Monitoring and Evaluation
• Monitoring and evaluation of programs has not been
practiced well as a system.
• Robust monitoring and evaluation system shall be instituted
to track changes and make proactive interventions in the
process of implementation of TVET policy, strategy, and the
intents.
• M&E data should be used to inform program changes and
new program development.
• Developing an M&E plan should outline what M&E
indicators to track, how and when data will be collected, and
what will happen to the data once it has been analyzed.

The importance of M&E
Monitoring and Evaluation is important because:
• it provides the only consolidated source of information showcasing
program progress;
• it allows actors in the sector to learn from each other’s experiences,
building on expertise and knowledge;
• it often generates (written) reports that contribute to transparency
and accountability, and allows for lessons to be shared more easily;
• it reveals mistakes and offers paths for learning and improvements;
• it provides a basis for questioning and testing assumptions;
• it provides a means for actors seeking to learn from each other’s
experiences and to incorporate them into policy and practice;
• it provides a way to assess the crucial link between implementers
and beneficiaries on the ground and decision-makers;
• it provides a more robust basis for raising funds and influencing
policy.

Strategies for M&E
• Establish a comprehensive TVET Management Information System
(TMIS) and data base used to manage different types of data in the
system.
• Translate the objectives of this policy and strategy into key
performance indicators (KPIs) and identify means of verification for
the indicators.
• Harmonize the TVET sector KPIs with the national development
indicators.
• Develop and implement standardized tools for monitoring and
evaluation of the TVET system.
• Prepare and implement monitoring and evaluation guideline and
make aware all concerned parties
• Establish a monitoring and evaluation mechanism at all levels to trace
implementation issues and take corrective actions.

Implementation procedure
The Ministry and other agencies will carry out:
• Review and endorse monitoring and evaluation programs
• Review and follow up priority areas
• Provide overall guidance to discharge its duties and responsibilities.
• Monitor and evaluate the performance of the sector programs by
quarterly, mid-term and annual progress Reports.
• Evaluate TVET institutions at different levels to ensure the effective
implementation of programs by using standardized
tools/instruments.
• Evaluating the accuracy, user friendliness, accessibility, and quick
service delivery of the technologies applied.
• Arrange logistics and human resource for monitoring and
evaluation.
• Collect qualitative and quantitative data, analyse the data and
disseminate consolidated report to concerned bodies.
• Provide periodic feedback to TVET institutions.

• Establish institutional supervision systems.
• Review and endorse the cascaded monitoring and evaluation programs at institution level
• Review and follow up priority areas
• Provide responsibilities for respective colleges, campuses, institutions, schools,
departments, directorates, and work divisions to implement the program.
• Monitor and evaluate the performance of the institutional programs by monthly,
quarterly, mid-term and annual progress Reports.
• Evaluate colleges, campuses, institutions, schools, departments, directorates, and work
divisions in the institution to ensuring the effective implementation of programs by using
standardized tools/instruments.
• Evaluate the accuracy, user friendliness, accessibility and quick service delivery of the
technologies applied.
• Assign human resource and allocating budget for monitoring and evaluation.
• Collect qualitative and quantitative data, analyse the data, and disseminating
consolidated report to concerned bodies.
• Disseminate periodic feedback to colleges, campuses, institutions, schools, departments,
directorates, and work divisions in their institution.
• Establish effective communication and better information sharing mechanisms.

Budget Requirement
• Monitoring and evaluation (M&E) related activities need to be planned
and properly budgeted at the early stages of program planning.
• Hence, up to 10% of the recurrent budget shall be dedicated for the
implementation of monitoring and evaluating programs.
• Accordingly, the following priority areas and other issues may be
considered in distributing the budget:
• Direct training to monitoring and evaluation implementers
• Monitoring and evaluation consultants
• Supervision team travel
• Ministry of science and higher education trainers
• Hired External trainers
• Quarterly, midterm and annual evaluation
• Manuals publications
• Other workshops

  • 48. © Ministry of Science and Higher Education| Confidential Monitoring and Evaluation • Monitoring and evaluation of programs has not been practiced well as a system. • Robust monitoring and evaluation system shall be instituted to track changes and make proactive interventions in the process of implementation of TVET policy, strategy, and the intents. • M&E data should be used to inform program changes and new program development. • Developing an M&E plan should outline what M&E indicators to track, how and when data will be collected, and what will happen to the data once it has been analyzed. • A variety of data sources can be used to collect M&E data.

  • 52. © Ministry of Science and Higher Education| Confidential Implementation procedure--- Regions/Institutions • Establish institutional supervision systems. • Review and endorse the cascaded monitoring and evaluation programs at institution level • Review and follow up priority areas • Provide responsibilities for respective colleges, campuses, institutions, schools, departments, directorates, and work divisions to implement the program. • Monitor and evaluate the performance of the institutional programs by monthly, quarterly, mid-term and annual progress Reports. • Evaluate colleges, campuses, institutions, schools, departments, directorates, and work divisions in the institution to ensuring the effective implementation of programs by using standardized tools/instruments. • Evaluate the accuracy, user friendliness, accessibility and quick service delivery of the technologies applied. • Assign human resource and allocating budget for monitoring and evaluation. • Collect qualitative and quantitative data, analyse the data, and disseminating consolidated report to concerned bodies. • Disseminate periodic feedback to colleges, campuses, institutions, schools, departments, directorates, and work divisions in their institution. • Establish effective communication and better information sharing mechanisms.
  • 53. © Ministry of Science and Higher Education| Confidential Budget Requirement • Monitoring and evaluation (M&E) related activities need to be planned and properly budgeted at the early stages of program planning. • Hence, up to 10% of the recurrent budget shall be dedicated for the implementation of monitoring and evaluating programs. • Accordingly, the following priority areas and other issues may be considered in distributing the budget: • Direct training to monitoring and evaluation implementers • Monitoring and evaluation consultants • Supervision team travel • Ministry of science and higher education trainers • Hired External trainers • Quarterly, midterm and annual evaluation • Manuals publications • Other workshops
