Primary Purpose: The primary purpose of this position is to serve as a member
of the Vet Center Community Outreach Team, providing outreach services to
Military, Reserve, and National Guard members returning from the Global War on
Terrorism (GWOT), Operation Enduring Freedom and Operation Iraqi Freedom
and any other eligible combat veteran. The incumbent will drive a 38-foot motor
coach, which has spaces for confidential counseling, carrying Vet Center
counselors and outreach workers to Military installations, Reserve, and National
Guard facilities and events and activities to reach veterans within designated
geographic areas. These events, typically staffed by local Vet Center staff,
include homeless "stand downs," veteran community events, county fairs, and
unit reunions at sites ranging from Native American reservations to colleges.
When not traveling with the team, the incumbent will assist with other duties as
assigned at the local vet center where assigned.
Major Duties:
In his/her capacity as a Readjustment Counseling Technician, the incumbent
engages in activities which extend the outreach functions of Readjustment
Counseling Service to sites. The Readjustment Counseling Technician conducts
active community outreach to veterans, front-line identification of needs and
problems, and channels veterans to the Vet Center, other VA facilities and
community agencies for appropriate services. The incumbent will work in diverse
and unusual settings, interacting with a broad range of individuals from various
socioeconomic classes and racial-ethnic backgrounds and special populations
such as women veterans and disabled veterans, most of whom will he
experiencing some degree of psychosocial readjustment problems and/or
alienation toward counseling/treatment settings. Because crises among this
population occur with regularity, services may be rendered when unpredictable
situations are encountered during community outreach.
Incumbent contacts eligible combat veterans and their significant others from
widely diverse backgrounds in order to ascertain their needs and identify their
problems, inform them of DVA services and/or benefits and initiate the
readjustment counseling process. Incumbent assists in obtaining treatment for
veterans through federal, state and local resources. Although the incumbent
does not independently treat severe disorders, he/she must possess the ability to
recognize problems and communicate to the veteran the need for professional
help.
The incumbent serves as the designated driver for the Vet Center Community
Outreach Vehicle. Works outside and occasionally is exposed to bad weather
conditions while participating in outreach events. Drives in all types of traffic and
weather and is exposed to the possibility of serious accidents.

Upon arrival at destination(s) incumbent is responsible for setting up the outreach
vehicle for operation, i.e., leveling, checking communications systems, electrical
systems, etc.
The incumbent will drive and maintains (according to schedule) the Vet Center
Community Outreach Vehicle over Federal, State and County roads and city
streets in varying traffic conditions.
The incumbent arranges maintenance for the vehicle at regularly scheduled
intervals with contracted maintenance service.
Prepares and maintains vehicle records and reports in accordance with program
guidelines and policies; Participates in administrative, staff, clinical, and in-
service meetings at the vet center and at other locations as directed by the team
leader. Completes all required VA, VHA, and RCS mandatory training annually.

A valid states driver’s license is mandatory. Incumbent must complete any driver
annual drivers’ manual training that may be required by the local support facility
required in order to drive a government vehicle.

emphasis on GWOT, Operation Enduring Freedom and Operation Iraqi Freedom.

The incumbent is directly responsible to the Team Leader, who defines
objectives, priorities and deadlines. The nature of the position requires that the
incumbent be capable of operating independently, assuming responsibility for
day-to-day decisions involving the program and only receiving assistance from
the supervisor when unusual situations occur that do not have clear precedents.

The incumbent is responsible for the on going care of the VA Outreach vehicle
while assisting in providing needed services to combat veterans over a wide
geographic area. Additionally, the incumbent is responsible for obtaining veteran
client needed information and choosing which organization or agency to work
with in meeting the client’s needs. These agencies include: Military, Reserve,
and National Guard installations as well as other government agencies and
community resources. In many cases, the choice is easily recognizable. The
incumbent works in diverse and unusual settings and interacts with a broad
range of individuals from various socio-economic classes and racial-ethnic
backgrounds

The incumbent’s position as a driver of the VA outreach vehicle must follow all
Federal, State, City, and County regulations and guidelines pertaining to
operating a vehicle of this size safely at all times. The incumbent may be asked
to assist with outreach for select population of veterans in the community,
following specific rules, regulations, or procedures to help complete assignments
from the supervisor. The work can have a significant impact on the lives of the
target population, depending upon the accuracy, reliability and/or acceptability of
the incumbent’s efforts.

families, peers, and other service providers. The incumbent will interact with
Military, Reserve, National Guard, Community Agencies, and Service
Organizations as well as program staff.

A high level of physical energy is required; as the incumbent may be required to
drive for lengthy periods of time with brief rest stops to reach targeted
destinations in a timely manner.
Additionally, the incumbent will be expected to meet with many people in many
different locations in the course of a workday.

The incumbent will have assigned working space at the local Vet Center where
the Outreach Vehicle is assigned. It is expected that the incumbent will assist in
other (program support) duties as assigned when not utilizing the vehicle to travel
to rural sites and/or having maintenance performed on the vehicle and/or
completing reports, and/or completing logs of the vehicle usage. The nature of
the job requires travel throughout an assigned geographical area away from the
vet center (may exceed 50% of duty time. Although infrequent, it is anticipated
that some outreach events may require occasional overnight duty and/or
weekend duty. The incumbent uses moderate physical effort in operating hand
and foot controls. Occasionally handles objects weighing over 23 kilograms (50
pounds) while loading and unloading.
