most out of the E-Rate program
The Universal Service Program for Schools and
Libraries,mostoftenknownasthe“E-Rate”program,
was established to bring needed modern commu-
nications technology to schools and libraries in
communities across the country. The program is
administered by the Universal Service Administrative
Company (USAC) under the oversight of the Federal
Communications Commission (FCC).
Created by Congress as part of the Federal
Telecommunications Act of 1996, E-Rate subsidizes
between 20% and 90% of eligible costs in the follow-
ing eligible services categories:
1.TelecommunicationsServicessuchaslocalandlong
distancevoiceservices,800services,dataservices,
and cellular voiceservices. (Pleasenotevoiceservices
arebeingphasedoutforE-Ratediscountsbeginning
2015).
2. Basic Internet Access, including high- speed,
fiber-based services, Voice over Internet Protocol
(VOIP) and other data services.
3. Internal Connections, including purchases, installa-
tion and management of LAN/WLAN network, wiring
and wireless (WiFi) equipment needed to bring the
internet to classrooms and libraries.
4. Basic Maintenance of eligible internal connections
equipment.

Making E-Rate possible
The annual program funding was recently increased
and currently capped at $3.9 billion, indexed to
inflation each year. This increase will bring available
funding closer to actual demand. Eligible schools and
libraries can apply for funding to support their need
to expand and improve their network infrastructure to
support the latest in technology.
Your school’s or library’s discount on eligible
services depends on economic need as determined
by the National School Lunch Program and the school
(or library) location. After you have determined
your eligibility, you will need to select a qualified
Service Provider.

We are working Momentous Institute and its labora-
tory school to understand and test how technology
can mobilize and personalize learning to meet the
unique needs of each student, especially those who
are underserved. Our work is building our knowledge
about how technology can enable anytime, anywhere
learning; customize education to meet the needs
of each student; and help learners better manage
stress and other emotions. By working with students,
teachers and parents, we’re learning each day what
works and what doesn’t and adapting strategies
accordingly.
Nanodegree program
Topreparemorepeoplewiththeskills neededfor high
demandtechjobs requiringtechnological exper-
tise, we’re teaming up with Udacity to launch the
Nanodegreeprogram,neweducationalonlinepathways
to industry-relevant skills. Nanodegree curricula are
online, project-based, and taught by leaders in tech,
with support by coaches. The Nanodegree will be fully
recognized for entry-level jobs at AT&T and up to 100
graduates will be placed in paid internships at AT&T.
Support for E-rate
AT&T is the single largest service provider in the fed-
eral E-rate program in terms of total funding requests
submitted for wireline services. In 2015, an AT&T
Service Provider Identification Number (SPIN) was
selected on approximately 20% of the total E-rate
Category 1 wireline funding requests.
Alliance for Excellent Education Project 24
AT&T also is a contributor to Project 24, a program
of the Alliance for Excellent Education, which helps
school district leaders spend limited funds wisely
by providing them with free resources to develop a
comprehensive plan before buying technology or de-
vices. Project 24’s planning process places ongoing
support for teachers and a vision for student learning
at the forefront of the effort, making technology-rich
reform efforts more systemic.
The Alliance’s efforts, with AT&T and others to build
Project 24, have provided opportunities for hundreds
of school districts to make every day Digital Learning
Day for all students. In Project 24’s first year, over 970
districts took the “digital readiness self-assessment
survey” and over 5,000 education leaders from 1,400
different districts accessed the Project 24 resources
to inform a planning process.
