3. EXPERIENCE:
ORGANISATION : Siavonga District Council
POSITION : Development Control Officer
I worked as a District Development Control Officer at Siavonga District
Council from 18th
October 2010 up to 2011 with the following key
responsibilities.
KEY RESPONSIBILITIES:
• Assist in the preparation of Work Plans for the section;
• Maintaining an updated invetory of developments in the townships;
• Development Control Activities / Monitoring developments & ensure
adherence to regulations by developers;
• Sensitisation of developers on regulations and curb illegal
developments;
• Facilitate the processing of applications for land under customary
tenure;
• Assist in the preparation of site plans in consultation with the
Draughtsman;
• Assist in the scrutiny of buiding plans and application for Planning
permission by ensuring applicants have valid claim of ownership for
the land to be developed;
• Maintain a Daily updated Tracking System for the section;
• Any other duties to be assigned from time to time by the supervising
officer / or the District Planning Officer.
ORGANISATION : Siavonga District Council
POSITION : Development Control Officer
I worked as a District Planning Assistant at Siavonga District Council from
January 2011 Up to December 2011 with the following key responsibilities.
KEY RESPONSIBILITIES:
• Preparation of periodic work plans;
• Assist in processing applications for land;
• Assist in conducting land inventories & regularly updating the
inventories;
• Development Control;
• Assess the possibility or lack of it for the regularisation of some
unplanned settlements;

• Conduct periodic assessment of conditions in squatter settlements
and propose remedial measures;
• Identification of Emmergent Needs for modification of plans;
determination of land use for undefined zones;
• Scrutiny of applications for Planning permission / buiding plans;
• Maintain updated records of property owners;
• Preparation of maps / structure plans / drawings;
• Invetories of service oriented infrastructure facilities and their status
in the townships;
• Identify land for development;
• Assist in providing secretariat to the PWDSSC by putting in place the
requirements for the meeting.
• General management / supervision of the Regional Planning section;
• Preparation and Implementation of Periodic Work Plans;
• Preparation of Periodic Activity Reports;
• Assist in the Planning and Implementation of Rural Water Supply &
Sanitation Interventions (implementation to be done in liaison with
Works department);
• Provide Secretariat to the D-WASHE;
• Assist in providing secretariat to DDCC & its sub-committees;
• Assist in the departmental preparations for Plans, Works,
Development & Social Services Committee meetings;
• Assist in the coordination of the Planning sub committee by ensuring
there is effective communication and secretarial services;
• Assist in the Monitoring & Evaluation of various developmental
programmes / projects / activities in th e district;
• Liaise with other stakeholders on development matters;
• Formation & capacity building of sub district structures;
• Promotion of formation of purposive Women’s Groups & Youths
Groups;
• Identification of vulnerable groups and devise strategies of integrating
them in development activities to holistically liberate them from their
vulnerability status;
• Conduct community sensitisation on various issues ranging from
cross-cutting issues to specific ones;
• Assist in Research and Development;
• Assist in collection of data and maintenance of an updated multi-
sectoral District Data Base;

• Any other duties to be assigned from time to time by the District
Planning Officer.
And currently since january 2014 iam working at Kazungula District
Council as Assistant Town Planner in Planning Department with the
following key resposebilities:
 Technical Advisor to the Chief Executive on matters pertaining to
Planning and Development and any other related matters;
 Secretary and Technical Advisor to the Plans, Works, Development
and Social Services Committee [PWDSSC] of the Council, the
DDCC and sub committees;
 Provide Policy guidance and interpreptation and localisation of
national policies at District level;
 Preparation of Development (Spatial and Regional) Plans;
 Facilitate Development Coordination in the District;
 Resource Mobilisation;
 General management of the Planning department
 Development Programmes / Projects Implementation;
 Monitoring & Evaluation of Development Interventions
 Backstopping of Community Groups, NGOs and Government
departments on Planning related issues;
 Maintain and impelement a transparent land management system,
including land alienation and development;
 Facilitate the enforcement of spatial and other related legislations;
 Reserach and Development & cause the creation and mainatenance of a
multi-sectoral District Data Base.

  • 4. • Conduct periodic assessment of conditions in squatter settlements and propose remedial measures; • Identification of Emmergent Needs for modification of plans; determination of land use for undefined zones; • Scrutiny of applications for Planning permission / buiding plans; • Maintain updated records of property owners; • Preparation of maps / structure plans / drawings; • Invetories of service oriented infrastructure facilities and their status in the townships; • Identify land for development; • Assist in providing secretariat to the PWDSSC by putting in place the requirements for the meeting. • General management / supervision of the Regional Planning section; • Preparation and Implementation of Periodic Work Plans; • Preparation of Periodic Activity Reports; • Assist in the Planning and Implementation of Rural Water Supply & Sanitation Interventions (implementation to be done in liaison with Works department); • Provide Secretariat to the D-WASHE; • Assist in providing secretariat to DDCC & its sub-committees; • Assist in the departmental preparations for Plans, Works, Development & Social Services Committee meetings; • Assist in the coordination of the Planning sub committee by ensuring there is effective communication and secretarial services; • Assist in the Monitoring & Evaluation of various developmental programmes / projects / activities in th e district; • Liaise with other stakeholders on development matters; • Formation & capacity building of sub district structures; • Promotion of formation of purposive Women’s Groups & Youths Groups; • Identification of vulnerable groups and devise strategies of integrating them in development activities to holistically liberate them from their vulnerability status; • Conduct community sensitisation on various issues ranging from cross-cutting issues to specific ones; • Assist in Research and Development; • Assist in collection of data and maintenance of an updated multi- sectoral District Data Base; H A B A N J I M O M E X C U R R I C U L U M V I T E A K A Z U N G U L A D I S T R I C T C O U N C I L Page 6

And currently since january 2014 iam working at Kazungula District Council as Assistant Town Planner in Planning Department with the following key resposebilities:  Technical Advisor to the Chief Executive on matters pertaining to Planning and Development and any other related matters;  Secretary and Technical Advisor to the Plans, Works, Development and Social Services Committee [PWDSSC] of the Council, the DDCC and sub committees;  Provide Policy guidance and interpreptation and localisation of national policies at District level;  Preparation of Development (Spatial and Regional) Plans;  Facilitate Development Coordination in the District;  Resource Mobilisation;  General management of the Planning department  Development Programmes / Projects Implementation;  Monitoring & Evaluation of Development Interventions  Backstopping of Community Groups, NGOs and Government departments on Planning related issues;  Maintain and impelement a transparent land management system, including land alienation and development;  Facilitate the enforcement of spatial and other related legislations;  Reserach and Development & cause the creation and mainatenance of a multi-sectoral District Data Base. 4.
