Olivia Edwards, PMP

Ms. Olivia Edwards is the President and Founder of Northlimb, LLC with
nearly three decades of cumula ve and progressive experience in the
environmental field. During that me, she was a project manager
responsible for overseeing mul ‐million dollar budgets in environmental
contracts for government en es, including NASA and the EPA. Ms. Edwards
has a broad‐based skill set which includes a strong management background
with effec ve leadership, including working with senior management,
clients, regulators, and other stakeholders. She has extensive project
oversight and compliance experience through a combina on of government
and private sector environmental inves ga on, remedia on, design, and
construc on projects for soil, groundwater, and vapor intrusion. Ms. Edwards
has demonstrated success in implementing and managing small to very large
complex projects with multi‐disciplined staff. Ms. Edwards has developed
excellent client and agency interac on skills and has demonstrated strong skills to work as a team leader,
personnel management, and has excellent written and oral communication skills.

3. Representative Projects
Project Manager for a Former Aerospace Rocket Testing Facility in Southern California
Managed Resource Conservation and Recovery Act (RCRA) and RCRA Facility Investigation data evaluations, work plans, site
investigations, treatability studies, risk assessments, and reporting at the former aerospace facility in Ventura County,
California. Project activities included a first‐time detailed review of soil, soil gas, and groundwater data collected since the
1980s for an area over 465 acres in size. Managed diverse project teams of up to approximately 60 people, a groundwater
and soil team from the state agency, the client, and concerns from an active public and other stakeholders. Developed costs
for corrective action and remediation of soil and groundwater to comply with an Agreement on Consent and a Consent
Order which exceeded over $200 million. Managed bench scale and field scale treatability studies that indicated corrective
action and remediation costs could potentially be reduced by approximately 30 percent.
Project Manager for a Superfund Site in a Southern California Port
Managed, planned, and coordinated the development of an ecological assessment evaluating risks from the pesticide DDT
and its metabolites (tDDT) to the benthic invertebrate community, direct ingestion of fish and sediment by piscivorous
birds, and indirect food‐chain effects to bird eggs. Project activities included a remedial investigation, responsible party
(RP) oversight, and evaluation of removal actions. Project execution required coordination of multiple experts, strategic
project planning, generation of Data Quality Objectives, field implementation, and schedule management. Cost savings was
realized by identifying overlapping RP sampling needs, utilizing the RPs contractor for ocean sample collection activities,
saving the client approximately $45,000 for the life of the project.
Project Manager for a Superfund Site in Los Angeles and Orange Counties in Southern California
Managed and coordinated a risk assessment and developed public outreach and education programs for communities in
Los Angeles and Orange Counties. Project tasks focused on assisting EPA to update an Institutional Controls program,
including providing information for a catch ban of a commonly caught and consumed fish and evaluating current human
and ecological risks associated with fish contamination. Activities also included providing support to assist with updating
the fish consumption advisories and assisted with reducing risk to the public by targeting routes of exposure for DDT and
PCBs.
Task Manager for Multiple Superfund Sites in Southern California
Assisted in developing and planning project schedules for a Superfund site in the Los Angeles area and providing a
combined comprehensive and dynamic project schedule to address four operable units. Provided support to establish
remedial action objectives for a Superfund site, and developed a Change Management Plan (CMP) addressing how project
changes will be identified and executed. The CMP was developed to assure project success, good financial performance,
avoid project delays, improve team performance, enhance the quality of the project, and to effectively minimize or mitigate
impact when a change event occurs. Additionally, managed the development of a Soil Gas Case Study document that
identified possible fate and transport mechanisms of chlorinated VOCs and applied site specific data from the site.
Associate Project Manager of a former Aerospace Facility, Los Angeles Area
Managed, planned, and implemented an ini al site reconnaissance for an inac ve 160‐acre facility to determine poten al
chemical impacted areas of concern prior to building demoli on ac vi es. Conducted a groundwater assessment to
determine current VOC concentra ons and iden fy off‐site sources, and a soil inves ga on to iden fy stra graphic details
within specified remedia on target depths. Addi onally, assisted in the design and implementa on of pilot tests which led
to a full‐scale system of an enhanced reduc ve dechlorina on groundwater remedia on system over the en re site. The
data collected provided informa on to implement a full‐scale, site‐wide system which included a network of over 150
remedia on wells and 30 monitoring wells. All ac vi es were conducted in conjunc on with development of a retail facility,
movie studio, and hospital, which required close management and maintaining schedules with staff, developers,
subcontractors, property owners, local and state agencies, and stakeholders. The project was awarded as a $15 million
performance‐based contract requiring the project team to implement the installa on of the groundwater and soil treatment
systems. As a result of the efforts of the project team, the site was awarded the 2007 Phoenix Award as the outstanding
brownfields project within EPA Region 9.
4. Associate Project Manager of a former Refinery, South Bay Area
Reviewed key documents for a 20‐year old site to determine current status of the 70‐acre parcel that had a landfill with
LNAPL. Coordinated a team of project experts to strategize and develop a path forward which included optimization of
remediation systems, management of LNAPL and groundwater contaminant plume investigations using multiple subsurface
techniques, management of the design, construction, operation and maintenance of various remediation systems, and
interaction with property owners, stakeholders, and state and local agencies to establish a path forward and facilitate early
site closure. The project was awarded as a $14 million performance‐based contract. Prior to project implementation,
developed a detailed work breakdown structure and schedule developed the budget, risk analysis, and assumptions for all
project activities to estimated contract close in 2018.
Associate Project Manager for a Former Nationwide Electronics Manufacturer, Los Angeles Basin, California
Managed schedule, cost control, and deliverables in an effort to address the dissolved‐phase chlorinated volatile organic
compounds (cVOCs) detected in the groundwater beneath the site. Prepared a Waste Discharge Requirements application
with details of the remediation technology and schedules, and initiated a remediation program utilizing in‐situ reactive zone
(IRZ) technology. The IRZ process involved injection of a food‐grade carbohydrate solution into the subsurface to create an
anaerobic environment, leading to reducing conditions in groundwater to facilitate reductive dechlorination of cVOCs.
Method of remediation has proven to be effective in reducing cVOC concentrations and cost effective.
Associate Project Manager for an Active Air Force Base, California
Prepared work plans for reductive dechlorination for groundwater in two areas of the site. Based on subsurface conditions
(lithology, subsurface features, depth to water, and concentrations of specific constituents), one area required IRZ
technology utilizing injection of a carbohydrate solution while the second area required the use of in‐situ chemical
oxidation (ISCO). Developed a pilot test for the ISCO injection area with health and safety measures that were recognized by
the base as exceeding the standard spill prevention, control, and material handling safety requirements. Implementation of
the remediation effort utilizing IRZ technology decreased the priority rating for the site. The pilot test for the ISCO injection
determined a path forward for a full‐scale injection program.
Task Manager for Multiple Guaranteed Fixed-price Contracts
Assisted teams as Project Scientist for site investigations and in‐situ remediation for preparation of Guaranteed Fixed‐price
Contract proposals for private sector commercial and industrial opportunities. Negotiated terms with subcontractors that
added value to the remediation projects.
Client Manager of Various Petroleum Retail Facilities
Served as the Client Manager and Project Manager for mul ple petroleum clients and was responsible for a budget of
approximately $5 million dollars for 27 ac ve environmental cases, with several cases which were designated as priority
sites and overseen by a district a orney. Approximately 11 of the retail facili es progressed from ini al inves ga on to
ac ve remedia on u lizing soil vapor extrac on in conjunc on with full‐scale groundwater pump and treat systems.

Task Manager for Multiple Real Estate Transactions
Conducted Phase I and Phase II assessments, many of which included surveys for asbestos containing materials to
determine the presence or absence of asbestos in a structure. Cost es mates were prepared for the abatement of the
asbestos containing materials iden fied.
