Balkanization
• Balkanization, or Balkanisation, is a pejorative geopolitical term,
originally used to describe the process of fragmentation or division
of a region or state into smaller regions or states that are often
hostile or uncooperative with one another.
• Balkanization, division of a multinational state into smaller
ethnically homogeneous entities. The term also is used to refer to
ethnic conflict within multiethnic states. It was coined at the end of
World War I to describe the ethnic and political fragmentation that
followed the breakup of the Ottoman Empire, particularly in
the Balkans. (The term Balkanization is today invoked to explain the
disintegration of some multiethnic states and their devolution into
dictatorship, ethnic cleansing, and civil war.)

Pakistan-Bangladesh plan a
Mughalistan to split India
Mughalistan (or Mughalstan) is the name of an
independent homeland proposed for the Muslims of
India. This Mughal-Muslim state in the Indian
subcontinent will include all of North India and Eastern
India, and will be formed by merging Pakistan and
Bangladesh through a large corridor of land running
across the Indo-Gangetic plain, the heartland of India.
This Mughalistan corridor will comprise Muslim-majority
areas of Northern India and eastern India that will be
partitioned for the second time in history.
The comprehensive plan for a second partition of India
was first developed by the Mughalistan Research
Institute (MRI) of Jahangir Nagar University
(Bangladesh) under the patronage of the two
intelligence agencies, Pakistan’s Inter Services
Intelligence (ISI) and Bangladesh’s Director General of
Forces Intelligence, DGFI. The “Mughalistan Reaserch
Institute of Bangladesh” has released a map where a
Muslim corridor named “Mughalistan” connects Pakistan
and Bangladesh via India.

• SIMI has championed the “liberation of India through Islam” and aim
to restore the supremacy of Islam through the resurrection of the
Khilafat (Islamic Caliphate), emphasis on the Muslim Ummah (Islamic)
and the waging of Jihad on the Indian state, secularism, democracy
and nationalism – the basic keystones of the Indian Constitution – as
these concepts are antithetical to Islam.
• The Indian Mujahideen have sent several emails claiming
responsibility for several bombings in Lucknow, Varanasi and Faizabad
(in Uttar Pradesh), Bangalore, Jaipur, Ahmedabad and New Delhi in
2007 and 2008.
• The emails refer to notorious Islamic conquerors of India (Mohammed
bin Qasim, Mohammad Ghauri and Mahmud Ghaznawi) as their role-
models, refer to Hindu blood as “blood to be the cheapest of all
mankind” and taunt Hindus that their “[Hindu] history is full of
subjugation, humiliation, and insult [at the hands of Islamic
conquerors]”.
• To facilitate Mughalistan and the concomitant partition of India
and Bengal, the DGFI-ISI have jointly planned to change the
demography of West Bengal and Assam on a priority basis.
• As many as 53 out of 294 Assembly constituencies in West
Bengal have a high concentration of voters who happen to be
illegal Muslim from Bangladesh. Similarly, the fate of 40
Assembly seats in Assam depends on the votes cast by illegal
Bangladeshi Muslim infiltrators. All this has been revealed by a
recent report of the union home ministry on infiltration from
India’s neighbour. The report has been prepared on the basis of
facts and figures provided by the Task Force on Border
Management and Assam’s former governor S.K. Sinha.

• As such the Bangladeshi Muslims can control the West Bengal Assembly, and dictate
terms to the state government of West Bengal in all respects. The picture of plight
of majority Hindu electorates worsened in the State, as Muslim electorates have a
clear majority in three districts viz. Malda, Murshidabad& North Dinajpur and 63
(sixty three) blocks in West Bengal. Again, an analysis upon the projection into the
2001 Census hints at abnormal Muslim growth everywhere in West Bengal, where
the Muslim population is 28% of the total state population.
• There are at least 5 powerful Muslim ministers in the West Bengal state cabinet:
AbdurRezzakMollah (Minister of Land & Land Reforms), AnisurRahaman (Minister of
Animal Resources Development), Mortaja Hossain (Minister of Agriculture,
Marketing & Relief, Minster of State), AnarulHaque (Minister of State for Public
Health, Engineering) and AbdusSattar (Minister of State for Minority Development
& Madrasa Education).
• In West Bengal, there are 45 Muslim Members of the Legislative Assembly (MLAs)
out of 294 seats. There are 5 Muslim Members of Parliament from West Bengal out
of 42 seats: Mohammed Salim (Calcutta North East), Abu Ayes Mondal (Katwa), Abu
Hasem Khan Choudhury (Malda), Abdul Mannan Hossain (Murshidabad) and
Hannan Mollah (Uluberia), all of whom strength the control of Islam in various
government institutions and the police hierarchy.

Mugalistan Nepal Master Plan
• Along the Indo-Nepal border of Uttar Pradesh and Bihar, around 1900
Islamic seminaries have come up on both sides of the Indo-Nepal border
in recent times. “There has been an exponential increase of Madrassas on
both sides of Indo-Nepal border in the recent past of which around 1100
are in India while the rest are in Nepal,” revealed Director General of
Sashastra Seema Bal (SSB) Tilak Kak. These large number of Madrassas,
which serve as have come up in a disproportionate way and are not
proportional to the Muslim population in the area.
• India’s Task Force on Border Management, in its report of October 2000,
wrote about the ominous developments along the India-Nepal border:
“On the Indo-Nepal border, Madrassas and mosques have sprung up on
both sides in the Terai region, accompanied by four-fold increase in the
population of the minority community in the region. There are 343
mosques, 300 Madrassas and 17 mosques-cum- Madrassas within 10
kilometres of the border on the Indian side. On the Nepal side, there are
282 mosques, 181 Madrassas and eight mosques-cum- Madrassas.

• These mosques and Madrassas receive huge funds from Muslim countries
like Saudi Arabia, Iran, Kuwait, Pakistan and Bangladesh. Managers of
various Madrassas and Ulema maintain close links with the embassy
officials of those countries located at Kathmandu. Financial assistance is
also channelized through the Islamic Development Bank (Jeddah), Habib
Bank of Pakistan and also through some Indian Muslims living in Gulf
countries. Pakistan’s Habib Bank, after becoming a partner in Nepal’s
Himalayan Bank, has expanded its network in the border areas including
Biratnagar and Krishna Nagar.
• It is suspected that foreign currency is converted into Indian currency in
Nepal and then brought to India clandestinely. Madrasas and mosques on
the Indo-Nepal border are frequently visited by prominent Muslim
leaders, Tablighi Jamaats (proselytizing groups) and pro-Pak Nepali
leaders. Officials of Pak Embassy have come to notice visiting Terai area of
Nepal to strengthen Islamic institutions and to disburse funds to them.
Pro-Pak elements in Nepal also help in demographic subversion of the
Terai belt.”

• The Assamese community has been overpowered by Muslims. These
Bangladeshi Muslims are sneaking into upper Assam too, creating serious
problems for the Assamese.
• The demography of Assam has drastically changed and the very existence of
the indigenous people is threatened. The manifold growth in Muslim
population has overburdened Assam and the Assamese people are feeling
harassed and tortured.
• The livelihoods of the local people are getting snatched away by these illegal
Muslim migrants. The Janjati (indigenous tribal) communities in Assam are
not organized. Therefore, their land and forests are very often forcefully
occupied by these Muslims.
• The Nelli massacre in 1983 was the worst clash between the local people
and Bangladeshi Muslims in which several Lalung Janjati people were
reportedly killed and many Lalung villages were burnt.

• These Bangladeshis have illegally sneaked into Manipur, Mizoram,
Meghalaya, Arunachal Pradesh and Tripura too. They are marrying the local
girls of influential people and are thus getting protection from their in-laws’
families. After marriage with a Janjati girl, they convert her to Islam.
• They purchase land in the Janjati belts in the name of their Janjati wives by
producing Janjati certificates in her name. Now, the new generation of
Muslims, i.e. the Janjati Muslims, is growing. They give Muslim names to
their children but the clan remains that of local wives, like Saidullah
Ningrum, Azad Lingdoh (Khasi Muslims), Nizamuddin Semia, Akram Semia
(Naga Muslims), Shahabuddin Chowdhury, Akbar Laskar (Assamese
Muslims) and others.
• In Assam, Muslims are using Assamese surnames like Hazarika, Barbhuian,
Bargohain, Bhuiyan, Bora, Gohain and others. There are Meitei Muslims too
in Manipur.

• In Nagaland, the Muslim menace is more serious. Dimapur has
become the den of these Bangladeshi Muslims.
• They constitute the leading labour force in the agriculture sector
owned by the Naga community. The majority of rickshaw-pullers,
auto-drivers and other manual labourers is now of Bangladeshi
Muslims.
• This has given rise to robbery, theft, illegal trafficking of narcotic
drugs and liquor, smuggling of pornographic films and vulgar
literature and an unprecedented rise in crime, flesh trade and
prostitution. This influx has narrowed the jobs of lay workers too.
• The Nagaland state capital, Kohima, has become the second biggest
haven for the illegal migrant Muslims who occupy most of the
shops in the main market, P.R. Hills and other localities. They marry
Angami girls and become sons-in-law of the Naga people.
• Similarly, all the district areas such as Mokokchung, Wokha,
Zunheboto, Phek, Mon and Tuensang are infested with them. They
are sneaking into the interiors of Nagaland.
• In places like Jalukie in Zeliang area, Naginimora, Tizit and other
central places of Nagaland, the pain of the presence of migrant
Muslims is felt by the local Naga populace.
• Some ten years before, the students´ bodies had agitated against
these foreigner Muslims. But the agitation was silently withdrawn
reportedly due to threats from Bangladesh that the Government of
Bangladesh would demolish all the camps of Naga undergrounds
established in the territory of that country if the Bangladeshi
Muslims were harassed in Nagaland.
• On seeing this unprecedented growth of Muslim population in
Nagaland, S.C. Jamir, the then Chief Minister, once stated, “Muslims
are breeding like mosquitoes in Nagaland.”

• As a result of such illegal migration of Bangladeshi Muslims and their
nuptial ties with the local Naga girls, a new community called Semiya or
Sumias has already emerged in the state. Their number is estimated to be
several thousand. The concentration of the Semiyas is the highest in
Dimapur and Kohima districts respectively. There are fears among many
that the voters’ list might have been doctored to accommodate the
Semiyas as well other immigrants. The result of such immigration is
gradually being felt in the state.
• According to a Dimapur-based newspaper, on any Muslim religious day at
least half of the shops in Kohima and some 75 per cent in Dimapur remain
closed. It is also a fact that control over business establishments is fast
receding from the hands of the locals.

• A recent survey conducted by the state directorate of Agriculture showed
that 71.73 per cent of the total business establishments are being
controlled and run by non-locals. Out of the 23,777 numbers of shops in
the state, the local people own only 6,722 shops.
• Since the illegal migrants provide cheap labour, they are aggravating the
unemployment problem. Besides, they pose a threat to the internal
security as well. Reliable sources indicate that they are also involved in
various unwanted activities like drug peddling and flesh trade.

• In Kerala, the Muslims now constitute 25% of the state’s
population. Malappuram district was carved out to create a
Muslim majority district by the Communist government
headed by E.M.S Namboothiripad.
• Today, the entire Malappuram district enforces the weekly
holiday on Friday (not Sunday) for schools and businesses,
while Hindus in neighbouring Kozhikode (Calicut) and
Kannur are intimidated through high-profile massacres like
in Marad.
• The planning and execution is well underway to ensure a
continuing Anschluss where several Muslim majority
pockets such as Moplahstan (in Kerala) and Osmanistan (in
the Deccan) will gradually spread in size and link up with
Mughalistan to form a Greater Mughalistan.
Strategic significance of Mugalistan
• This Greater Mughalistan is of strategic significance as
it will provide a contiguous, strategic corridor linking
the Ummah into a pan-Islamic Caliphate.
• The ISI-DGFI-Indian Jihadi triumvirate has fondly
nicknamed this pan-Islamic Caliphate as Islamistan
(meaning “Land of Islam”), a synonym for `Islamic
World’ or `Dar-ul-Islam’.
• This geographical Islamic crescent will link the Islamic
Middle-East to Islamic South-East Asia, with the new
Islamic World stretching all the way from Morocco and
Bosnia in the West to Malaysia and Indonesia in the
East.

• There are Muslims in India today who dream of “Mughalistan” and
are working relentlessly towards a further partition of India by
creating “Mughalistan” in the UP-Bihar-Bengal-Assam corridor.
• It remains the focus of mainstream groups like the Tablighi Jamaat
(who have methodically radicalised the ordinary Muslims) as well as
underground terror groups like the Students Islamic Movement of
India (SIMI) and the Indian Mujahideen, who have blown up several
Indian cities killing thousands of people.
• Until Mughalstan is achieved, Indians will continue to see serial
bomb-blasts, attacks on Hindu festivals and temples, killings of
Hindu activists, conversions of Hindu women and socio-
economically backward sections, and brazen cow-slaughter that will
continue endlessly until the Hindu mind becomes too numb and
shell-shocked to look at the bigger picture, or comprehend the
future – that Mughalistan is inevitable (“MughalstanPaindabad”).

• 44% of Hindus got severely affected due to said TRANSFER
OF PROPERTY ACT . They lost 26 lakhs acres of homestead
and ploughable land valuation of which is 3 Lakhs 10
Thousands 664 crores Rupees at present market rate. It is
already documented that since 1965, (the period of India
Pakistan war commenced) up to the year 2001, 3 crores of
Hindus left their homeland.
• Hindu land along with other movable and immovable
property has been forcefully captured by 45% B.N.P , 32%
AWAMI LEAGUE , 8% JAMATE ISLAMI and 3% of present
ruling party leaders , who made this possible by conspiring
with each other’s and the land registration department of

• Hindu population came down to 8% , out of its 38%
population in total in Bangladesh which is a great failure of
them ,even they could not counter against this disaster for
a long time other than helplessly watching the unlawful
capturing of properties at their next door Hindu neighbors
by the Muslim activists.
• The Hindu minority in Bangladesh, is again the victim of
terrorism, murder and religious cleansing. Supporters of
the current Bangladeshi government led by Khaleda Zia of
the conservative Bangladesh Nationalist Party (BNP) and
Islamic fundamentalist Jamaat-e-Islami, unleashed the
most recent cycle of violence and terror focused on Hindus
following the elections of October 1, 2001.
• Hindus in Bangladesh have traditionally supported the
secular Awami League led by Sheikh Hasina and had
been threatened by the BNP-Jamaat combine even
before the elections to not vote for the League.
– (i) Undermining the foundation of Bangladeshi democracy,
communities where Hindus voted in large numbers were
targeted by the victorious BNP-Jamaat militants for rape,
murder and forced exodus for having exercised the right to
vote without interference. Exact figures are unavailable as
human rights investigators tracking Hindu disappearances
have been detained,
– (ii) but estimates are that tens of thousands of Hindus
have been gang-raped, murdered and driven from their
homes.

Definition of Refugees
• The 1951 Refugee Convention spells out that a
refugee is someone who "owing to a well-
founded fear of being persecuted for reasons of
race, religion, nationality, membership of a
particular social group or political opinion, is
outside the country of his nationality, and is
unable to, or owing to such fear, is unwilling to
avail himself of the protection of that country."
Since then, UNHCR has offered protection and
assistance to tens of millions of refugees, finding
durable solutions for many of them.

• The Convention is both a status and rights-
based instrument and is underpinned by a
number of fundamental principles, most
notably non-discrimination, non-penalization
and non-refoulement. Convention provisions,
for example, are to be applied without
discrimination as to race, religion or country
of origin.

law also reinforce the principle that the
Convention be applied without discrimination
as to sex, age, disability, sexuality, or other
prohibited grounds of discrimination. The
Convention further stipulates that, subject to
specific exceptions, refugees should not be
penalized for their illegal entry or stay.
• Other rights contained in the 1951 Convention include:
• The right not to be expelled, except under certain, strictly defined
conditions (Article 32);
• The right not to be punished for illegal entry into the territory of a
contracting State (Article 31);
• The right to work (Articles 17 to 19);
• The right to housing (Article 21);
• The right to education (Article 22);
• The right to public relief and assistance (Article 23);
• The right to freedom of religion (Article 4);
• The right to access the courts (Article 16);
• The right to freedom of movement within the territory (Article 26); and
• The right to be issued identity and travel documents (Articles 27 and 28).
• Protecting refugees is primarily the responsibility of States. This may be
done by an individual or group assessment as to whether they meet the
definition in the Convention.

What is the difference between a
refugee and a migrant?-
• Refugees are forced to flee because of a threat of persecution and
because they lack the protection of their own country. A migrant, in
comparison, may leave his or her country for many reasons that are not
related to persecution, such as for the purposes of employment, family
reunification or study. A migrant continues to enjoy the protection of his
or her own government, even when abroad.
• The 1951 Convention only protects persons who meet the criteria for
refugee status. Certain categories of people are considered not to deserve
refugee protection and should be excluded from such protection.
This includes persons for whom there are serious reasons to suspect that:
• they have committed a crime against peace, a war crime, a crime against
humanity or a serious non-political crime outside their country of refuge;
or
• they are guilty of acts contrary to the purposes and principles of the
United Nations.
• Hence the persecuted Hindus fleeing from the clutches of the
Bangladeshi Jihadis are supposed to be treated as the refuges and
accorded all the benefits of the refugees, however, the very same people
( Jamati jehadi Muslims) who are perpetrating these persecution and
illegally coming to this side either in the garb of seeking employment, or
changing the demography or creating terrorist cell and causing slaughter
and civil disruption should be accorded the status dealt with Illegal
immigration act of 1983 with 2003 amendments.
• Vishwa Hindu Parishad (VHP) on Wednesday demanded that Muslims who
had come from Bangladesh should be treated as infiltrators and pushed
back. He, however, demanded refugee status and Indian citizenship for
Hindus coming over from the neighbouring country. “Any Muslim from
Bangladesh is an infiltrator, and should be pushed back into that country.
Infiltration should be finished in India,” VHP international working
president Praveen Togadia said.
What is the difference between a
refugee and a migrant?-
SUPREME COURT JUDGEMENT REGARDING THE
INFILTRATION AND MIGRATION.
• Honourable Supreme Court of India in its latest judgment clearly directed
to the government of Bengal , Assam, Arunachal, Mizoram and also the
central cabinet ministry to initiate immediate lawful steps to stop
infiltration of Bangladesh people from the wide border region of India and
Bangladesh. According to the opinion of the Honourable court more than
1 crore illegal migrants already infiltrated in India and due to the
negligence and delayed legal steps of local administration they are being
settled in various corner of our country ,so vivid report regarding the
issue has been asked by the Honourable court immediately from central
and various state governments of India.
• A committee of 3 members has already been formed by the Honourable
bench of supreme court which is headed by Dr A.S. Anand ,who directed
this judgment on 29th august. The other 2 members of the bench are
Justice Sarbashri Srinivasan and R.E. Lodhi. All India layers forum for civil
liberty appealed before this learned bench to identify and oust these
Bangladeshi infiltrators.
• On account of this central ministry of India already informed before the
Learned court that the Illegal Migrants Act (Determination by tribunals)
1993 causing obstacles to follow up the process of outstay as because the
previous useful act namely foreigners act 1946 being nullified because of
the new act enforced in 1993 , where the act made in 1946 was sufficient to
identify and outstay proceedings against those infiltrators ,but in this new
tribunal judicial system it is being hectic ,complicated and time delaying
procedure to frame up the same and central ministry has put their opinion
to discard the new law of 1993 to gear up the issue.
• But in fact all those Bangladeshi infiltrator already dipped their foot into the
soil of India by the help of various ill mechanism including the complicated
judicial system of this country and time delay .statement of Assam,
Meghalaya, Mizoram government already reported the same before the
Honourable bench. Only Assam government ousted 9461 Bangladeshi
people till date, and Mizoram government has already started the procedure
of distribution of identity card to their own citizen and after an effort of 2
years they could send 1332 nos of illegal migrants to Bangladesh.

• Fact remains that Bangladesh has now the second largest group of
ISI operatives along with the terrorist organisations like L.E.T. to
carry out terror strike in the neighbouring Rakhine state of
Mayanmar.
• Fact remain Bangladesh has been allowing the dreaded terrorists
like JUD, JMB, ANSARULLAH to operate from its bases which
cannot be achieved without the connivance of the government of
the day.
• Fact remains that a significant portion of the FCIN ( fake
counterfeit Indian Notes) are printed as well as pushed into India
through the Kilachowk corridor by Bangladesh and now a sizable
portion is printed in the Bangladeshi mints.
• Fact remains that the Bangladesh houses the Mugalistan research
Institute inside Its territory very near to its capital, which is an
anti-India establishment .

little less than undivided Bihar, it has rapidly expanding navy, huge
expansion in dredging of the water ways and about 1.6 million civilian

Bangladeshi governments in pasts including the recently concluded border
demarcation deals yet this state takes our government to the court
over maritime boundary disputes and extracts a huge area from our bay of
Bengal.
• Border skirmishes and killing of our BSF Jawans by the BDR rifles must warn
us that this state has other designs than peaceful co-existence with us.
• The hate speeches in this country by the clerics and politician and general
people suggest that these people are not the people loving friend of our
country.
• This country has developed strategic depth in our lower Bengal region for
about 40% geographical area and is supply arms and explosive from across
the border

was as an electrical engineer with an MNC, his father is a retired government
employee.
• One cannot forget the fact that in the last decade and half every Major terrorist
activity has a West Bengal connection. Its Harkat-Ul-Jihad-i-Islami( HuJI ) of
Bangledesh with links to Pakistan’s Jaish-e-Mohammed that carried out the blast on
board the Patna-Delhi Shramjeevi express. One of five was identified in the Delhi blast
was Mehboobque Ali Mandal of North 24 Pargana West Bangal.
• It’s significant to note she has never criticized the Jamaat e Islami or any other
terrorist organization. She did raise the issue of persecution of religious minorities
during her Bangladesh visit in Feb 2015.
• In Class 8 history textbooks of West Bengal Board of Secondary Education, the
activities of freedom fighters like Khudiram Bose, Jatindranath Mukherjee and Prafulla
Chaki have been termed as extremism and terrorism -by labelling freedom fighters as
terrorists she trying to pander to the elements who view India with hate.
• West Bangal is failed state today where even the police and judiciary is finding it
difficult to operate, According to National Crime Records Bureau (NCRB) the number
of political murders recorded in West Bengal during in 2013 is estimate to be 300

• Supporters of the Islamic State (ISIS) have put up posters in several districts of
West Bengal asking the youth to join the terrorist organisation, a report of the
Intelligence Bureau has warned the Ministry of Home Affairs (MHA).
• “Murshidabad and Nadia districts in West Bengal are witnessing increasing
fascination for the ISIS. Posters exhorting the youth to join the ISIS and contribute
to the ‘cause’ in any way possible have been found to be pasted across many parts
of the two districts. The state government needs to do more to control elements
who are promoting ISIS’ ideology in the state,” a senior IB official said.
• Officials suspect that activists of JUM, which has a strong network in West Bengal,
were helping the ISIS recruiters on the ground. “JUM, despite the recent
crackdown, has a formidable presence in the state and we believe that it is helping
the ISIS handlers who are on the lookout for new followers in India. Most of these
handlers are conversing with the JUM through the social media and passing on
instructions.
• “The youth, including girls, who are mostly in the age group of 16-30 years, are
being asked to start their own jihad from their place of residence. They are being
told that there is no need for them to come to Syria to join the war actively. This is
basically asking them to carry out ‘lone-wolf’ attacks that are very hard to stop
until they are executed”.
ISIS IN WEST BENGAL
• Now the clear contours of the problem, expressed at different parts of the
attached press report:
• MHA officials, who are keeping a watch on the spread of ISIS sympathisers in the
country, complain that the West Bengal government is yet to wake up to the
danger of the ISIS finding a foothold in the state. They express concern that the
Mamata Banerjee government is not doing enough to control the radical elements
in the state despite repeated warnings. The West Bengal police is yet to act on the
IB report.
• “It has been more than one year since the Burdwan blast took place, which
exposed West Bengal’s reluctance to crack down on the radical forces in the state.
During that period too we had asked the state government to crack down on the
Jamaat-ul-Mujahideen (JUM) by sharing regular inputs. It seems that the state
government has not learnt its lessons and is still reluctant to act tough against the
ISIS supporters, who are mostly illegal immigrants”.
• The press report also talks of ISIS presence "in Jammu and Kashmir, Mahrashtra,
Uttar Pradesh and Assam (the omission of Kerala is striking-already won?), seeking
enlisting of "capable youth to join the war against the infidels so that the Caliphate
can be brought in".
Human Trafficking, Sex Slavery &
Rape culture
1) A non-Muslim girl in the state can be easily raped and human trafficked in many
parts of West Bengal with impunity. In fact, Mamata Government has unleashed
a ‘rape jihad’ where honest officers are harassed because the culprits bring votes
to the party. In fact, party members even threaten with rapes publicly to those
who oppose them. In response to media reports of increased rapes under her
rule, Mamata responded “rapes happen because men and women interact
freely”.
2) Mamata repeatedly dismissed even the most gruesome rapes by calling them as
‘Staged events’ and deliberately slowed investigations. In fact, State High Court
trashed the charge sheet the state filed against culprits who gang raped a girl,
tore her legs apart until navel, slit her throat & dumped her off the street.
3) Even non-Muslim Christian minorities are being subjected to rape and
investigations against the rapists are being obstructed by the state machinery
when the perpetrators of these crimes happen to be Muslims. The gang rapes of
Suzette Jordon, Anglo-Indian girl and a nun are prime examples.
4) India’s Delhi police busted multiple human trafficking rings by West Bengal thugs
who lure, kidnap and sell girls for 60,000 Rs/- (967 US $) to red light districts
around the country and to Middle East.
Human Trafficking, Sex Slavery &
Rape culture
1) As per UN Report 28,000 women and children went missing in
West Bengal in one year and Mamata’s Government refuses to
give the latest numbers to the Central Government. When hapless
parents of kidnapped minor girls go to report to police, they
refuse to even file the case.
2) As per Media report, there are parts of West Bengal where
women and children are bought and sold like cattle. Local gangs
who are patronized due to their ability to bring votes, human
traffic women and girls and even kill them with impunity. Police
take orders from these thugs who move around with body
guards.
3) UK investigator Ross Kemp, report in Daily Mail (21st Jan 2014)
and Telegraph (27th May 2014) wrote about 20,000 girls going
missing in West Bengal each year and about interviewing a local
thug, ‘Khan’ who boasted of having human trafficked thousands of
girls and said he lost count of how many girls he killed.
Ethnic Cleansing of Hindus
1) There were 34 large and small known incidents of organized riots
against Hindus where hundreds of homes and businesses
destroyed, people killed and all done with complete impunity to
the local thugs.
2) Under patronage of Mamata’s party TMC, local thugs with arms
are causing unprecedented exodus of Hindus across 32,000
villages where they constitute a minority. Middle class Hindus
have left leaving the poor, Hindus to bear the brunt of Islamic
ethnic cleansing.
3) Mamata’s party TMC Rajya Sabha member Ahmed Hassan alias
Imran is prime instigator of riots of Feb 21st, 2013 where 200
Hindu homes were burnt in several areas across West Bengal.
4) Last month, just in a matter of 3 weeks there are 4 reports of
riots. There are riots almost daily across 32,000 villages of West
Bengal
Jamati Menace
• These border areas were also affected by left-wing extremists, and in order to curb
that, the Jamaat gave subtle support to Jama’atul Mujahideen Bangladesh an
Islamist organisation founded in 1998 in Palampur ,Dhaka by Abdur Rahman.
• Its stated purpose was to neutralize left-wing extremists, and put an end to
cultural functions, as well as shut down cinema halls, and demolish Sufi shrines. As
expected, it soon emerged as a dreaded terror outfit.
• Some of JMB’s notable activities are given below:
• It is believed to have been involved in an explosion of seven bombs on 13 February
2003 at one of its hideouts, having been preparing to explode them in northern
Bangladeshi towns during International Mother Language Day.
• On 12 January 2005, bomb blasts were carried out at two separate cultural events
in Sherpur and Jamalpur districts.
• Bomb blasts on 15 January 2005 at Jatra performances at Bogra and Natore killed
two and injured over sixty people.
• On 17 August 2005, 500 small bombs at three hundred locations across
Bangladesh detonated within the space of 30 minutes.
• The top leaders of the JMB were arrested by the security forces of Bangladesh in
early 2006. After being convicted at trial, on the evening of 29 March 2007, six top
leaders of the organization were executed. But some leaders were reported to
have crossed over to India and have been in hiding ever since.

convicted.
• Various Muslim groups, including the All Bengal Minority Council, the All Bengal

and the new Aliah Madrassa University were conspicuous at the gathering.
Incidentally, it was from the same ground Maidan in August 1946 that the call for
‘direct action’ was given by the Muslim League.

Sidiqullah was given permission for the gathering and allowed his ranting against
the India, indicate that there exists a tacit support by West Bengal’s ruling party, for
the increasing volubility of these groups and for their unhampered consolidation of
Militant Islamist in West Bengal. Mamata had initially tried to stall any attempt by
the Centre to facilitate the Burdwan blasts case whose roots and links go deep
beyond India’s boundaries.

for manpower resources to Al Qaeda and ISIS.

from Andhra Pradesh and Maharashtra, willing to join the two
organizations headed for West Bengal for their onward jihadi
journey. It was pointed out to Mamata that her refusal to allow
the West Bengal police soon after the blast to raid simulia
Madrasa where the Jihadhi training camp was conducted
helped one of the key jihadist Yusuf Sheikh to flee.

leaders of Jamaat e Islami warned her against developing Business ties with the
US.

dangerous extent when Mamata forced the “Sharada group” to buy at an

Imran former state chief of SIMI and links with radical Islamic outfits across the
border.

took place in South 24 Parganas district in February 2014. Document revealed that
Ahmed Hassan Imran was the mastermind behind the communal conflict at
Naliakhali village in South Bengal.
• Ahmed Hassan Imran was rewarded with a Membership of Parliament by Mamata
in February 2014, despite the West Bengal Police’s negative report. In 2014 general
elections in India Jammat have openly canvassed for the TMC one of them, Abdul
Barik Biswas, was seen on a dais with Trinamool MLA Actress Debasree Roy.

ministry in 1992, and their report kept a secret in view of the sensitive
findings.
• It was ultimately leaked and the estimated number of illegal migrants from
Bangladesh was anywhere between 1.5 crore and 2 crore.
• It’s time for a fresh survey, according to sources. There have been
renewed intelligence reports that militants are using madarsas and
mosques as safe havens, and also for storing arms and ammunition.
According to reports, the largest number of madarsas and mosques has
come up in bordering areas with Nepal, lower Assam and Bengal.

that nearly 40 per cent villages in the border districts of
Bengal are predominantly Muslim. There are reports that
concentration of the minority community, including the
Bangladeshi immigrants in the villages, has resulted in the
majority community moving to urban areas.

Muslim NGOs have sprung up in the area bordering Nepal.
Most of these Madarsas are used for anti-India activities by
Pakistan-backed terrorists.
• The NGOs ostensibly work for the social and educational
uplift of the Muslim community and receive substantial and
completely unregulated funding from Saudi Arabia, Kuwait,
Libya and other Islamic countries,” an intelligence report

TET OFFENSIVE
• On January 31, 1968, some 70,000 North Vietnamese and Viet Cong
forces launched the Tet Offensive (named for the lunar new year
holiday called Tet), a coordinated series of fierce attacks on more

• The North Vietnamese launched a wave of attacks in the
late night hours of 30 January in the I and II Corps Tactical
Zones of South Vietnam.
• This early attack did not lead to widespread defensive
measures. When the main North Vietnamese operation
began the next morning the offensive was countrywide and
well coordinated, eventually more than 80,000 North
Vietnamese troops striking more than 100 towns and cities,
including 36 of 44 provincial capitals, five of the six
autonomous cities, 72 of 245 district towns, and the
southern capital.

by either side up to that point in the war.

great TET offensive on 31st May of the Vietnam war. Then the paramilitary forces
will have to be deployed. They will get pinned down and then finally army will
have to be mobilized.
• Countless sleeper cells also cause mass act of terrorisms and blasts across the
Bengal Bihar region causing mass panic and destabilisation hindering forces
mobilisation and transport.
• The Napalese insurgents along with Chinese special operations forces holed
up in the bordering monasteries launch a co-ordinated attack on the
Chickens neck under a cover of the heavy artillery barrage from the newly
developed long range artillery and in a surgical strike they cut-off and
heavily mine the chickens neck and blow up the critical infrastructure linking
the arterial connection.
• Simultaneously China gauging the international mood launch a massive
attack from chumbi valley and Arunachal Pradesh and also hot our troops
with the missile sites situated near the border and launch an all out
offensive on the seven sisters. They start pouring down in the Assam,
Nagaland Arunachal Pradesh.
• The airlift operation will be at the mercy of the SAM batteries of the
Chinese military, and heavy anti-aircraft batteries on the other side. they
also launch similar misadventure in the DBO, Depsang corridor, Pakistan
joins the fray and launches an attack on the URI, Pathankot, Sir creek and
Amritsar region, they also lunch thousands of rubber dinghies in a sub-
littoral and Mumbai like attack on several coastal cities in the west coast.

• Chinese submarine in the Bangladesh waters have given
bathymetric data to the Beijing and fleet of Chinese submarines
and aircraft carrier group enters Indian ocean through Malacca
strait the Air crafts attack the tri-service command in the
Andaman Nicobar region closely co-ordinated by the coco
Island base, engaging them while the SSBNs slip through and
attack our coastal cities with SLBMs.
• Maoists anti-national group join the fray to dismantle the
government and subvert and sabotage the military and the
forces and the state

The inescapable conclusion is the following: -
• The state of Bangladesh has been a surrogate of the Pakistan China axis,
through it is difficult for the political establishment of New Delhi to
understand this factor that though the present prime minister Smt. Sheikh
Hasina has made the political establishment, believe that she is anti-
Jamati and pro_ India, however, he alter ego her sister sheikh Rehana, has
been the mother of friendly Jamatiswho still dream of the united
Mugalistan.

Balkanization • Balkanization, or Balkanisation, is a pejorative geopolitical term, originally used to describe the process of fragmentation or division of a region or state into smaller regions or states that are often hostile or uncooperative with one another. • Balkanization, division of a multinational state into smaller ethnically homogeneous entities. The term also is used to refer to ethnic conflict within multiethnic states. It was coined at the end of World War I to describe the ethnic and political fragmentation that followed the breakup of the Ottoman Empire, particularly in the Balkans. (The term Balkanization is today invoked to explain the disintegration of some multiethnic states and their devolution into dictatorship, ethnic cleansing, and civil war.)

  • 6. Pakistan-Bangladesh plan a Mughalistan to split India Mughalistan (or Mughalstan) is the name of an independent homeland proposed for the Muslims of India. This Mughal-Muslim state in the Indian subcontinent will include all of North India and Eastern India, and will be formed by merging Pakistan and Bangladesh through a large corridor of land running across the Indo-Gangetic plain, the heartland of India. This Mughalistan corridor will comprise Muslim-majority areas of Northern India and eastern India that will be partitioned for the second time in history. The comprehensive plan for a second partition of India was first developed by the Mughalistan Research Institute (MRI) of Jahangir Nagar University (Bangladesh) under the patronage of the two intelligence agencies, Pakistan’s Inter Services Intelligence (ISI) and Bangladesh’s Director General of Forces Intelligence, DGFI. The “Mughalistan Reaserch Institute of Bangladesh” has released a map where a Muslim corridor named “Mughalistan” connects Pakistan and Bangladesh via India.

Mugahlistan Plan • SIMI has championed the “liberation of India through Islam” and aim to restore the supremacy of Islam through the resurrection of the Khilafat (Islamic Caliphate), emphasis on the Muslim Ummah (Islamic) and the waging of Jihad on the Indian state, secularism, democracy and nationalism – the basic keystones of the Indian Constitution – as these concepts are antithetical to Islam. • The Indian Mujahideen have sent several emails claiming responsibility for several bombings in Lucknow, Varanasi and Faizabad (in Uttar Pradesh), Bangalore, Jaipur, Ahmedabad and New Delhi in 2007 and 2008. • The emails refer to notorious Islamic conquerors of India (Mohammed bin Qasim, Mohammad Ghauri and Mahmud Ghaznawi) as their role- models, refer to Hindu blood as “blood to be the cheapest of all mankind” and taunt Hindus that their “[Hindu] history is full of subjugation, humiliation, and insult [at the hands of Islamic conquerors]”.

  • 11. • To facilitate Mughalistan and the concomitant partition of India and Bengal, the DGFI-ISI have jointly planned to change the demography of West Bengal and Assam on a priority basis. • As many as 53 out of 294 Assembly constituencies in West Bengal have a high concentration of voters who happen to be illegal Muslim from Bangladesh. Similarly, the fate of 40 Assembly seats in Assam depends on the votes cast by illegal Bangladeshi Muslim infiltrators. All this has been revealed by a recent report of the union home ministry on infiltration from India’s neighbour. The report has been prepared on the basis of facts and figures provided by the Task Force on Border Management and Assam’s former governor S.K. Sinha. Mugahlistan Plan

  • 13. • As such the Bangladeshi Muslims can control the West Bengal Assembly, and dictate terms to the state government of West Bengal in all respects. The picture of plight of majority Hindu electorates worsened in the State, as Muslim electorates have a clear majority in three districts viz. Malda, Murshidabad& North Dinajpur and 63 (sixty three) blocks in West Bengal. Again, an analysis upon the projection into the 2001 Census hints at abnormal Muslim growth everywhere in West Bengal, where the Muslim population is 28% of the total state population. • There are at least 5 powerful Muslim ministers in the West Bengal state cabinet: AbdurRezzakMollah (Minister of Land & Land Reforms), AnisurRahaman (Minister of Animal Resources Development), Mortaja Hossain (Minister of Agriculture, Marketing & Relief, Minster of State), AnarulHaque (Minister of State for Public Health, Engineering) and AbdusSattar (Minister of State for Minority Development & Madrasa Education). • In West Bengal, there are 45 Muslim Members of the Legislative Assembly (MLAs) out of 294 seats. There are 5 Muslim Members of Parliament from West Bengal out of 42 seats: Mohammed Salim (Calcutta North East), Abu Ayes Mondal (Katwa), Abu Hasem Khan Choudhury (Malda), Abdul Mannan Hossain (Murshidabad) and Hannan Mollah (Uluberia), all of whom strength the control of Islam in various government institutions and the police hierarchy. Managers of various Madrassas and Ulema maintain close links with the embassy officials of those countries located at Kathmandu. Financial assistance is also channelized through the Islamic Development Bank (Jeddah), Habib Bank of Pakistan and also through some Indian Muslims living in Gulf countries. Pakistan’s Habib Bank, after becoming a partner in Nepal’s Himalayan Bank, has expanded its network in the border areas including Biratnagar and Krishna Nagar. • It is suspected that foreign currency is converted into Indian currency in Nepal and then brought to India clandestinely. Madrasas and mosques on the Indo-Nepal border are frequently visited by prominent Muslim leaders, Tablighi Jamaats (proselytizing groups) and pro-Pak Nepali leaders. Officials of Pak Embassy have come to notice visiting Terai area of Nepal to strengthen Islamic institutions and to disburse funds to them. Now, the new generation of Muslims, i.e. the Janjati Muslims, is growing. They give Muslim names to their children but the clan remains that of local wives, like Saidullah Ningrum, Azad Lingdoh (Khasi Muslims), Nizamuddin Semia, Akram Semia (Naga Muslims), Shahabuddin Chowdhury, Akbar Laskar (Assamese Muslims) and others. • In Assam, Muslims are using Assamese surnames like Hazarika, Barbhuian, Bargohain, Bhuiyan, Bora, Gohain and others. There are Meitei Muslims too in Manipur.

Dimapur has become the den of these Bangladeshi Muslims. • They constitute the leading labour force in the agriculture sector owned by the Naga community. The majority of rickshaw-pullers, auto-drivers and other manual labourers is now of Bangladeshi Muslims. • This has given rise to robbery, theft, illegal trafficking of narcotic drugs and liquor, smuggling of pornographic films and vulgar literature and an unprecedented rise in crime, flesh trade and prostitution. This influx has narrowed the jobs of lay workers too. • The Nagaland state capital, Kohima, has become the second biggest haven for the illegal migrant Muslims who occupy most of the shops in the main market, P.R. Hills and other localities. They marry Angami girls and become sons-in-law of the Naga people.

But the agitation was silently withdrawn reportedly due to threats from Bangladesh that the Government of Bangladesh would demolish all the camps of Naga undergrounds established in the territory of that country if the Bangladeshi Muslims were harassed in Nagaland. • On seeing this unprecedented growth of Muslim population in Nagaland, S.C. Their number is estimated to be several thousand. The concentration of the Semiyas is the highest in Dimapur and Kohima districts respectively. There are fears among many that the voters’ list might have been doctored to accommodate the Semiyas as well other immigrants. The result of such immigration is gradually being felt in the state. • According to a Dimapur-based newspaper, on any Muslim religious day at least half of the shops in Kohima and some 75 per cent in Dimapur remain closed. Anand ,who directed this judgment on 29th august. The other 2 members of the bench are Justice Sarbashri Srinivasan and R.E. Lodhi. All India layers forum for civil liberty appealed before this learned bench to identify and oust these Bangladeshi infiltrators.

ISIS IN WEST BENGAL • Supporters of the Islamic State (ISIS) have put up posters in several districts of West Bengal asking the youth to join the terrorist organisation, a report of the Intelligence Bureau has warned the Ministry of Home Affairs (MHA). • “Murshidabad and Nadia districts in West Bengal are witnessing increasing fascination for the ISIS. Posters exhorting the youth to join the ISIS and contribute to the ‘cause’ in any way possible have been found to be pasted across many parts of the two districts. The state government needs to do more to control elements who are promoting ISIS’ ideology in the state,” a senior IB official said. • Officials suspect that activists of JUM, which has a strong network in West Bengal, were helping the ISIS recruiters on the ground. “JUM, despite the recent crackdown, has a formidable presence in the state and we believe that it is helping the ISIS handlers who are on the lookout for new followers in India. Most of these handlers are conversing with the JUM through the social media and passing on instructions. • “The youth, including girls, who are mostly in the age group of 16-30 years, are being asked to start their own jihad from their place of residence. They are being told that there is no need for them to come to Syria to join the war actively. This is basically asking them to carry out ‘lone-wolf’ attacks that are very hard to stop until they are executed”.

During that period too we had asked the state government to crack down on the Jamaat-ul-Mujahideen (JUM) by sharing regular inputs. The gang rapes of Suzette Jordon, Anglo-Indian girl and a nun are prime examples. 4) India’s Delhi police busted multiple human trafficking rings by West Bengal thugs who lure, kidnap and sell girls for 60,000 Rs/- (967 US $) to red light districts around the country and to Middle East.

Local gangs who are patronized due to their ability to bring votes, human traffic women and girls and even kill them with impunity. Police take orders from these thugs who move around with body guards. 3) UK investigator Ross Kemp, report in Daily Mail (21st Jan 2014) and Telegraph (27th May 2014) wrote about 20,000 girls going missing in West Bengal each year and about interviewing a local thug, ‘Khan’ who boasted of having human trafficked thousands of girls and said he lost count of how many girls he killed.

Jamati Menace • These border areas were also affected by left-wing extremists, and in order to curb that, the Jamaat gave subtle support to Jama’atul Mujahideen Bangladesh an Islamist organisation founded in 1998 in Palampur ,Dhaka by Abdur Rahman. • Its stated purpose was to neutralize left-wing extremists, and put an end to cultural functions, as well as shut down cinema halls, and demolish Sufi shrines.
