This project is to build the “Grand Concord” Five Star Hotel in
Mt. Lavinia with a 200 rooms.
Government of Sri Lanka (GOSL) received a loan from the
World Bank to develop Tourism Industry in the country.
The Sri Lankan Tourism Development Authority (SLTDA)
is entrusted with the utilizing the loan..
The Nawaloka Construction Ltd. has been selected as the
Contractor, while the Central Engineering and
Construction Bureau (CECB) has been selected as the
Engineer / Consultant.
The duration of the project shall be of 24 months.

The CAP gives the information which focuses on who,
what, when, where and how to administer the contract.
This is a product of an integrated team which is
responsible for the monitoring and surveillance of contract
performance.
The CAP needs to have an introductory statement that
briefly describes the “scope” of the requirements.

The PAP provides specific information on how the Contract
Administration team will observe and evaluate performance
according the standard required by the contract.
Particularly, the PAP includes information on how the “evaluators”
will observe survey, sample, test, evaluate and document the
performance.
The PAP is based upon the technical requirements and other
relevant conditions to the contract.
In this Five Start Hotel construction project the PAP is included in
the CAP.

An important component of the PAP is the method and level
of surveillance that will be utilized during contract
performance to ensure compliance with the standards.
The procurement Entity has broad – reaching rights with
respect to inspection of work, services and supplies.
In this project, as the CAP and PAP are contained in a single
document, the surveillance techniques are a component of the
PAP.
