and forensic compliance and auditing. He has worked on a number of
projects and investigations developing and implementing
comprehensive contract compliance monitoring/oversight strategies of
DBE, EEO, and workforce program requirements. His practical
experience includes providing for the administration of DBE, EEO,
workforce, labor and oversight of Davis-Bacon wage rate compliance
programs. Mr. Brewington has implemented contract compliance and
integrity monitoring, on-site/job site inspections and reporting of
D/M/WBE Program requirements for state DOT and other local
projects. In addition to these functions, he has been responsible for
auditing, investigating and verifying civil rights program reporting, data
collection, training and conducting DBE/EEO/Title VI compliance and
commercially useful function reviews (CUF) to ensure conformity with

Mr. Brewington performs the services of an Independent Private
Sector Inspectors General (“IPSIG”) on several Federal and State
funded engagements which entail the collection, review, assessment
and submittal of a comprehensive report detailing observations
reporting Contractors and Subcontractors’ current compliance status,
Contractor’s compliance with Program to determine if Contractor’s
Program meets or exceeds “best practices” and/or industry standards
and has, in fact, been implemented consistently with industry practice
for the DBE community. Assignments require that the Contractor’s
current compliance Program as applied is sufficient to ensure
compliance with applicable laws and regulations; and ensures that the
Contractor is not now doing, nor will it in the future do, business with
any purported M/WBE firm that the Contractor knows is not a bona

through DOT applied to DMWBE/HUB contracting and
subcontracting process.
Provided strategic planning and outreach within my region to
enhance the visibility of the DBE Auditors functionality and OIG
organization.
Conduct labor compliance reviews and investigations to ensure
that appropriate wages and fringe benefits are paid on federal-aid
projects in accordance with the Davis-Bacon Act.
Audit financial data, systems, programs and processes submitted
by the prime contractor to DOT to validate their contractual DBE
utilization and subcontractor adherence to CUF (Commercially
Useful Function).
Audit billable financial records, construction contracts and
compliance requirements to authenticate agreements as required
by DOT construction manuals and other regulatory requirements,
processes and procedural requirements.
Examine the contractual utilization of contractors to ensure
adherence to USDOT and FHWA guidelines for the DBE, MB,
and WB programs, particularly as it relates to CUF guidelines
Evaluate the implementation of Good Faith Efforts of bidders for
construction-related projects & interpret results of collected
analyzed data to detect price inconsistency with various items of
construction work.
Act as technical adviser to the construction unit regarding the
compliance issues in these audit findings and submit
recommendations to determine liability and/or penalties.
Utilize information technology to extrapolate and analyze
financial data in HICAMS, SAP, Vendor Payment Tracking, and
Business Warehouse.
Attend and give presentations during pre-construction meetings
with prime contractors regarding DBE compliance.
Respond to alleged violations of rules, regulations, and policies of
State and Federal regulation by analyzing and evaluating the
alleged violations.
