If you want to apply the same filter as the pictures already

In Photoshop:
1. Open the picture in Photoshop.
2. Create a Black & White adjustment layer.
3. Create a Gradient Map adjustment layer. Use
these two colors: #b6d0cc and #1a5e81.
4. Change the blending mode for that layer to
Darken.
In Google Slides:
1. Insert the picture into the slide.
2. In Format options, recolor the picture using a
black-and-white option.
3. Create a rectangle with the same size as the
picture and fill it with this color: #78909c3c
4. Place this rectangle on top of the picture to create
the effect. Adjust the transparency as you see fit.
