Port Expansion – The Challenges
The 10th International Harbour Masters’ Association Congress in Vancouver
represents not only the 10th Congress, but the 20th year since the inception
of the Association.
Taking place in the 4th largest port in North America, the 2016 IHMA
Congress will address the theme – ‘Port Expansion – The Challenges’. The
Congress programme appeals to harbour masters from ports across all
levels of the industry spectrum. Congress papers focus on the opportunities
and challenges facing the Harbour Master today and also address the
key issue of how harbour masters who are custodians of port safety and
the environment balance these responsibilities with the challenges of port
expansion and increasing vessel size.
Featuring a three day conference and exhibition along with an exciting
networking programme, make sure you plan ahead and join us in the city
named the “World’s Most Liveable” a remarkable eight times since the turn

Dear Friends and Colleagues,
As President of the IHMA, I’m delighted to be working alongside our hosts at Port Metro Vancouver to deliver our
10th biennial congress in this wonderful Canadian setting.
The 2016 Congress will focus on Port Expansion and the many challenges it brings for today’s port industry and
in particular the harbour master. It is therefore very appropriate that our congress will take place in one of the
fastest growing, most diverse and dynamic ports on the North American Pacific Rim. Port Metro Vancouver is
the largest port in Canada and the 4th largest in North America. The sheer volume and diversity of trades and
shipping in Vancouver is truly impressive with containers, break bulk, bulk, oil and gas plus one of the busiest
cruise terminals in the world. New facilities are required to accommodate the increasing volume of trade and
the challenges of port expansion are all too apparent in the wonderful setting of Vancouver, British Columbia.
Other Canadian ports are also grappling with the problems port expansion brings and I am sure that many of our
harbour masters around the globe are facing similar challenges.
The congress programme will outline local and international case studies on this central theme as well as delivering
more traditional updates in marine operations, security, environment and technology. The pressures on harbour
masters today have never been greater as their role also expands along with the port. The 2016 congress will
tackle many of these issues head on and members will benefit from hearing about challenges that can arise in port
expansion projects and how those challenges are being met, with the harbour master at the core of these solutions.The 2016 Papers’ Committee under the guidance of Capt. Yoss Leclerc, Port of Québec’s Harbour Master, has
developed a stimulating and thought provoking programme of papers that will address the main themes and
sub themes of this congress on our 20th anniversary. We hope to attract many delegates to this, the first IHMA
congress to take place in North America.
One of the most important and effective parts of Congress is the opportunity to meet up and network on a face
to face basis. The city of Vancouver provides a stunning setting to do so. The sheer volume of social activities
and sights available for partners and for delegates pre or post congress is truly amazing. The scenery alone is
worth the journey. Canada is a vast country and British Columbia is one of the jewels in its crown.I would also like to thank our industry supporters who play such an important role at our Congress.
Developments in the marine commercial world are always progressive and harbour masters need to keep
informed and up to date with these exciting new products and services if they are to deal effectively and
efficiently with day to day port operations. Exhibitors will be on hand to demonstrate many such developments
and the best industry speakers will inform us with their presentations throughout the programme.Once again, the team at Informa has worked closely with our port hosts to develop another fabulous event social
programme, including the official Congress Welcome Reception, Congress Dinner and Technical Site Tour. It’s
time to plan your involvement at the Congress. I look forward to seeing as many of you as possible in Vancouver
next year to experience all that this wonderful city and the Congress have to offer.

Dear Colleagues and Guests,
Welcome to the 10th biennial Congress of the International Harbour Masters’ Association in
Vancouver, British Columbia. It is our distinct honour to be the first port city in North America to
host the IHMA Congress.
Vancouver is consistently ranked as one of the world’s most liveable cities. Bordered by snow-
capped mountains, lush forests, river valleys and the sea – the natural setting is beautiful. The
economy is grounded by diverse and strong sectors. And the surrounding community is vibrant
and growing.
Port Metro Vancouver, Canada’s largest and most diverse port and North America’s third largest
by tonnage, connects Canadians with over 160 global economies. Automobiles, breakbulk and
bulk cargo, containers and cruise passengers flow through 27 major marine terminals, three
national railroads, and a full range of supporting facilities and services.
The port is seeing unprecedented growth. Increasing trade in recent years has resulted in billions
of dollars invested from all levels of government and industry partners to increase efficiency and
capacity of port facilities. Container traffic alone is forecast to double over the next 10 to 15 years.
Added volumes and larger vessels will require us to maximize our navigation channel capacities.
And new infrastructure will be needed to meet demand for future generations of Canadians.
The theme of the Congress, “Port Expansion - The Challenges” is especially relevant to us here in
Vancouver. With increased economic growth and prosperity come environmental and social concerns
about the potential impacts of port expansion. Our role as the port authority is challenging, and
success requires a careful and constant balance of multiple priorities and interests.
For the Harbour Master’s department we must maintain supply chain performance, all while
terminals are expanding, new terminals are being developed, and vessel sizes are increasing. The
Congress is an opportunity to share best practice and consider how we, as harbour masters, can
contribute to success in the face of these challenges.
The IHMA Papers’ Committee has put together a comprehensive programme which offers
solutions and ideas to address the theme. In addition, Congress organizers have arranged a
variety of excursions that will offer delegates an opportunity to enjoy social and cultural events in
and around our beautiful port city.
On behalf of the conference organizers and the Papers’ Committee I would like to thank you for
your support and interest. We are honoured to be the first North American “port of call” for the
IHMA Congress.

Following this we will enjoy a guided water-borne tour of Port Metro Vancouver, the busiest and
most diverse port in Canada.
Leaving from Coal Harbour Dock and travelling east along the spectacular Vancouver cityscape
through to Burrard Inlet, this unique tour will let you experience the day to day operations of the
Port in its beautiful natural environment.

About Vancouver
Vancouver has a truly spectacular natural location but don’t let the
picture perfect backdrop of sky scraping mountains, lush forest and
sparkling ocean distract you too much. Vancouver is a cosmopolitan
city with plenty to do both indoors and outdoors. Year after year
Vancouver ranks as one of the world’s most liveable cities and it is

As the city is nestled between mountains and the ocean and boasts
an active outdoors loving population, there are many activities on
offer. It is also on the door step of Whistler, Seattle and Vancouver

Taking place in the 4th largest port in North America, the 2016 IHMA Congress will address the theme – ‘Port Expansion – The Challenges’. The Congress programme appeals to harbour masters from ports across all levels of the industry spectrum. The 2016 Congress will focus on Port Expansion and the many challenges it brings for today’s port industry and in particular the harbour master. It is therefore very appropriate that our congress will take place in one of the fastest growing, most diverse and dynamic ports on the North American Pacific Rim. Port Metro Vancouver is the largest port in Canada and the 4th largest in North America. The sheer volume and diversity of trades and shipping in Vancouver is truly impressive with containers, break bulk, bulk, oil and gas plus one of the busiest cruise terminals in the world. New facilities are required to accommodate the increasing volume of trade and the challenges of port expansion are all too apparent in the wonderful setting of Vancouver, British Columbia. Other Canadian ports are also grappling with the problems port expansion brings and I am sure that many of our harbour masters around the globe are facing similar challenges. The congress programme will outline local and international case studies on this central theme as well as delivering more traditional updates in marine operations, security, environment and technology. The pressures on harbour masters today have never been greater as their role also expands along with the port. The 2016 congress will tackle many of these issues head on and members will benefit from hearing about challenges that can arise in port expansion projects and how those challenges are being met, with the harbour master at the core of these solutions.The 2016 Papers’ Committee under the guidance of Capt. Yoss Leclerc, Port of Québec’s Harbour Master, has developed a stimulating and thought provoking programme of papers that will address the main themes and sub themes of this congress on our 20th anniversary. We hope to attract many delegates to this, the first IHMA congress to take place in North America. One of the most important and effective parts of Congress is the opportunity to meet up and network on a face to face basis. The city of Vancouver provides a stunning setting to do so. The sheer volume of social activities and sights available for partners and for delegates pre or post congress is truly amazing. The scenery alone is worth the journey. Canada is a vast country and British Columbia is one of the jewels in its crown.I would also like to thank our industry supporters who play such an important role at our Congress. Developments in the marine commercial world are always progressive and harbour masters need to keep informed and up to date with these exciting new products and services if they are to deal effectively and efficiently with day to day port operations. It is our distinct honour to be the first port city in North America to host the IHMA Congress. Vancouver is consistently ranked as one of the world’s most liveable cities. Bordered by snow- capped mountains, lush forests, river valleys and the sea – the natural setting is beautiful. The economy is grounded by diverse and strong sectors. And the surrounding community is vibrant and growing. Port Metro Vancouver, Canada’s largest and most diverse port and North America’s third largest by tonnage, connects Canadians with over 160 global economies. Automobiles, breakbulk and bulk cargo, containers and cruise passengers flow through 27 major marine terminals, three national railroads, and a full range of supporting facilities and services. The port is seeing unprecedented growth. Increasing trade in recent years has resulted in billions of dollars invested from all levels of government and industry partners to increase efficiency and capacity of port facilities. Container traffic alone is forecast to double over the next 10 to 15 years. Added volumes and larger vessels will require us to maximize our navigation channel capacities. And new infrastructure will be needed to meet demand for future generations of Canadians. The theme of the Congress, “Port Expansion - The Challenges” is especially relevant to us here in Vancouver. With increased economic growth and prosperity come environmental and social concerns about the potential impacts of port expansion. Our role as the port authority is challenging, and success requires a careful and constant balance of multiple priorities and interests. For the Harbour Master’s department we must maintain supply chain performance, all while terminals are expanding, new terminals are being developed, and vessel sizes are increasing. The Congress is an opportunity to share best practice and consider how we, as harbour masters, can contribute to success in the face of these challenges. The IHMA Papers’ Committee has put together a comprehensive programme which offers solutions and ideas to address the theme. In addition, Congress organizers have arranged a variety of excursions that will offer delegates an opportunity to enjoy social and cultural events in and around our beautiful port city.
