FUNDING SOURCES
SYCC is financially supported by donations from members, general public, corporate and funding bodies. The
principal funding sources are NCSS Community Chest for the Counselling & Casework programme and the
Singapore government’s Care & Share Fund.
MEMBERSHIPS
SYCC is open to the public for participation in its charitable activities in helping the social needy through
counselling and social care services. Public talks, workshops and professional training programmes are also
conducted for the public in pursuing of the objects of the Shan You Counselling Centre.
CONFLICT OF INTEREST
SYCC has set in place a Code of Conduct and Conflict of Interest Policy for board members and staff to declare
actual or potential conflicts of interest to the Board at its earliest opportunity.
RESERVE POSITION AND POLICY
SYCC’s Reserve Policy is as follows:
The maximum operating reserves for Shan You Counselling Centre shall be five years of the amount of the annual

and resources to develop, train, manage and supervise these volunteers.
4. To disseminate information on behavioural, mental and physical health, social policies and community
services through professional training, public education, seminars and distribution of brochures and
media resources.

PRESIDENT’S MESSAGE
Dear Stakeholders,
On behalf of the Management Committee of Shan You Counselling Centre, I am pleased to present our 21st annual report for
the financial period ended 31 March 2016 (FY2015/16).
In FY2015/16, we continued with our efforts to promote Mindfulness-based Cognitive Therapy (MBCT) and other
mindfulness-based programmes, such as mindfulness-based Live The Moment for seniors. We also improved on our social
service programmes. While we are focused on delivering quality service, we are also committed to expanding well-received
programmes and developing new programmes to meet the changing needs of the community.
Clinical Service
Shan You is looking to expand our clinical and counselling services to benefit more people in our community, particularly
persons living with anxiety disorders, depression, and mood disorders. Building upon our years of passionate work on
mindfulness, we aim to specialise in Mindfulness-Based Cognitive Therapy (MBCT) and Acceptance and Commitment
Therapy (ACT).
SYCC has an on-going collaboration with Oxford Mindfulness Centre (OMC) to advance and champion MBCT in Singapore.
We will continue to run 8-week and 5-day MBCT groups for the general public and people recovering from depression.
ACT is a mindfulness-based psychotherapy used for both individual and group counselling. ACT has been well researched
and there is strong growing empirical support for ACT as an effective treatment for anxiety disorders, depression, psychosis,
chronic pain, and substance and behavioural addictions.
Motivational Interviewing (MI) is an evidence-based psychological intervention used for eliciting behaviour change by helping
clients to explore and resolve ambivalence. It is a goal oriented, collaborative and person-centred form of counselling style
that involves the processes of engaging, focusing, evoking and planning.
In addition, SYCC is planning to conduct Motivational Interviewing (MI) professional training workshops and a series of
public education talks focusing on mental health and wellness in the coming months.
Social Service: Community Outreach
For the past 20 years, Shan You Counselling Centre has played a vital role in meeting the social needs of low-income families,
the elderly and disadvantaged in our community. Our dedicated volunteers worked very hard alongside our staff and generous
donors to ensure our activities are successful and highly valued. However, we need to ensure our activities are designed and
resourced to meet the increasing complex needs. With this in mind, Shan You is implementing changes over the next two years
to transform our social services.
Our social services will be re-named Social Care Services. We will be providing person-centric support to people with chronic
illness, leaving the hospital, with mental health needs as well as those living alone. Our distinct features are One Assessment
For All Social Needs and Social Care Planning. In our approach, we plan to emphasize on partnerships, skills and expertise
acquisition in our staff, and improved access opportunities through the use of specialist volunteers and technology.
The implementation, when completed, will have three service areas within the new structure, that is, Senior Care Service,
Active Ageing Service and Care Management and Assessment Service. There will be four signature programmes: Support
Planning for Elder Care (SPEC), Social Rehabilitation Programme (SRP), Friends-in-Mind (FIM) and Community Health
Improvement Programme (CHIP).
In Closing
We are deeply grateful for the generous and continual support we received from Community Chest, NCSS, MSF, community
partners, and most of all, you - our stakeholder.
In the next fiscal year, we will need your strong support and collaboration for us to implement our new programmes
successfully.

OUR ACTIVITES
Casework & Counselling service programme
This year we saw a rise in clients seeking counselling and psychotherapy services for issues relating to behavioural
and mental health. The presenting problems for anxiety and excessive worry increased 7% and for mood and
depression increased 8%. The number of new cases dropped slightly to 326 compared to 360 for the previous
year, due partly to staff members taking their sabbatical leaves. The average number of counselling sessions
remained constant at 2.81 per case compared to 2.98 for FY 2014/15 and 2.86 for FY 2013/14.
Yuan Yuan Helpline (Mandarin Counselling)
A total of 31 volunteers contributed 1,600 hours to the Yuan Yuan Helpline (Mandarin Counselling) service
programme. The volunteers listened to 1,699 telephone calls from people with emotional disturbances relating to
mental health concerns (30%), family conflicts (10%), difficulties at work and other life stresses. Yuan Yuan
Helpline also provides Information & Referral services.

Social Care services programme
Social Care is the provision of social work, personal care, protection or social support services to children or
adults in need or at risk or adults with needs arising from illness, disability, old age or poverty as defined by the
Social Care Institue for Excellence, England. There are a variety of social care services available. These services
cover all interventions provided or funded by government, statutory and/or independent agencies. The kind of
social care support given depends largely on their assessed needs. This means the type of condition they have and
the severity of the condition.
SYCC has been providing social and support services to help people access resources since 1995. SYCC Social
Services is the provision of social work, personal care and social support to adults in need or at risk or adults with
needs arising from illness, disability, old age or financial difficulty. FY2016 saw a revamp of the social services
and re-launched as Social Care Services. The services provided under Social Care services include:
a) Active Ageing Services @Wellness Community
b) Community Health Improvement Programme (CHIP)
c) Case Management including Information and Referral (I&R) and case assessment
d) Social Rehabilitation Programme (SR)
e) Friends-in-Mind (FIM) befriending Programme, and
f) Others such as support at Home services and support for caregivers
We will develop organisational structure and processes and support the staff in training and development. We will
improve the quality, safety and effectiveness of social work and social care. These improvements can come about
only if we involve our service users, caregivers, practitioners and team members.

attended one complimentary session of couple counselling with our counsellors, Jane and Charlene.

Mindfulness
SYCC piloted two firsts in FY 2015/16 for the Mindfulness-based Cognitive Therapy (MBCT) 8-week
programme.
The Chinese MBCT materials had been developed and Jane Wong delivered the programme for the general public
who were Mandarin speaking. The class ran from June to August 2015 and 20 people attended.
In February 2016, Jane conducted MBCT clinical group for 6 participants who had suffered repeated episodes of
depression. For October to November 2015, Jane and Charlene conducted MBCT 8-week in English for 18
members of the public. Two runs of Live-the-Moments mindfulness for 24 seniors were conducted at Wellness
Community between June-August 2015 and February-April 2016. In total, we organised 12 practice classes for
the students of MBCT and Live-the-moment.

Professional Training
Following on from the success of APSMI (Asia Pacific Symposium on Motivational Interviewing) held in
February 2015, we specially arranged with Dr Joel Porter to conduct two focus group training on Motivational
Interviewing for MI in Groups (27-28 July 2015) and MI Supervision (29 July 2015). Dr Porter also conducted
MI training for IMH on 30-31 July 2015. In December, SYCC co-organised with the Singapore Workforce
Development Agency to conduct MI Basic & Intermediate and MI Advanced under the Industry Catalyst
Programme from 7-11 December 2015.

SYCC organised Shan You Kindness Day cum Volunteer appreciation on 24 January 2016. Special guest was Mr
Lawrence Tan, Chairman of Eunos Crescent Residents’ Committee. The participants were issued with Kindness
passports and taken on a ‘tour’ that delighted their sense of wellbeing. The new Friends-in-mind programme was
introduced to the audience and the volunteers received their appreciation gifts for the contributions they made in
the past year.

Fundraising
SYCC organised Nanyin performance “Soul Journey Nine Songs” concert on 7 August 2015 at the Esplanade
Theatre Studio and the event raised $5,528.
REVIEW OF FINANCIAL STATE AND EXPLANATION OF MAJOR FINANCIAL TRANSACTIONS
SYCC had a surplus of $344,409 that was to be utilised for the projects supported by Care & Share Fund.
REVIEW AND CHANGES IN THE POLICY
The Constitution of Shan You Counselling Centre was amended in April 2015 with approval from the Registrar
of Societies.
FUTURE PLANS AND COMMITMENTS
SYCC has renovation plans for the office premises at Shan You Counselling Centre, Upper Boon Keng Road and
Shan You Wellness Community, Eunos Crescent. It has embarked on the project to expand counselling services
to serve wider populations and enhance social care services to support the seniors and needy families in the
community.
