This document tracks conflict patterns in Akwa Ibom State, Nigeria from September to December 2017. It finds:
- A spike in conflict risk and violence in Akwa Ibom in November 2017, including criminality, cult violence, political tensions, and protests.
- The highest number of reported fatalities occurred in Ukanafun local government area, followed by Uyo.
- From September to December 2017, incidents involved criminality, political violence, cult/gang violence, and other issues. Peace actors are asked to closely monitor the situation and take appropriate response measures.

Akwa Ibom State Conflict Tracker (November- December, 2017)
1. Background
This monthly tracker is designed to update
Peace Agents on patterns and trends in
conflict risk and violence, as identified by the
Integrated Peace and Development Unit
(IPDU) early warning system, and to seek
feedback and input for response to mitigate
areas of conflict.
Patterns and Trends
September-November
2017
According to Peace Map data (see Figure 1)
there was a spike in conflict risk and violent
fatalities in Akwa Ibom in November 2017.
Incidents reported in the state during the
period included criminality, cult violence,
political tensions, and labor strikes/protests.
Criminality: In October, the police reportedly
arrested 15 suspects over kidnappings and
killings in Etim Ekpo and Ukanafun LGAs. In
November, gunmen reportedly attacked the
local community residence of a
commissioner in the state and killed his
younger sister in Ukanafun LGA. Two others
were killed by stray bullet during the attack.
Separately, a policeman and two others
were reportedly killed by robbers. In Eket
LGA, the police arrested three robbery
suspects.
Violence Affecting Women and Girls
(VAWG): In October, a man reportedly killed
his wife and dumped the corpse in a refuse
dump in Uyo LGA. In November, a 28-year
old woman was stripped and paraded by
residents over unsubstantiated allegation of
theft in Oruk Anam LGA.
Political Violence: In September, one person
was reportedly killed during primary
elections conducted by the Peoples
Democratic Party (PDP) in Itu LGA.
Gang/Cult Violence: In September, cultists
reportedly shot and injured a university
student in Uyo, the state capital.
Other: In September, a polytechnic student
was reportedly killed by a policeman during
a disagreement in Ukanafun LGA. In October,
five people reportedly died in a stampede
during a football match in Uyo. Also, in
October, tension was heightened among
residents following the outbreak of ‘Monkey
Pox’ disease in the state.
Recent Issues or
Incidents, December
2017
Incidents during the month included violent
criminality, political and cult violence.
Criminality: During the month, four
prisoners were reportedly killed and 47
others escaped during a jailbreak in Ikot
Ekpene LGA. Some staff of the prison were
also injured during the incident. Security
operative later arrested 14 of the escaped
prisoners. Separately, a male university
student was killed by robbers at a viewing
center in Uyo LGA. In a another incident, two
children, aged nine and five years, were
reportedly killed by unknown gunmen in
their home in Nsit Ibom LGA.
Political Violence: One person was reported

2. to have been killed during local government
elections in Uyo, the state capital. Hoodlums
reportedly attacked the state’s office of the
Independent National Electoral Commission
(INEC) during the election, shot sporadically,
killed one and injured several others.
Others: Two male secondary school
students drowned while swimming in a river
in Eket LGA. Separately, newsmen belonging
to several media houses were reportedly
attacked by operatives of the Department of
State Services (DSS) at the government
house in Uyo.
Prognosis
Incidents of conflict risk and violence during
this period related mainly to criminality,
political and cult violence. Peace actors
should monitor the situation closely and
respond appropriately.
