2.1 Ekspertni sistem OKED® (model,
metod, softver) obezbeđuje
korisniku u realnom vremenu,
pomoću audita (mesečno,
dvomesečno, kvartalno,
polugodišnje i sl.) da ocenjuje uz
rizike svoj poslovni sistem, kritične
kontrolne tačke poslovnih procesa
(sa donjom i gornjom granicom i
preventivno / korektivnim merama)
kao i konkurentske kompanije.
Istovremeno kupci su u mogućnosti
da ocenjuju uz rizike svoje
zadovoljstvo – nezadovoljstvo
odnosno očekivanja - dobijenu
vrednost u procesu kupovine
proizvoda ili usluge, u njenom
životnom veku.
2.2 Korisnik (organizacija) je
istovremeno u mogućnosti da
ocenjuje uz rizike i performanse
okruženja države, i državu u kojoj
posluje, utvrđujući kritične kontrolne
tačke procesa (sa donjom i gornjom
granicom i odgovarajućim
preventivno / korektivnim merama).
2.3 Ekspertnim sistemom OKED® se
pomoću (ocena, koeficijent
vrednovanja, rizik, koeficijent
vrednovanja) mere performanse
proizvoda ili usluge, performanse
organizacije i isporučilaca (u skladu
sa međunarodnim standardom
kvaliteta ISO 9001/2000),
perfomanse okruženja države
(makro i mikro ekonomije uključujući
infrastrukturu i resurse; javne
infrastrukture i resursa; nevladinih
organizacija i resursa; naučno -
tehnološke infrastrukture i resursa;
pravno - normativne infrastrukture i
resursa; edukacione infrastrukture i
resurse; socijalne, zdravstvene
infrastrukture i resursa;
performansedržave sa izvršnom
infrastrukturom i resursima; sa
zakonodavnom infrastrukturom i
resursima; sa sudskom
infrastrukturom i resursima.
2.4 Ekspertnim sistemom OKED® je
omogućeno planiranje, analiza i
proces poboljšanja svih faktora
kvaliteta entiteta (Društvo) i
generisanje izveštaja sa uloženom,
izgubljenom i dobijenom vrednošću
za : proizvod ili uslugu-
(Q1,R1,DV1), organizaciju-
(Q2,R2,DV2),isporučioce-
(Q3,R3,DV3), okruženje države-
(Q4,R4,DV4), državu-(Q5,R5,DV5) i
kupce-(OIQo,R,ODV).

3. Zakljucak
3.1 Kada se korisnik odluči da plati
proizvod ili uslugu (Q1) on
istovremeno kupuje i pripadajuću
uslugu organizacije (Q2),
isporučilaca (Q3), okruženja države
(Q4) i države (Q5) entiteta sa
prostora gde je nastao (Q1) u
njegovom životnom veku. Na ovaj
način faktori kvaliteta entiteta
kreiraju generički lanac vrednosti
(uložena, izgubljena, dobijena
vrednost) za korisnika.
3.2 Efektivnost, efikasnost i izloženost
riziku su osnovna merila uspešnosti
sinergijskog delovanja faktora
kvaliteta entiteta (društvo) za
korisnika Sl.2 i izveštaji. Standard
JUS ISO 9000/2001 definiše
efektivnost kao meru realizacije
planiranih aktivnosti i planiranih
rezultata a efikasnost kao odnos
ostvarenih rezultata i upotrebljenih

resursa. Autor definiše izloženost
riziku kao odnos izgubljene i
uložene vrednosti. Procesi,
proizvodi ili usluge “troše” aktivnosti,
a aktivnosti “troše” resurse.Ovaj rad
čini celinu sa objavljenim u referenci
