stigmatising and de-humanising ageist attitudes and
behaviour.
• clarify how human rights apply in older age
• ensure states understand their human rights obligations
to us in our older age
• better understand and assert our rights in our older age
• improve accountability of states for their human rights
obligations towards us in older age
• provide a framework for policy and decision making.

A convention must :
• provide a comprehensive and systematic
framework for the protection and promotion
of all our human rights in older age
• prohibit all forms of discrimination in older
age in every aspect of our lives
• articulate how each human right specifically
applies to us in older age
• provide for a strong implementation,
monitoring and accountability system.
5. Purpose and Focus of Conventions on
the Rights of the Older Persons
• The proposed Convention on the Rights of the
Older Persons is likely to be the next major Human
Rights Treaty adopted by the United Nations.
• Focus of the Treaty will be persons over 60 years of
age, which is growing demographic worldwide due
to increased population ageing.
• The need for a treaty has arisen due to issues
surrounding demographic changes from population
ageing.
• This has led to significant interest in how to best
ensure the well being of older persons.

19. International Year of Older Persons
• In its Proclamation on Aging, the United Nations General Assembly
decided to declare 1999 as the International Year of Older Persons.
• The proclamation was launched on 1 October 1998, the International Day
of Older Persons, by United Nations Secretary General Kofi Annan.

to highlight the important contributions that older people make to
society and raise awareness of the opportunities and challenges of
ageing in today's world.
