After graduating from the Department of Diplomacy, National Chengchi University, Ms Chang participated in a long-term overseas volunteer service program with the International Cooperation and Development Fund. She witnessed the importance of gender equality to the sustainable development of a country in Central America, inspiring her to join the ranks of the Foundation of Women's Rights Promotion and Development after returning to Taiwan. Chang is in charge of promoting international participation of women's groups and aiding the international export of Taiwan's experience and inducing global interaction. Chang met a group of energetic predecessors in the fight for women's rights and passionate youths fighting for the gender equality social movement in her work, affirming her belief that promoting gender equality is the only way to implement sustainable development. The Foundation of Women's Rights Promotion and Development was established in 1998 as to the hub for bridging dialogues and facilitating information exchanges between the government and the private sector. Their efforts in recent years to promote women's economic empowerment focus on strengthening the economic power of aboriginal women and female immigrants by combining governmental resources with private funds and resources as well as local women's groups to create the "Taiwan Indigen Women Style" brand and the " Woman Immigrants' Entrepreneurship Accelerator" program. It aims to build a more friendly and attractive employment environment for women.
