2. PROGRAMME OVERVIEW
This specially designed two-day workshop will provide participants
practical insights in dealing with the Contractors’ All Risks (CAR)
insurance policy. This would cover Section I (Material Damage) and
Section II (Third Party Liability) elements of the policy plus two
additional slots on CPM and ALOP. The session is facilitated and
delivered by well-qualified and experienced AICLA Loss Adjusters who
have many years of claims handling experience. They will present and
share their technical knowledge and expertise with participants during
this interactive programme. The event will provide participants the
opportunity to work in teams to study, discuss and explore practical
case studies to enhance their learning curve.

Claims Managers and Executives from insurance/ reinsurance

Jaye is a Chartered Loss Adjuster
(Fellow), Chartered Mechanical
Engineer and has a Masters in Business Administration. He has
been a practicing loss adjuster for 35 years and specialises in
engineering claims. In 2000, Jaye formed a national loss
adjusting company with over 40 independent adjusting
companies across Australia as service partners and heads this
Company as the Managing Director. Jaye has been actively
involved with the Australasian Institute of Chartered Loss
Adjusters (AICLA) and has served on the AICLA Board since
1999.
As the International Development Director of AICLA since 2003,
he has been responsible for expanding AICLA’s membership
base across the region and internationally. AICLA has
international membership chaptersin Malaysia, Singapore,
Hong Kong, Indonesia, Thailand and Vietnam and is further
expanding this to the Middle East and Europe.

management company in Singapore and led its Construction,
Power and Engineering (CPE) team for the organisation. This
was a regional assignment and was based in Christchurch,
New Zealand as a member of the CAT loss team handling the
2011 earthquake claims.
Prior to that, Pooba was attached to an international loss
adjusting firm in Kuala Lumpur where he was responsible for
risk management and claims handling for mega projects. He
gained further regional engineering exposure where he handled
cases in Brunei, Indonesia, Singapore, Vietnam and Hong
Kong. Pooba is currently the President of the Insurance Law
Association, Singapore (ILAS) and active insurance facilitator
(trainer) with IEM, ACEM, AICLA, SCI and MII.
Dan De Silva graduated from

Ir Pooba Mahalingam is a
professional engineer with over
20 years of experience in
construction, insurance and loss
adjusting. He used to manage
technical and complex
reinsurance claims for an
insurance company in
Adjusters (AICLA) and an Associate of CPA Australia.
Upon moving to Brisbane in 2011, Dan joined a major
international loss adjusting firm as an in-house Forensic
Accountant. During his period in Brisbane, he assisted the
catastrophic events - Brisbane floods, Cyclone Yasi,
Christchurch Earthquakes and Cyclone Oswald.
Prior to joining Matson Driscoll & Damico in 2014, he has
advised Insurers and the business community on aspects of
business interruption insurance and preparation of claims.
Dan is currently a council member in the International Division
of Australian Institute of Chartered Loss Adjusters (AICLA) and
a council member of the Singapore Institute of Insurance (SII).

Indonesia, handling P&C engineering and marine claims. In
engineering claims, he has vast experience in the CAR/ EAR,
CPM, MB, boiler, turbines, power plants etc. Some of his CAR/
EAR related cases includes EPC of the largest petrochemical
plant in West Java, power plant projects (hydro, coal fired, gas,
combined cycle, and diesel) all over the country.
Budi was elected as Chairman of APKAI since 2011, and
currently serving his second term of office. He also has an
industry role as the Vice Chairman of the Indonesian Insurance
Council. Budi is now the Deputy President and International
Division Chairman of The Australasian Institute of Chartered
Loss Adjusters (AICLA).

(The Association of Indonesian Insurance Adjusters) was
formed in 1979. It was originally called PEKA (Penilai
Kerugian Asuransi) when it was established with four
founding member companies. It was then called AAAI in 1988
and later renamed as APKAI in 2008. As of 2017, APKAI has
27 member companies comprising about 400 loss adjusters
from which 129 adjusters are qualified as ICAP (Indonesian
Certified Adjusting Practitioner) and 44 are members of
AICLA. APKAI has a mutual relationship with AICLA in the
form of education and training. ICAP qualified members are
recognized by AICLA and given some cross credit with the
Diploma of Loss Adjusting (AICLA) which is conducted by
