Current Chief Inspector
SPCA Canterbury is regarded as one of the leading SPCA’s in New Zealand, caring for over 2000
animals each year as it enforces the Animal Welfare Act 1999 and promotes responsible animal
ownership through its education programs. It employs around 40 staff supported by over 400
volunteers, with an annual operational expenditure of $3m all raised via donation or fees for
service.
Responsibilities
• Direct reporting to Chief Executive Officer and part of Senior Leadership Team (SLT),
• Manage budgets and operational activities of the Inspectorate,
• Responsible for 7 FTE and 1 volunteer on a daily basis,
• Organising complaints and individual staff duties to ensure smooth running of the
Inspectorate area and that staffing levels match workload required to maintain a seven day
a week operation,
• Negotiating annual performance objectives with staff to meet the Inspectorates business
plan objectives and ensuring that all staff have the appropriate skills and competencies to
perform their functions,
• Adverse Events / Animal Emergency representative for SPCA Canterbury.
Achievements
• Delivered a thorough training plan for the Inspectorate, including fire arms, captive bolt,
euthanasia, compassion fatigue, recognising mental disorders.
• Introducing monthly one-on-one meetings with staff,
• Developing a system to report on annual statistics to Ministry for Primary Industries,
• Introducing volunteers to the Inspectorate team,
• Writing standard operational procedures for the Inspectorate,
• Setting up MoU’s and building relationships with third parties such as Christchurch City
Council, Waimakariri City Council, After Hours Vet Practice,
• Intergrading the animal welfare emergency response into the Inspectorate,
• Developing and writing standard operational procedures for the emergency responses,
• Streamline and build on better internal communication lines between the Inspectorate,

Pets in the City is a high profile Animal Care Centre and provides boarding, day care,
hydrotherapy, grooming and training facilities for owned animals. A team of twelve staff care for up
to 200 animals at any one time, seven days a week.
Reporting to the business owners my responsibilities include:
• Manage and oversee the business,
• Building a strong annual business plan with an emphasis on new opportunities,
• Recruiting and managing all staff including performance reviews and training,
• Managing and formulating rosters whilst focusing on efficiency and adequate care levels,

Royal New Zealand Society for the Prevention of Cruelty to Animals (RNZSPCA)

The Royal New Zealand Society for the Prevention of Cruelty to Animals is a charitable
organisation which, through 46 SPCA Centres across the country, provides help to animals and
owners 24 hours a day, seven days a week. RNZSPCA’s mission is to advance the welfare of all
animals in New Zealand by:
• Preventing cruelty to animals,
• Alleviating suffering of animals,
• Promoting our policies through education and advocacy.
RNZSPCA is the approved organisation under the Ministry of Primary Industries (MPI) and has the
responsibility for over 92 appointed Animal Welfare Inspectors around the country. The
Inspectorate and Centre Support Team is responsible for supporting and assisting the 47 Centres
and the 92 Animal Welfare Inspectors in New Zealand.
Responsibilities
• Manage budgets and operational activities for training the National Animal Welfare
Inspectorate,
• Developing health and safety policies and procedures,
• Developing Body Worn Video (BWV) camera policy and procedures, including legal
compliance,
• Developing National guidelines (minimum standards),
• Project Lead for National roll-out of operational software system ‘Shelter Buddy’,

training,
• Unitec liaison and organising Animal Welfare Inspectorate students,
• Developing a National education strategy,

• Implement Quality Management in Inspectorate and Centre Support Team (PQASSO),
• General enquiries on Centre support,
• General enquiries on Animal Welfare Inspectorate support,

• Completed transfer all data from on site server to structured cloud based architecture,

• Reviewed and implemented renewed MPI audit compliance process (of two Centres),
• Delivered a bond form and agreement for Unitec students on Animal Welfare Investigations

• Delivered standard e-documents and replaced ‘old’ paper based forms and documents for
Inspectorate e.g. e-doc induction pack, appointment form and appointment renewals,

Wellington Society for the Prevention of Cruelty to Animals (SPCA)
2011 – 2014
Veterinary Practice Manager
Wellington SPCA is regarded as one of the leading SPCA’s in New Zealand, caring for over 6000
wild and domestic animals each year as it enforces the Animal Welfare Act 1999 and promotes
responsible animal ownership through its education programs. It is unique in that it also offers a
full veterinary service for owned animals, generating income to support the care of emergency and
un-owned animals. It has received the national Saving Lives award from Royal New Zealand
SPCA for the last three years recognizing its performance. It employs around 55 staff supported
by over 1000 volunteers, with an annual operational expenditure of $4m all raised via donation or
fees for service.
Responsibilities
• Direct reporting to Chief Executive Officer and part of Senior Leadership Team (SLT),
• Manage budgets and operational activities of veterinary department,
• Responsible for 10 FTE and 30 volunteers on a daily basis,
• Organising rosters and individual staff duties to ensure smooth running of the veterinary
care area and that staffing levels match workload required to maintain a seven day a week
operation,
• Negotiating annual performance objectives with staff to meet the veterinary care area's
business plan objectives and ensuring that all staff have the appropriate skills and
competencies to perform their functions,
• Leading the creation, implementing, management and monitoring of the protocols and
procedures needed within the centre and private practice,
• Disease control,
• Implemented a rigorous credit control for private clients to reduce bad debt,
• Assisting with the teaching and further education of the veterinary care team including
veterinarians, veterinary nurses, students and other staff, both paid and unpaid,
• Assisting with the further optimisation of the relevant computer and support systems used
by the veterinary care team,
• Ensuring the correct maintenance and servicing of all veterinary equipment as required,
• Communicating with the wide variety of people who use the veterinary services,
• Develop and maintain strong relationships with both internal and external parties.
Achievements
• A lead role in the development and implementation of the organisational transformation.
Wellington SPCA is now one of the leading SPCA’s in New Zealand,
• As the only SPCA with a private veterinary practice I led the development of standard
policies, protocols and procedures in line with industry standards,
• A pivotal lead in the ‘Rehome SPCA project’ which has enabled a smooth transition to the
new centre and allowed the organisation to seek NZVA Best Practice accreditation,
• Established and developed strong affiliations; MoU’s are in place with several external
parties like; Wellington Zoo Trust (The Nest Te Kōhanga), Massey University, DoC, NZVA,
Vet Council, Pacific Radiology, Otago Polytechnic and Weltec,
• Developed new and existing relationships with various organisations who donated a digital
radiography-system, veterinary services and uniforms valued over $300,000,
• Lead external fundraising activities which has generated approximately $20,000 in 2013,
• Successfully organised the community de-sexing caravan three years in a row in low
economical area, including sourcing donated product and service to allow over 350 animals
to be de-sexed each year at no cost to their owner (or Koha),

• Established and grew the veterinary volunteer team to over 50, integrating them into the
Veterinary Team to deliver far greater community outcomes with zero cost to the
organisation, this saved us approximately $100.000 on wages over the last 3 years.
The following three jobs were worked simultaneously during 2011 in the Netherlands prior to
immigrating to New Zealand

Landelijke Inspectiedienst Dierenbescherming (LID) (The Netherlands)
October 2008 – 2011 Animal Welfare Inspector
Landelijke Inspectiedienst Dierenbescherming (National Foundation Animal Protection/
Inspectorate) is the equivalent of the SPCA in The Netherlands. It is a Dutch foundation, which
enforces the (Animal Welfare) law. As an animal welfare inspector I was responsible for the upper
half of the Netherlands. The LID does have the power to do investigations and prosecutions for
neglect, abuse and other animal welfare related issues. Every year they receive around the 7500
complaints 73% of these complaints are adjective and resulted in prosecutions, official reports or
warnings. I was also allowed to write out infringement notices for animal welfare realted isssues.
Responsibilities
• Direct reporting line to the Managing Director,
• Supporting and advising government departments including Ministry of Agriculture, Health
Department, Police Department,
• Conducting Public Relations activities on Animal Protection issues,
• Investigate and research animal cruelty and neglect,
• Enforce the Animal Welfare Act,
• Compile evidential reports for court and undertake prosecutions,
• Educate the community about Animal Welfare,
• Carrying out routine inspections and thematic studies.
Achievements
• Led investigations into animal welfare complaints that resulted in prosecutions,
• Establish good relationships with external organisations like Ministry of Agriculture, Vet
Practices, Police Department,
• Developed strong internal relationships with colleagues to achieve the best outcomes for
animals (collaborate on bigger cases),
• Developed and established a new role as “Flying Goal keeper” (literal translation). This
senior role was designed as a rapid response function to undertake major investigations in
the North-East of The Netherlands, which made it necessary to drive up to 600 km a day,
• Being able to communicate on different levels, from people from Lower-Socio Economical
area’s to lawyers and vets,
• Giving animals a better life through my work as an inspector, whether it was through
education or prosecutions.
Willowbank Wildlife Reserve (Christchurch, New Zealand) September
2007 – July 2008
Wildlife Team Leader
Responsibilities
• Managing the Exotic, Native and New Zealand Heritage sections,
• Developing high husbandry standards, including researching appropriate diets and
enrichment programs,

• Captive breeding techniques and avian husbandry (native and non-native),
• Creative input in team meetings on how to increase welfare of all animals in our care,
• Engage volunteers and students within the section,
• Support other Team Leaders.
Achievements
• Designed and delivered educational presentations about species and conservation to
conservation tourism,
• Working with key stakeholders like The Department of Conservation (DoC) for the bird
conservation programmes, such as the kiwi program,
• Hatching and hand rearing of kiwi’s until they were ready to be released by
Willowbank/DoC,
• Set up a successful collaboration with Unitec for the Management of Captive Wild Animals
course,
• Guided and trained the Unitec students and volunteers,
• Simultaneously studied and completed the Management of Captive Wild Animals,
• Trained a Siamang gibbon so I could undertake pregnancy tests,
• Upgraded husbandry care for Siamang gibbons which resulted in the first healthy
pregnancy and offspring.
Keystone Wildlife Conservancy (Kaukapakapa, New Zealand) August 2006 –

Responsibilities
• Responsible for developing Animal Husbandry, Animal Health and Welfare Plans,
• Day to day planning and organization for several species, including Rothschild’s giraffe,
Water buffalo and Yak’s,
• Developing and researching new opportunities for expanding the collection.
Achievements
• Assisted the development of the giraffe house, enclosure and crush,
• Prepared and transported two two-year old male Rothschild’s giraffe from Christchurch to
Kaukapakapa,
• Trained giraffes to enter the crush for health checks and to be handled by humans.

• Selected to attend a one month exchange program at Wellington Zoo,
• Set up a point system to maximise and standardise the care system for all animals,
• Was a lead role in a documentary TV series at Stichting AAP,
• Met and exceeded KPI’s in relation to budgets and financial status reports.

Monique Hagedoorn Profile A proactive and highly motivated senior professional with twenty years’ international experience within the animal industry, is very passionate about animal welfare, - ethics and - law, ethology and education. Monique has excellent communication and interpersonal skills and continuously strives to build positive long term relationships to improve animal’s lives and her professional achievements. Professional Experience SPCA Canterbury Dec 2015 – Current Chief Inspector SPCA Canterbury is regarded as one of the leading SPCA’s in New Zealand, caring for over 2000 animals each year as it enforces the Animal Welfare Act 1999 and promotes responsible animal ownership through its education programs. It employs around 40 staff supported by over 400 volunteers, with an annual operational expenditure of $3m all raised via donation or fees for service. Responsibilities • Direct reporting to Chief Executive Officer and part of Senior Leadership Team (SLT), • Manage budgets and operational activities of the Inspectorate, • Responsible for 7 FTE and 1 volunteer on a daily basis, • Organising complaints and individual staff duties to ensure smooth running of the Inspectorate area and that staffing levels match workload required to maintain a seven day a week operation, • Negotiating annual performance objectives with staff to meet the Inspectorates business plan objectives and ensuring that all staff have the appropriate skills and competencies to perform their functions, • Adverse Events / Animal Emergency representative for SPCA Canterbury. Achievements • Delivered a thorough training plan for the Inspectorate, including fire arms, captive bolt, euthanasia, compassion fatigue, recognising mental disorders. • Introducing monthly one-on-one meetings with staff, • Developing a system to report on annual statistics to Ministry for Primary Industries, • Introducing volunteers to the Inspectorate team, • Writing standard operational procedures for the Inspectorate, • Setting up MoU’s and building relationships with third parties such as Christchurch City Council, Waimakariri City Council, After Hours Vet Practice, • Intergrading the animal welfare emergency response into the Inspectorate, • Developing and writing standard operational procedures for the emergency responses, • Streamline and build on better internal communication lines between the Inspectorate, Animal Care and Customer Services, • Receiving numerous amounts of discounts and money from different organisations like JPS Marketing, New Zealand Institute of Management Leadership, Laser Strike, etcetera, • Managed to receive a scholarship for a ‘Strategic Summit’ featuring John Mattone – International Leadership Authority. Royal New Zealand Society for the Prevention of Cruelty to Animals (RNZSPCA) Sept 2015 – Current Animal Welfare Inspectorate Consultant Responsibilities • Writing ‘how-to’ procedures for the National New Zealand Inspectorate. Pets in the City Sept 2015 – Dec 2015 General Manager Pets in the City is a high profile Animal Care Centre and provides boarding, day care, hydrotherapy, grooming and training facilities for owned animals. A team of twelve staff care for up to 200 animals at any one time, seven days a week. Reporting to the business owners my responsibilities include: • Manage and oversee the business, • Building a strong annual business plan with an emphasis on new opportunities, • Recruiting and managing all staff including performance reviews and training, • Managing and formulating rosters whilst focusing on efficiency and adequate care levels, • Customer Service - quality of care and welfare of all guests of Pets in the City, • Marketing - growing the brand of the organisation including improving and expanding the social media presence, • Authorising and processing all invoices, • Managing and building on key stakeholder relationships, and • Maintaining standards of care whilst ensuring the organisation is commercially successful. Royal New Zealand Society for the Prevention of Cruelty to Animals (RNZSPCA) 2014 – Sept 2015 Service Delivery Coordinator – Animal Welfare Inspectorate & Centre Support The Royal New Zealand Society for the Prevention of Cruelty to Animals is a charitable organisation which, through 46 SPCA Centres across the country, provides help to animals and owners 24 hours a day, seven days a week. RNZSPCA’s mission is to advance the welfare of all animals in New Zealand by: • Preventing cruelty to animals, • Alleviating suffering of animals, • Promoting our policies through education and advocacy. RNZSPCA is the approved organisation under the Ministry of Primary Industries (MPI) and has the responsibility for over 92 appointed Animal Welfare Inspectors around the country. The Inspectorate and Centre Support Team is responsible for supporting and assisting the 47 Centres and the 92 Animal Welfare Inspectors in New Zealand. Responsibilities • Manage budgets and operational activities for training the National Animal Welfare Inspectorate, • Developing health and safety policies and procedures, • Developing Body Worn Video (BWV) camera policy and procedures, including legal compliance, • Developing National guidelines (minimum standards), • Project Lead for National roll-out of operational software system ‘Shelter Buddy’, Monique Hagedoorn 2
  • 3. • Inspectorate and Centre Training, e.g. BWV, AWA & SSA refreshers, yearly mandatory training, • Unitec liaison and organising Animal Welfare Inspectorate students, • Developing a National education strategy, • Organise Inspectorate appointments and renewals (and review processes), • Implement Quality Management in Inspectorate and Centre Support Team (PQASSO), • General enquiries on Centre support, • General enquiries on Animal Welfare Inspectorate support, • Develop a research strategy and resources for Inspectorate and Centre Support Team, • MPI audits (review processes), MPI auditing RNZSPCA and RNZSPCA auditing Centres for compliance, • Communication with partners and stakeholders and building on external relationships, • Ad-hoc requests and tasks, • Business as usual (BAU): o Answering info@ (website queries), o Ordering inspectorate supplies and equipment, o Animal Welfare transfers e.g. MPI – SPCA, o Complaint management e.g. Inspectorate, Centres, o Data collection e.g. prosecutions, search warrants, formal warnings, declarations. • Organise and participate in National forums: o Inspectorate forum, o Canine forum o Volunteer forum. Achievements • Delivered two (Animal Welfare Act 1999 and Search and Surveillance Act 2012) refresher trainings (Wellington and Christchurch), • Delivered four (CERT) Safety and Tactical Communications training workshops (Auckland, Wellington, Hamilton and Christchurch), • Developing Centre management guidelines including but not limited to managed entry and disease control, • BWV camera National policy and procedures, • Organised Unitec Animal Welfare Inspector students 2015, • Completed hand-over for Inspectorate appointments and renewal processes, • Completed audit of policies and procedures on National Inspectorate and Centre Support, • Completed transfer all data from on site server to structured cloud based architecture, • Delivered the Auxiliary Officer Training, • Delivered Health and Safety policies together with the Manager Inspectorate and Centre Support, • Reviewed and implemented renewed MPI audit compliance process (of two Centres), • Delivered a bond form and agreement for Unitec students on Animal Welfare Investigations course, • Delivered standard e-documents and replaced ‘old’ paper based forms and documents for Inspectorate e.g. e-doc induction pack, appointment form and appointment renewals, • Developed relationships with partners and stakeholders e.g. staff SPCA’s (including CEO’s, managers, inspectors, and other staff), RSPCA Queensland, Unitec, MPI, Otago, Massey University, RSPCA UK, RSPCA Australia, HUS, SPCAPRO, Mahurangi Technical Institute, Intelact, Datatalk, Pet First Aid, etcetera). Wellington Society for the Prevention of Cruelty to Animals (SPCA) 2011 – 2014 Veterinary Practice Manager Wellington SPCA is regarded as one of the leading SPCA’s in New Zealand, caring for over 6000 wild and domestic animals each year as it enforces the Animal Welfare Act 1999 and promotes responsible animal ownership through its education programs. It is unique in that it also offers a full veterinary service for owned animals, generating income to support the care of emergency and un-owned animals. It has received the national Saving Lives award from Royal New Zealand SPCA for the last three years recognizing its performance. It employs around 55 staff supported by over 1000 volunteers, with an annual operational expenditure of $4m all raised via donation or fees for service. Responsibilities • Direct reporting to Chief Executive Officer and part of Senior Leadership Team (SLT), • Manage budgets and operational activities of veterinary department, • Responsible for 10 FTE and 30 volunteers on a daily basis, • Organising rosters and individual staff duties to ensure smooth running of the veterinary care area and that staffing levels match workload required to maintain a seven day a week operation, • Negotiating annual performance objectives with staff to meet the veterinary care area's business plan objectives and ensuring that all staff have the appropriate skills and competencies to perform their functions, • Leading the creation, implementing, management and monitoring of the protocols and procedures needed within the centre and private practice, • Disease control, • Implemented a rigorous credit control for private clients to reduce bad debt, • Assisting with the teaching and further education of the veterinary care team including veterinarians, veterinary nurses, students and other staff, both paid and unpaid, • Assisting with the further optimisation of the relevant computer and support systems used by the veterinary care team, • Ensuring the correct maintenance and servicing of all veterinary equipment as required, • Communicating with the wide variety of people who use the veterinary services, • Develop and maintain strong relationships with both internal and external parties. Achievements • A lead role in the development and implementation of the organisational transformation. Wellington SPCA is now one of the leading SPCA’s in New Zealand, • As the only SPCA with a private veterinary practice I led the development of standard policies, protocols and procedures in line with industry standards, • A pivotal lead in the ‘Rehome SPCA project’ which has enabled a smooth transition to the new centre and allowed the organisation to seek NZVA Best Practice accreditation, • Established and developed strong affiliations; MoU’s are in place with several external parties like; Wellington Zoo Trust (The Nest Te Kōhanga), Massey University, DoC, NZVA, Vet Council, Pacific Radiology, Otago Polytechnic and Weltec, • Developed new and existing relationships with various organisations who donated a digital radiography-system, veterinary services and uniforms valued over $300,000, • Lead external fundraising activities which has generated approximately $20,000 in 2013, • Successfully organised the community de-sexing caravan three years in a row in low economical area, including sourcing donated product and service to allow over 350 animals to be de-sexed each year at no cost to their owner (or Koha), Monique Hagedoorn 4
  • 5. • Established and grew the veterinary volunteer team to over 50, integrating them into the Veterinary Team to deliver far greater community outcomes with zero cost to the organisation, this saved us approximately $100.000 on wages over the last 3 years. The following three jobs were worked simultaneously during 2011 in the Netherlands prior to immigrating to New Zealand Vet Clinic de Dierenbus (The Netherlands) - Veterinary Nurse Amersfoort Zoo (The Netherlands) - Wild Animals Veterinary Nurse Desudo Foundation of the Blind (The Netherlands) - Canine Trainer Landelijke Inspectiedienst Dierenbescherming (LID) (The Netherlands) October 2008 – 2011 Animal Welfare Inspector Landelijke Inspectiedienst Dierenbescherming (National Foundation Animal Protection/ Inspectorate) is the equivalent of the SPCA in The Netherlands. It is a Dutch foundation, which enforces the (Animal Welfare) law. As an animal welfare inspector I was responsible for the upper half of the Netherlands. The LID does have the power to do investigations and prosecutions for neglect, abuse and other animal welfare related issues. Every year they receive around the 7500 complaints 73% of these complaints are adjective and resulted in prosecutions, official reports or warnings. I was also allowed to write out infringement notices for animal welfare realted isssues. Responsibilities • Direct reporting line to the Managing Director, • Supporting and advising government departments including Ministry of Agriculture, Health Department, Police Department, • Conducting Public Relations activities on Animal Protection issues, • Investigate and research animal cruelty and neglect, • Enforce the Animal Welfare Act, • Compile evidential reports for court and undertake prosecutions, • Educate the community about Animal Welfare, • Carrying out routine inspections and thematic studies. Achievements • Led investigations into animal welfare complaints that resulted in prosecutions, • Establish good relationships with external organisations like Ministry of Agriculture, Vet Practices, Police Department, • Developed strong internal relationships with colleagues to achieve the best outcomes for animals (collaborate on bigger cases), • Developed and established a new role as “Flying Goal keeper” (literal translation). This senior role was designed as a rapid response function to undertake major investigations in the North-East of The Netherlands, which made it necessary to drive up to 600 km a day, • Being able to communicate on different levels, from people from Lower-Socio Economical area’s to lawyers and vets, • Giving animals a better life through my work as an inspector, whether it was through education or prosecutions. Achievements • Designed and delivered educational presentations about species and conservation to conservation tourism, • Working with key stakeholders like The Department of Conservation (DoC) for the bird conservation programmes, such as the kiwi program, • Hatching and hand rearing of kiwi’s until they were ready to be released by Willowbank/DoC, • Set up a successful collaboration with Unitec for the Management of Captive Wild Animals course, • Guided and trained the Unitec students and volunteers, • Simultaneously studied and completed the Management of Captive Wild Animals, • Trained a Siamang gibbon so I could undertake pregnancy tests, • Upgraded husbandry care for Siamang gibbons which resulted in the first healthy pregnancy and offspring. Keystone Wildlife Conservancy (Kaukapakapa, New Zealand) August 2006 – September 2007 Head Keeper Exotic Animals Responsibilities • Responsible for developing Animal Husbandry, Animal Health and Welfare Plans, • Day to day planning and organization for several species, including Rothschild’s giraffe, Water buffalo and Yak’s, • Developing and researching new opportunities for expanding the collection. Achievements • Assisted the development of the giraffe house, enclosure and crush, • Prepared and transported two two-year old male Rothschild’s giraffe from Christchurch to Kaukapakapa, • Trained giraffes to enter the crush for health checks and to be handled by humans.
