1. PURPOSE
This document serves as the Standard Operating Procedures (SOP) for the collection of
photographs for site construction activity reporting. It will provide: general requirements of all
photographs, including naming and requirements of information to be captured (date, location,
subject(s) and activity(ies), direction of view, scale) and required linkages to other documents (i.e.
as-builts, finaly construction reports).
It will also include, as an appendix, a list of minimum required photographs (and circumstances)
including what needs to be captured of what and when (e.g. trenches and all conduits, conduit end
cross-sections and post backfill compaction immediately following trenching and before paving).
2. SCOPE

timely recording and transmittal of these photographs via Daily Reports and other manners,
as necessary. In addition, they shall ensure that these photographs are included in the
appropriate locations of appropriate Project documents, such as “as built” drawings and
Final Installation Reports.

4.1 Process Flow

4.2 Procedure
The following paragraphs will define general requirements to be met for all photographs,
including information to be captured and required linkages to other documents. Details of images
to be captured during particular work types will also be discussed below with a detailed checklist
to be compiled in the Appendix.

4.2.1 Overview
4.2.1.1 General Requirements: All site construction photographs will share, at a
minimum, the following requirements.
• Naming of photographs shall include… a uniform, standardized format for photo
titling will need to be determined and used during the length of the project. Two (2)
possible types are descriptive wording such as ‘casting of concrete_ lane 001_
looking north_date’ or by employing a designated alpha-numeric system with a
description adjacent to the photo in the daily work log (photo log). The latter type
may be advantageous when incorporating photo titles onto the GA , Red-Line
drawings and later incorporation onto the As-Built Final Package Drawings and
Final Construction Reports.
• The information to be captured in each photograph is to be clear and in a
standardized format. The associated photo log for the image will include at least:
date, location, subject(s) and activity(ies) captured in the image, the direction of
view, what was used for scale and an approximate size (see below for greater detail).
• Scalable measurements: the photographs will indicate subject dimensions whenever
possible using items such as, but not limited to, measuring tape and objects of known
dimensions (e.g. US coins or folders/binders).
• Hidden Works Documentation: Photographs will be taken of ALL works that will be
eventually hidden from view upon completion. See specific details below for more
information.
• Additional Photos: The DOE retains the right to request additional photos to be taken
in order to clarify ambiguous or problematic photo subject matter.
4.2.1.2 Photographic Records and Project Documents into which they are to be
included
Required linkages to other documents will be defined here and each photo log will cross-
reference the images location and linkage in those other project documents.
Incorporation of Photos into Project Documents
• Site Survey Photos-GA Drawings: The contractor will give evidence in photographic
form, all existing site conditions that are project development related. The photo title
will be shown on the initial GA drawings where the DICCE intends on developing or
resolving in-situ problems discovered during the site visit(s).
o Shall be indicated on the initial submission of the GA drawings giving
evidence on how the DICCE will interface with existing site conditions and
connections.
• QC reports
o Concrete pre-pour/placement report
o Backfilling report
o Compression Tests (28 day, etc.)
• Daily Reports: Shall include at least XXX photos indicating daily progress and
procedures

o As indicated above, the DOE will state what is the minimum required photos
inserted into the daily report. The DOE will have the right to request for more
detailed photos if required.
• Red-Line Drawings
o Photograph titles will be incorporated onto the red-line drawings indicating in
which location and direction the photograph was taken
• As-Built Drawings
o Will contain all photographic information as per finalized red-line drawings.
They may also contain photos taken during the SLAT review at the DOE’s
discretion. This is as per SOW sections 1.21/2.2.15
• Construction reports
o Any technical drawing or other depiction of an installation, or part thereof,
such as foundations, concrete slabs, trenches and conduits, electrical boxes,
wiring diagrams, and the like shall include a photograph(s) of the same, as
practicable.
4.2.2 Details
A detailed checklist of the minimum reporting requirements will be provided in Appendix I.
The list is meant to provide guidance by example of what is to be captured, in what detail,
how and when, as well a list of contingencies that would require additional photographic
records (e.g. failure of a component that requires images of the failure(s) and cause(s) as
well as the repair work performed and the final product of that work). It is by no means
meant to be exhaustive and additional photographic documentation may be initiated by
either DOE or the DICCE Designated Civil & Electrical QC manager onsite.
4.2.2.1 Photograph Content by Work Type
Civil Work: All Civil work photos shall contain, but not limited to, the following activities
• All photos shall be recorded on concrete pre-pour/placement and/or backfilling
report
• Excavation condition, location and dimensions
• Soil conditions prior to permanent material placement
• Reinforcing bar and associated structural material dimensions and placement
• Concrete ‘block-out’ dimensions and placement where required
• Anchor bolt or other fastener dimensions and placement
• Vapor or moisture material placement where required
• Dimensions and condition of existing infrastructure materials such as asphalt,
concrete or paver pavement , pavement sub-base(s), and fill soil.
• Interference of any other existing infrastructure not previously detected during site
surveys including sloping towards new construction.
• Pavement jointing including thermal control or construction types
• Use of construction equipment

• Pavement sloping indicating rain water moving away from new construction and
lack of ponding
• Construction material testing such as soil compaction, asphalt and concrete strength
tests, concrete slump, at material testing lab or in-situ
• Weather related project progress or material impacts
• Anchoring of all structural components
• Substrate condition prior to the application of horizontal traffic markings
Electrical Work: All Electrical work photos shall contain, but not limited to, the following
activities:
• All photos shall be recorded on the concrete pre-pour/placement or backfilling report
• Trenching dimensions and existing conditions
• Trench bed preparation including bedding type and thickness
• Placement of conduit(s) and/or direct bury cable(s)
• Distances between power and communication cables/conduits
• Cable type and sizing
• Connections of conduits with pull/hand boxes, both above and in-ground
• Placement of underground cable/conduit protection devices such as warning tape or
tiles
• Final backfilling and compaction
• Power and Control panel component placement and wiring, including labeling
• Panel’s moisture control material/system including drainage type (if required)
• Anchoring of all electrical components
• Power and communication tie-ins at host country’s panels/boxes
• All other connections of infrastructure to host country’s equipment (e.g. antennas)
• Earthing/Grounding system(s), materials used and location associated to existing
infrastructure
• Above ground conduit supports and sub-ups
• Conduit or cable penetrations through walls including moisture control techniques
• Spare conduits with associated pull strings/rope
Technical Solutions (IT and Communications): All technical solutions installation work photos
shall contain, but not limited to, the following activities:
