Subject: Brief of Pakistan Technology Council for Information of Ministry of
Science and Technology
Dear Sir,
We are informed by responsible personalities about your reputations and working style
of office works. Being new in Ministry of Science and Technology we feel our
responsibility to inform you the background history of Bachelor of Technology
(B.Tech) to clear the concept about the Technologists who are suffering since last 40
years, The information in brief is placed for your kind information please.
In the light of decision taken by National Assembly Standing Committee on Science
and Technology for non-inclusion of Technologist under the PEC Act2010 in the
meeting held on 25/3/2011. Subsequently a bill for the regulating of technologists (bill
2011) was drafted and Ministry of Science and Technology forwarded the same to the
Pakistan Engineering Council to initiate the process of conversion into the Act of
Parliament.
I would like to remind your Excellency the promise of late Shaheed Zulfiqar Ali
Bhutto and invite your attention on his speech dated 28-11-1972 where it was
announced for Technology Prosperity in Pakistan. Now it is the time to implement the
dream of Shaheed as the bill for the establishment of Pakistan Technology Council is
forwarded by Pakistan Council of Technologist and is laying pending with Ministry of
Science and Technology.
As per direction of Prime Minister letter No 3(27)2010-ATA-I Dated 24-03-2010 for
approval as ACT of parliament to gain power to register the Bachelor of Technology
graduates (B.Tech) and to control the Technology Education through Universities and
Colleges of Technologies in the Country.

2. It is surprising to note that the drafted bill sent by Ministry of Science and Technology
to PEC for views/Comments on April 12-2011 Sir, it is for your kind information that
after the amendment in PEC act 2010, PEC is no more the custodian of
Technologists. Furthermore, it is PEC which is responsible for the suffering of
Technologists for last 40 years and still creating hurdles in the development of
Technology and Technologists. That is why they have arranged and weed out the words
of Technology and Technologists from PEC Act 2010. PEC will never forward the
positive comments for the establishment of Technology Council and will try to use
delay tactics.
Weather the recommendations of the task force dated 30-12-1991 and recommendations
of senate standing committee on Science and Technology dates 18-10-1992 and the
latest direction of national Assembly standing Committee dated 25-03-2011 are not
sufficient for the establishment of Technology Council.
It will be appreciated if you kindly provide us the opportunity on multimedia
presentation on the status of (B.Tech Hons) degree in the light of Government of
Pakistan’s notifications and subsequent court decisions.
It is once again requested to intimate the date and time as convenient please.
