Richard C. Taylor has a background in both the private sector working for Xerox Corporation where he oversees Washington D.C.'s parking meter program, and the public sector working for the U.S. Department of Transportation. He also founded a nonprofit called Operation Hunger DC that provides 300 meals per day to those in need. Additionally, Taylor had a career in professional football and was the first student-athlete at the University of Maryland to earn both a bachelor's and master's degree within the NCAA eligibility period.

With an Army Colonel for a father and a lifetime Public Educator for a mother, Richard C.
Taylor deeply understands the value of discipline, commitment, passion, leadership, hard work
and altruism. Accordingly, he strives to implement these values in every aspect of his daily
life.
Presently, Mr. Taylor is a Senior Business Analyst and Operations Manager at Xerox
Corporation where oversees the day-to-day execution of the Washington, DC Parking Meter
Asset Program. In this role, Mr. Taylor supervises approximately 30 parking meter and
administration professionals. He is ultimately responsible for the management of 18,000 parking
meters throughout the nation’s capital. This enterprise generates over $60,000.00 a day and 30
million a year.
Mr. Taylor’s road to Xerox is unprecedented. Over the course of the last 2 years, he has
dedicated himself to Operation Hunger DC – a nonprofit that he was inspired to start after
taking up a challenge to spend a day walking in the shoes of a homeless man. Today, Operation
Hunger has built a strong coalition which includes, SASS Enterprises LLC, Foley and Larnder
LLP Georgetown University Law Center, and dedicated professionals who are as committed to
the cause as the founder. As a result, Mr. Taylor is able to guarantee that 300 meals a day are
served to DC’s most vulnerable citizens, not only on the streets, but also in various shelters
dispersed throughout the city. Recently, Operation Hunger celebrated serving its 100,000th meal
and that number only continues to grow.
Prior to that, Mr. Taylor played professional football with the National Football League’s
Detroit Lions and New York Jets. Having fulfilled his lifelong dream of becoming a
professional athlete, Mr. Taylor immediately went to work with the United States Department
of Transportation as a Right-of-Way Program Manager and an Environmental Program
Manager. While holding those positions, Mr. Taylor lead projects and programs designed to
facilitate the application of and adherence to the National Environmental Policy Act, with
particular attention given the Great Lake geographical region. Taylor also functioned as the in-
house marketing coordinator for all mangers with state responsibilities and served as the Smart
Traveler Enrollment Program (STEP) Research Budget Coordinator where he was responsible
for over $17 million in assets.
Mr. Taylor was the first athlete to graduate from his high school early to pursue a full athletic
scholarship at the University of Maryland. While at the University of Maryland he was on
both the track and football teams. He also became the first student to complete his master’s
degree while still on athletic scholarship, making him the first student-athlete in the history of
the school, the history of the ACC, and the history of NCAA to complete a Bachelor’s and a
Master’s Degree program within the limitations of the 10-semester NCAA scholarship eligibility
period.
