.
Ferrer, whose career spanned the worlds of theater, film, television and music, is considered to be one of the most
accomplished talents of his generation and the first Latino to win the Oscar for Best Actor. Ferrer (1912-1992) won
several Tony Awards for his work on stage and performed in more than 60 movies, garnering three Academy Award
nominations. Arguably his most famous role was that of Cyrano de Bergerac for which he won both a Tony Award for
Best Actor (1947) and the Oscar for Best Actor (1950) for his film portrayal of the same role. He remains one of the few actors to ever win both awards
for playing the same character on stage and on film.
“Today, the Postal Service is pleased and proud to bestow upon José Ferrer — a groundbreaking Latino movie, theater and television performer
and the first Puerto Rican actor to succeed in Hollywood — a new commemorative Forever stamp,” said Marie Therese Dominguez, vice president,
Government Relations and Public Policy for the U.S. Postal Service. “Throughout an acting career that spanned more than half a century, Ferrer played
a wide range of roles on both Broadway and on the silver screen. His accomplishments extended to many other genres of entertainment. He acted
on radio, performed as an opera singer; co-authored a libretto and was a composer. And, as if all this weren’t enough, Ferrer wrote for theater and
television, and directed and produced numerous plays, both on and off Broadway.”
