TRUSTMARK - GREEN HOMES GRANT VOUCHER SCHEME (GHGVS)
• Aligned with ECO / PAS 2035/2030 Transitional Arrangements and Extensions
• GHGS Certification Entry Requirements For Businesses Wishing To Participate
• PAS 2030:2017 or PAS 2030:2019 or MCS for low carbon heat measures
Work under GHGS will primarily be completed to PAS 2030:2017 for EEM’s, however if an installer has
already transitioned from PAS 2030:2017 to PAS 2035/2030:2019 and have access to a Retrofit
Coordinator, they will have the option of completing all GHGVS work in compliance with the
requirements of PAS 2035 if they wish to and are encouraged to do so.

Existing PAS Certificated Businesses
PAS 2030 certified installers that have transitioned from PAS 2030:2017 certification to PAS 2030:2019
certification can have their ‘superseded’ PAS 2030:2017 certification recognised alongside their PAS
2030:2019 certification; thus permitted to work in compliance with either standard of their certification
and scope from the commencement date of 28 August 2020 until 31 March 2021.
After this date they are required to work in compliance with and in scope of their PAS 2030:2019
certification and in compliance with PAS 2035:2019.

Business requiring PAS 2030 Certification
Apply to a UKAS-accredited certification body for certification to PAS 2030:2019. If they are unable to
meet all the requirements of PAS 2030:2019 the certification body will issue non conformities which will
need to be closed before certification.
However, providing the installer is able to demonstrate compliance with PAS 2030:2017 requirements,
the certification body will be able to certify them for that standard for a limited interim period, ending
not later than 31 March 2021, on the understanding that they are working towards compliance with PAS
2030: 2019.
This will allow the installer to participate in the GHGVS. When the installer is able to provide evidence to
the certification body that enables the outstanding non conformities to be closed, the certification body
will complete the certification to PAS 2030: 2019

GHGVS Certification Delivery Requirement – Fabric First – Whole House
• PAS 2030:17 Specification for the installation of energy efficiency measures (EEM) in
existing buildings
• MCS 023 allows MCS Contractors to demonstrate PAS 2030 equivalence for the
installation of Microgeneration technologies

GHGVS Specific Installation Requirements
• The significant technical risks associated with park homes, high-rise buildings, and any
protected buildings will render them unsuitable for the GHGVS unless a PAS 2035 route for
these buildings is adopted.
• These complexities will be dealt with under PAS 2035, which will provide a robust assessment
and design capability to mitigate potential long term structural and comfort problems.

GHGVS - Higher risk areas

Park Homes Due to the nature of the construction Park Homes can be only
effectively treated under PAS 2035 on the basis the construction type
and applicable measures.
Whole house / structure approach only, due to the risk an approach based upon PAS
2035 and the associated risk assessment is considered a more suitable route.
Traditionally constructed and
protected buildings
The level of competence and qualification that is required to assess
and determine the correct technical measures that are appropriate
for the building.
Whole House Approach as identified in PAS 2035 where the pathway is identified as
high risk.
High Rise buildings Possible challenge where multiple occupiers seek grants for a
structure that then falls into the high rise category,
Any risks associated with these structures must be removed from the process and
managed through the recognised planning requirements alongside the application of
the high risk review process.
Internal Wall Insulation Technical risks where installed services create an obstacle within the
structure
This is to reduce the risk of partial insulation (i.e. not insulating behind kitchen and
bathroom fittings) leading to thermal bridging, condensation and mould problems.
Solid Wall Insulation Technical delivery risks may be presented and create additional
challenges that would require further considerations.
Where concerns are raised over conditions or installation challenges the wider whole
house approach under newer standards should be considered.
Low carbon heating The design of the heating system is critical to the successful
installation of a low carbon heating source, system design must be
completed and recorded.
Whole house must be considered and the house fabric treated before the installation of
low carbon heating measures.

GHGVS Specific points
• All work undertaken under the GHGVS will require lodgement into the TrustMark Data-
Warehouse.
• Lodgement will determine the work category and requirements where high risk areas
identified and require input by Retrofit Co-Ordinator.
• SWI and Cavity Wall Insulation can be installed to acceptable risk level in line with PAS
2030/17, but will be subject to greater audit and compliance controls.
• TrustMark will be undertaking direct audit and compliance checks on the work completed and
lodged into the data-warehouse.
