• Recognition by Department of Social Services (DSS) that delivery of the
NDIS to Aboriginal and Torres Strait Islander people is far from optimal.
• Asked NACCHO (and by extension Affiliates and ACCHOs) to obtain an
understanding of the barriers to involvement by ACCHOs and co-design
an approach that enhances participation.

To increase the accessibility of the National Disability Insurance
Scheme (NDIS) for Aboriginal and Torres Strait Islander peoples
across the country by better enabling Aboriginal Community
Controlled Health Organisations (ACCHOs) to deliver NDIS
services in a range of settings.

Identification of barriers and enablers needed for selected ACCHOS to successfully deliver NDIS
services
• Work with urban, regional and remote ACCHOs to design and in latter phases
subsequently deliver NDIS services.
• Comprehensive consultation with select ACCHOs on barriers and possible
enablers (e.g. workforce, pricing)

ACCHOS to successfully deliver NDIS services
• Consultation with First Nations Disability Network to further
understand the range of issues for delivery of NDIS.
• Consultation with NDIS/NDIA re issues being faced with other
‘thin’ (small population) communities to identify the enablers
and challenges to service provision and what lessons learned
might be applicable.

• Development of a report detailing concerns of each
ACCHO and identifying common issues and areas for
possible future support.
• Check reporting with participating ACCHOs and FNDN.
8. Stage 2 – Develop Package of Support
Identification of solutions and options to support ACCHOs to
successfully deliver NDIS services
• Workshop between NACCHO, DSS, NDIS and other key
agencies (e.g. PMC and NDIA), to report on the findings of
the consultations - the unique and common issues
amongst the selected ACCHOs - and to identify possible
supports and enablers to enhance NDIS service provision
to Aboriginal and Torres strait Islander peoples.

Identification of solutions and options to support ACCHOs to
successfully deliver NDIS services
• Detailed work between NACCHO, DSS, NDIS and other
relevant agencies, to develop a package of support for
ACCHOs to deliver NDIS services.
• Continual testing of suggested responses/package of
support to issues identified with selected ACCHOs.
• Finalise package of support for pilot testing.

Design and delivery of pilot NDIS services in select ACCHOs
• Conduct site visits to selected ACCHOs (with DSS and possibly
other agencies) to help establish the support package at the
community level.
• Provide upfront and ongoing support to ACCHOs to deliver
NDIS services.
• Provide additional supports to all ACCHOs as opportunities
arise to increase uptake of NDIS service delivery roles.
• Document lessons being learned for further model adaptation.

Provision of tailored NDIS services in select ACCHOs
• Review the pilot and consider what supports need to be
embedded Government policy to enable further participation.
• Consider further piloting.
• Provide advice on the longer term development of a workforce
strategy.
• Provision of tailored information on the range of tools and
supports specifically designed to assist and enable ACCHOs
that choose to deliver NDIS services.
• Final report including communication back to network.

• Project Implementation Steering Group to be established
including selected sites, related Affiliates and First Nations
Disability Network.
• Communication at the end of each stage will be made with the
whole Network. Feedback encouraged.
• Documented reports will also be made available to the whole
Network. Again feedback encouraged.
