SCHEDULE - A
(See Clauses 2.1 and 8.1)
SITE OF THE PROJECT
1 The Site
1.1 Site of the Four-Lane Project Highway shall include the land, buildings,
structures and road works as described in Annex-I of this Schedule-A.
1.2 The dates of handing over the Right of Way to the Contractor are specified in
Annex-II of this Schedule-A.
1.3 An inventory of the Site including the land, buildings, structures, road works,
trees and any other immovable property on, or attached to, the Site shall be
prepared jointly by the Authority Representative and the Contractor, and
such inventory shall form part of the memorandum referred to in Clause
8.2.1 of this Agreement.
1.4 The alignment plans of the Project Highway are specified in Annex-III,
which has to be followed by the Contractor as a minimum. The Contractor
may, however, improve upon the alignment plans and profile and raise the
Finished Roadway Level (FRL) with approval from the Authority’s Engineer
within the available Right of Way.
1.5 The status of the environment clearances obtained or awaited is given in
Annex IV.

Annex - I
(Schedule-A)
Note : Through suitable drawings and description in words, the land, building, structures
and road works comprising the Site shall be specified briefly but precisely in this Annex-I.
All the chainages/ location referred to in Annex-I to Schedule-A shall be existing chainages.
1. Site
The Site of the Four-Lane with Paved Shoulders Project Highway comprises
the section of National Highway 33 commencing from km 277+500 at Mahulia
to Km 333+500 at Baharagora Junction midpoint, and NH-6 commencing from
Km 199+200 at Baharagora Junction to Km 183+587 at Chichra i.e. the part of
Jamshedpur-Baharagora-Chichra section of total length 71.61km in the
State of Jharkhand. The land, carriageway and structures comprising the Site are
described below. An index map of the project highway is given in Appendix A-I.
2. Land
The Site of the Project Highway comprises the land(sum total of land to be
possessed) as described below:

Kilometer stones are existing in entire length of the project highway. It is called the
“Existing Chainage”. During topography survey with Total Station, observations are made
to these Km stones and after finalization of alignment by improving the existing geometry
the chainage has been referred to “Design Chainage”. The relationship between the
“Existing Chainage” and the “Design Chainage” as per field surveys of the location of
existing Km stones using the total station for the “Project Highway” is given below.

Description of Four Laning
1. WIDENING OF THE EXISTING HIGHWAY
1.1 The Project Highway shall follow the existing alignment unless otherwise specified by
the Authority and shown in the alignment plans specified in Annexure – III of Schedule
A. Geometric deficiency, if any, in the existing horizontal and vertical profiles shall be
corrected as per the prescribed standards for plain / rolling terrain to the extent land is
available.
1.2 Width of Carriageway
1.2.1 Four-Laning with paved shoulders shall be undertaken from km 277+500 to km 333+500
of NH-33 and km 199+200 to km 183+587 of NH-06 in accordance with the typical cross
sections drawings given in the Manual. The paved carriageway shall be 18m wide in
accordance with typical cross sections drawings in manual.
Locations of built-up areas are specified as under. The cross section of carriageway to
be adopted in the built-up areas shall be as indicated in the table below:

2. GEOMETRIC DESIGN AND GENERAL FEATURES
2.1 General
Geometric design and general features of the Project Highway shall be in accordance
with section 2 of the Manual.
2.2 Design speed
The design speed shall be the ruling design speed of 80 km per hour for plain/rolling
terrain.
2.3 Improvement of the existing road geometrics
2.3.1 In the following sections, where improvement of the existing road geometrics to the

4.0 ROAD EMBANKMENT AND CUT SECTION
4.1 Widening and improvement of the existing road embankment/ cuttings and construction
of new road embankment/ cuttings shall conform to the standards and specifications
given in Section 4 of the Manual.
4.2 Raising of the existing road
Height of the Embankment shall be in accordance with section 4 of the Manual.
The existing road shall be raised in the following sections as minimum, however,
Contractor shall ascertain other locations and shall carry out the design in accordance
with the requirements of: IRC:SP-84-2014

5 PAVEMENT DESIGN
5.1 Pavement design shall be carried out in accordance with Section 5 of the Manual.
5.2 Type of Pavement
Rigid pavement shall be provided on main carriageway for complete project stretch and
at toll plaza locations, bus bays and truck lay byes.
Slip Roads:
The pavement design shall be done with Flexible Pavement.
Service roads:
Pavement shall be designed with Flexible Pavement.
5.3 Design requirements
Pavement design shall be done as per the section 5 of the manual and IRC
58.
5.3.1 Design Period and strategy for rigid pavement.
The Rigid pavement shall be designed for a minimum design period of 30 years. Stage
construction shall not be permitted.
5.3.2 Design Traffic
NH-33:
Notwithstanding anything to the contrary contained in this Agreement or the Manual, the
Contractor shall design the pavement for a design traffic of 7054 cvpd.
NH-06:
Notwithstanding anything to the contrary contained in this Agreement or the Manual, the
Contractor shall design the pavement for a design traffic of 9837 cvpd.
5.4 Reconstruction of stretches
The complete project highway shall be reconstructed with Rigid Pavement.
6 ROADSIDE DRAINAGE
Drainage system including surface and subsurface drains for the Project Highway shall
be provided as per section 6 of the Manual and as per cross section schedule provided
as Appendix - B1 to this schedule.
An effective drainage system for bridge decks shall be provided as specified in
paragraph 7.20 of the Manual.
7 Design of Structures

7.1.1 All bridges, culverts and structures shall be designed and constructed in accordance
with Section 7 of the Four lane Manual (IRC:SP:84-2014) and as detailed below.
7.1.2 The width of carriageway of new structures shall be as per provisions of the Manual
7.1.3 Provision of footpath on all structures shall be governed by the provisions of Manual.
7.1.4 All Bridges shall be high-level bridges
7.1.5 Utility services to be carried over the structures.

9 ROADSIDE FURNITURE
Roadside furniture shall be provided in accordance with the provisions of Section 9 of
the Manual.

• Pedestrian guardrail: Provide pedestrian guardrail at each bus stop location.

10 COMPULSORY AFFORESTATION
The number of trees which are required to be planted by the Concessionaire as
compensatory afforestation should be as per Forest Conservation Act, twice times the
number of trees cut which is 28460 Nos. Exact nos. of trees to be plates as
compensatory afforestation shall be as finalized by the Authority’s Engineer.
11 HAZARDOUS LOCATIONS
(i) The safety barriers shall also be provided at high embankment and at sharp curve as
per Manual.
12 SPECIAL REQUIREMENTS FOR HILL ROADS
The project road is passing through plain/rolling terrain therefore special requirement for
hill roads shall not be required.
13 CHANGE OF SCOPE
The length of Structures and bridges specified here in above shall be treated as an
approximate assessment. The actual lengths as required on the basis of detailed
investigations shall be determined by the Contractor in accordance with the
Specifications and Standards. Any variations in the lengths specified in this Schedule-B
shall not constitute a Change of Scope, save and except any variations in the length
arising out of a Change of Scope expressly undertaken in accordance with the
provisions of Article 13.

Vehicle rescue posts shall be provided as per specifications and standards
specified in Schedule D.
m) Telecom System
Telecom System shall be provided as per specifications and standards specified
in Schedule D.
n) Highway Traffic Management System
Highway Traffic Management System shall be provided as per specifications and
standards specified in Schedule D.
3) Utilities
Provision of accommodating utilities has been made over as well as underground
within utility corridor on either side of the Project Highway.
4) Rainwater Harvesting
As per Ministry of Environment and Forests Notification, New Delhi dated
14.01.1997 (as amended on 13.01.1998, 05.01.1999 & 6.11.2000), the
construction of Rain water, harvesting structure is mandatory in and around Water
Crisis area, notified by the Central Ground Water Board.

SPECIFICATIONS AND STANDARDS
1. Construction
The Contractor shall comply with the Specifications and Standards set forth in Annex-I of this
Schedule-D for construction of the Project Highway.
2. Design Standards
The Project Highway including Project Facilities shall conform to design requirements set out in
the following documents:
Manual of Specifications and Standards for four laning IRC: SP: 84:2014, referred to herein as the
Manual.

Specifications and Standards for Construction
1. Manual of Specifications and Standards to apply
Subject to the provisions of Paragraph 2 of this Annex-I, Four-Laning of the Project Highway shall
conform to the “Manual of Specifications and Standards for Four Laning of Highway Through
Public Private Partnership” published by the Indian Road Congress (IRC: SP:84-2014), referred to
as the Manual and MORTH Specifications for Road and Bridge Works. Where the specification for
a work is not given, Good Industry Practice shall be adopted to the satisfaction of the Authority’s
Engineer.
2. Deviations from the Manual
a. The terms "Concessionaire", "Independent Engineer" and "Concession Agreement" used
in the Manual shall be deemed to be substituted by the terms "Contractor", "Authority's
Engineer" and "Agreement" respectively.
b. The Rate and Measurement for Payment as given in MORTH Specifications for Road and
Bridge Works Fifth Revision 2013 to this Schedule D shall not be applicable and shall be
replaced by appropriate clauses of Conditions of Contract together with Schedules.
c. Notwithstanding anything to the contrary contained in Paragraph 1 above, the MORTH
Specifications for Road and Bridge Works Fifth Revision 2013 shall be followed, and for
purposes of this Agreement, the aforesaid Specifications and Standards shall be deemed
to be amended to the extent set forth below:

National Highways Authority of India Request for Proposal – Bid Document Volume – III: Schedules Four Laning with Paved Shoulders of Mahulia – Baharagora Section of NH-33 from km 277+500 to km 333+500 and Baharagora to Chichra Section of NH-06 from km 199+200 to km 183+587 In The State of Jharkhand (Design Length 71.610 kms) Under NHDP Phase III Page A-1 SCHEDULE - A (See Clauses 2.1 and 8.1) SITE OF THE PROJECT 1 The Site 1.1 Site of the Four-Lane Project Highway shall include the land, buildings, structures and road works as described in Annex-I of this Schedule-A. 1.2 The dates of handing over the Right of Way to the Contractor are specified in Annex-II of this Schedule-A. 1.3 An inventory of the Site including the land, buildings, structures, road works, trees and any other immovable property on, or attached to, the Site shall be prepared jointly by the Authority Representative and the Contractor, and such inventory shall form part of the memorandum referred to in Clause 8.2.1 of this Agreement. 1.4 The alignment plans of the Project Highway are specified in Annex-III, which has to be followed by the Contractor as a minimum. The Contractor may, however, improve upon the alignment plans and profile and raise the Finished Roadway Level (FRL) with approval from the Authority’s Engineer within the available Right of Way. 1.5 The status of the environment clearances obtained or awaited is given in Annex IV.

All the chainages/ location referred to in Annex-I to Schedule-A shall be existing chainages. 1. Site The Site of the Four-Lane with Paved Shoulders Project Highway comprises the section of National Highway 33 commencing from km 277+500 at Mahulia to Km 333+500 at Baharagora Junction midpoint, and NH-6 commencing from Km 199+200 at Baharagora Junction to Km 183+587 at Chichra i.e. the part of Jamshedpur-Baharagora-Chichra section of total length 71.61km in the State of Jharkhand. The land, carriageway and structures comprising the Site are described below. An index map of the project highway is given in Appendix A-I. 2. WIDENING OF THE EXISTING HIGHWAY 1.1 The Project Highway shall follow the existing alignment unless otherwise specified by the Authority and shown in the alignment plans specified in Annexure – III of Schedule A. Geometric deficiency, if any, in the existing horizontal and vertical profiles shall be corrected as per the prescribed standards for plain / rolling terrain to the extent land is available. 1.2 Width of Carriageway 1.2.1 Four-Laning with paved shoulders shall be undertaken from km 277+500 to km 333+500 of NH-33 and km 199+200 to km 183+587 of NH-06 in accordance with the typical cross sections drawings given in the Manual. Slip Roads: The pavement design shall be done with Flexible Pavement. Service roads: Pavement shall be designed with Flexible Pavement. 5.3 Design requirements Pavement design shall be done as per the section 5 of the manual and IRC 58. 5.3.1 Design Period and strategy for rigid pavement. The Rigid pavement shall be designed for a minimum design period of 30 years. Stage construction shall not be permitted. 5.3.2 Design Traffic NH-33: Notwithstanding anything to the contrary contained in this Agreement or the Manual, the Contractor shall design the pavement for a design traffic of 7054 cvpd. NH-06: Notwithstanding anything to the contrary contained in this Agreement or the Manual, the Contractor shall design the pavement for a design traffic of 9837 cvpd. 5.4 Reconstruction of stretches The complete project highway shall be reconstructed with Rigid Pavement. 6 ROADSIDE DRAINAGE Drainage system including surface and subsurface drains for the Project Highway shall be provided as per section 6 of the Manual and as per cross section schedule provided as Appendix - B1 to this schedule. Exact nos. of trees to be plates as compensatory afforestation shall be as finalized by the Authority’s Engineer. 11 HAZARDOUS LOCATIONS (i) The safety barriers shall also be provided at high embankment and at sharp curve as per Manual. 12 SPECIAL REQUIREMENTS FOR HILL ROADS The project road is passing through plain/rolling terrain therefore special requirement for hill roads shall not be required. 13 CHANGE OF SCOPE The length of Structures and bridges specified here in above shall be treated as an approximate assessment. The actual lengths as required on the basis of detailed investigations shall be determined by the Contractor in accordance with the Specifications and Standards. Any variations in the lengths specified in this Schedule-B shall not constitute a Change of Scope, save and except any variations in the length arising out of a Change of Scope expressly undertaken in accordance with the provisions of Article 13.

Such Project Facilities shall include: (a) Toll plaza; (b) Roadside furniture; (c) Street lighting; (d) Pedestrian facilities; (e) Landscaping & tree plantation; (f) Rest areas; (g) Truck lay-byes; (h) bus-bays and bus shelters; (i) development of site for wayside amenities; (j) Traffic aid posts; (k) Medical aid posts; (l) Vehicle rescue posts; (m) Telecom system and (n) Highway Traffic Management System 2 Description of Project Facilities Each of the Project Facilities is briefly described below: (a) Toll Plaza Toll Plaza shall be provided at km 309+515 (NH-33) in accordance with the Manual of Specifications and Standards as referred in schedule D. Metal Beam Crash Barrier, Concrete Crash Barriers, Separators (M. S. Railings) Metal Beam Crash Barrier shall be provided in accordance with the Manual of Specifications and Standards as referred in Schedule D. In addition, Metal Beam Crash Barrier shall be provided in the separator between main carriageway and service road. Minimum lengths of each of these safety barriers shall be as mentioned below: Concrete crash barrier 15,036m Metal beam crash barrier 61,000m RCC Railing 3,049m v. Delineators Delineators for the entire Project Highway at the locations as suggested in relevant IRC Manual recommended in Schedule D. vi. Boundary stones For the entire Project Highway as suggested in relevant IRC Manual recommended in Schedule D. vii. Hectometer / Kilometer stones For the entire Project Highway as suggested in relevant IRC Manual recommended in Schedule D. (c) Street Lighting: Street lighting shall be provided in median and service road separator at all built- up locations (given in para 2.2 of Schedule-B) and in accordance with the Manual of Specifications and Standards as referred in schedule D. (d) Pedestrian Facilities Pedestrian facilities shall be provided as per specifications and standards specified in Schedule D. (e) Landscaping and Tree Plantation: Landscaping: at Toll Plaza, major intersections, interchange etc. Landscaping within ROW of the project highway shall be done as per specifications and standards specified in Schedule D. (f) Rest areas: NIL

Construction The Contractor shall comply with the Specifications and Standards set forth in Annex-I of this Schedule-D for construction of the Project Highway. 2. Design Standards The Project Highway including Project Facilities shall conform to design requirements set out in the following documents: Manual of Specifications and Standards for four laning IRC: SP: 84:2014, referred to herein as the Manual.

Manual of Specifications and Standards to apply Subject to the provisions of Paragraph 2 of this Annex-I, Four-Laning of the Project Highway shall conform to the “Manual of Specifications and Standards for Four Laning of Highway Through Public Private Partnership” published by the Indian Road Congress (IRC: SP:84-2014), referred to as the Manual and MORTH Specifications for Road and Bridge Works. Where the specification for a work is not given, Good Industry Practice shall be adopted to the satisfaction of the Authority’s Engineer. 2. Deviations from the Manual a. The terms "Concessionaire", "Independent Engineer" and "Concession Agreement" used in the Manual shall be deemed to be substituted by the terms "Contractor", "Authority's Engineer" and "Agreement" respectively. b. The Rate and Measurement for Payment as given in MORTH Specifications for Road and Bridge Works Fifth Revision 2013 to this Schedule D shall not be applicable and shall be replaced by appropriate clauses of Conditions of Contract together with Schedules. c. Notwithstanding anything to the contrary contained in Paragraph 1 above, the MORTH Specifications for Road and Bridge Works Fifth Revision 2013 shall be followed, and for purposes of this Agreement, the aforesaid Specifications and Standards shall be deemed to be amended to the extent set forth below: Sl.
