An estimated up to 80% adult persons with disabilities (PWDs) / persons with intellectual disabilities (PWIDs) in Singapore may be undiagnosed or unserved, and are not attending regular services.
This results in deteriorating conditions and ultimately a pre-mature need for PWD/PWIDs to be kept in residential institutions. It is important to keep PWIDs in the community, as placing them in homes or institutionalised facilities will only further deteriorate their conditions, and isolate them from the community.
There is also a significant mental, emotional and physical strain on caregivers who have to manage the challenges that come with caregiving for aging PWDs/PWIDs.
To address this, MINDS Hub offers an array of healthcare and social support services all under one roof. Located in the heartlands of Singapore, MINDS Hub ensures PWDs/PWIDs and their families have more support closer to their homes, enabling them to participate actively in the community and to live independently.

The Movement for the Intellectually Disabled of Singapore (MINDS) has been caring for Persons with
Intellectual Disability (PWIDs) and their families since 1962.
Today, MINDS is one of the largest charities in Singapore, serving more than 4,500 PWIDs and
caregivers every year. With the key focus to expand community-based services, improving the
employability of PWIDS, strengthening education, and engendering inclusive community living,
MINDS offers a holistic range of services and programmes across the PWIDs’ lifespan. These
include schools, employment and training development centres, home-based care services and
community based services to cater to the physical, psychological, environmental and social needs
of PWIDs and their families. A snapshot of how MINDS support PWIDs is as follows.

(a) Persons with Disabilities -
deteriorating conditions and
increasingly complex needs
Lack of meaningful
engagement often lead to the
deterioration of functions in
PWDs/PWIDs. It leads to a lower
quality of life, poorer health,
increased social isolation and
behavioural challenges, often
leading to the development of
complex care needs, escalation
of caregiver stress, and pre-
mature institutionalisation of
PWDs/PWIDs.
(b) Caregivers - declining mental
and emotional health
Caregiving stress is compounded as
caregivers age, making them more
susceptible to ill health and acquired
disabilities.
Care recipients are living longer,
which means that the number of
years caregivers have to devote to
caregiving is extended. With shrinking
families, lesser family members are
available to share the careload.
(c) Disability Sector - higher demand for
institutional care
With higher life expectancy and a declining
natural population, an increasing number of
PWDs/PWIDs will be unlikely to have family
caregivers to look after them. In the longer
term, caregivers would request for their care
recipients to be admitted into institutional
care.
Institutional care becomes especially critical
if PWDs/PWIDs lack the training to live in the
community. This will severely impact the
sector's ability to cope with the future rise in
numbers.
5. Located in the heartlands, MINDS Hubs are
physical one-stop centres that provide
healthcare support as well as specialised
programmes and services for PWDs / PWIDs
and their families. MINDS Hubs will adopt a
person-centered “No Wrong Door” approach
where no PWD/PWID will be turned away, as
we strive to support each individual to access
an appropriate service that meets their
needs.

Our proposed solution is to establish MINDS Hubs in HDB Heartlands to serve
as regional outreach and service centres. Providing healthcare and a holistic
range of social support services under one roof, we are confident that MINDS
Hubs will help plug a gap that has seen some miss out on the support they
need.

-Provide assessment and diagnosis to adult PWIDs so that they can access
disability services and government disability schemes
-Health screening, Clinical Examinations, Medical consultations

-Continual learning opportunities for PWIDs
-Caregiver support groups, respite programmes for caregivers
3. Information & Referral
-Provide information, advice and referrals to PWDs/PWIDs and their
caregivers so that they understand the myriad of services and make
informed decisions
-Connect PWDs/PWIDs to community resources and services
4. Community Integration
-Befriending, Community and family events
-Outreach services to reach and engage the vulnerable and isolated
-Knowledge sharing with stakeholders
-Public education to promote disability awareness and social inclusion
6. 3. DESIRED OUTCOMES
MINDS Hub will benefit PWDs/PWIDs, their caregivers,
stakeholders, community partners, and the general
public.
We aim to serve 1,000 PWD/PWID-caregiver pairs
and train 250 stakeholders, improving the lives of
PWDs/PWIDs and their families through a whole suite
of services while building a more inclusive society.
Outcomes will be tracked through client satisfaction
surveys, outreach & social engagement reports,
clinical reports, pre & post intervention assessments,
e.g. MISO, Zarit Burden Interview to assess caregiving
burden.
