Land Management and Alternative Dispute
Settlement
In a time when Western nations in particular are
repeatedly throwing down the gauntlet to the
principals of the “Rule of Law”, undermining
the achievements of our ancestors, and
scattering the deep-rooted hope of mankind to
live life in conditions of mutual respect framed
by law, the topic “Land Management and
Alternative Dispute Settlement” has the power
to set in motion a renewed debate about
fundamental legal principals.
The author will describe how the cultural and
social background in Afghanistan challenges the
so self-evident answers of the West with their
long established systems of formal justice that
automatically assume that it is the ultimate
good to have justice applied by the state. And as
frequent land disputes in Afghanistan remain a
major cause of tension and instability, and pose
a significant threat to peace and security the
author will explore the sources of land conflicts
in general and the typology of land disputes in
Afghanistan in particular.
Mr Peter Bernhardt is a
skilled expert with over 16
years of professional
experience in policy
advice and revision,
possessing a sound
knowledge of
development in both the private and public
sector.
He studied law in Frankfurt, Hamburg and Rennes
and Public Administration Management at the
Ecole Nationale d’ Administration in Paris.
Bernhardt has worked as a Senior Advisor and
Component Leader for GIZ where he was
responsible for the technical and contractual
implementation of several projects in Saudi
Arabia, Tanzania and Afghanistan.
Recently Mr Bernhardt was called again to
Afghanistan to be entrusted with the major task
of developing an ambitious three year political
reform agenda for the Afghan Government in the
frame of the Afghanistan Reconstruction Trust
Fund (ARFT/IP).
