4. Punjab Social Protection Authority
PSPA was established in december 2015
Punjab government decided to established “ Punjab Social Protection Authority” in order to
fulfill the basic need of the helpless families facing economic problems.
PSPA was created to consolidate and monitor all welfare initiatives of the provincial
government and initiate missing programs.
5. Aims of Punjab Social Protection Authority
To reduce poverty and inequality in the province
Created opportunities for upward social and economic
mobility
Promote gender equality
Enhance social cohesion by mainstreaming the poor,
vulnerable and marginalized individuals
6. Main Services
There are two main Services:
1) Khidmat card scheme
2) 1000/- stipend monthly for girls students of govt.

9. Khidmat card scheme
For the first time in the history of Pakistan, a provincial
government has launched a major poverty alleviation
project for the demographically vulnerable individuals
living acute poverty.
Chief Minister Of Punjab issued special directive to
Punjab Social Protection Authority in July 2015 to
undertake Khidmat Card Program.
10. Khidmat card scheme..
Program started in December 2016
Card issued in all 36 districts in Punjab
An amount of Rs 3,600 will be given to the each needy
person on a quarterly basis through designated of the Bank
of Punjab or ATM machine
11. Target group
Initially the disabled people belonging to the poorest
households of Punjab (whose poverty score is under
Benazir income support program (BISP) cut-of score of
PMT 16.17) where selected, later on, PSPA with PMT cut-
of score to 20 hence bringing more people under its
umbrella
14. Criticize/Issues
Low amount
The amount is given from this scheme is not enough
Late procedure
The procedure is so lengthy and non understandable for
illiterate people
15. Future plans of Khidmat card scheme
Increase PMT score 20 to 30
Amount will be increase from Rs.1200/- to
Rs.1500/-
Artificial Organs, Wheel Chairs and other helping
Instruments will be provided to disable persons.
